RECOMMENDATION
City Council conduct a public hearing and adopt the following:

Resolution No. 2023-53 (Attachment “A”) approving a Vesting Tentative Subdivision Map (Rose View Estates, Phase II) to create 44 single family residential lots and associated improvements, including the extension of Wright Street to connect to Kamm Avenue and conversion of the existing park basin into seven single family residential lots.

City Planning Consultant, Karl Schoettler presented information on the proposed subdivision Rose View Estates, Phase II to be located at the southeast intersection of Grace Lane and Wright Street. Schoettler presented a subdivision map and samples of the proposed 44 residential lots with tree-lined streets and streetlamps. The project includes an extension of Wright Street to Kamm Avenue, the conversion of the existing basin into seven residential lots, and a green space mini-park. Schoettler advised that the proposed subdivision was approved by the Planning Commission at the October 3, 2023 meeting.

Council member Launer asked if the lot sizes were comparable with the surrounding neighborhood lots. Schoettler advised they are consistent with the existing neighborhood lots.

Mayor Reynosa expressed concern about the size of the green space. Reynosa believes the additional lots will add to the neighborhood's flood issues. Reynosa expressed concern about the additional traffic on Wright Street.

City Engineer Watts will look into why the current subdivision is having flooding problems. Watts advised that the basin was meant as a temporary solution, the existing 48-inch line drain is sufficient to handle this area. Watts advised that the Kamm Avenue and Alta Avenue Safety Study will be shared with the council to help with questions and concerns, and if needed improvements can be made.

Reynosa addressed that funding would need to be secured for any additional safety improvements.

Launer and Reynosa expressed concerns regarding density in the area, the size of the green space, and traffic on Wright Street.

Launer asked if a modification could be made on Wright Street and Grace Lane, instead of going through to Alta Avenue. Watts advised that the only way to exit is Kamm Avenue and College Avenue.

Mayor Reynosa opened the public hearing.

A staff member from Precisions Engineering approached the podium to advise that his firm would work with city staff to provide suitable options for Wright Street.

Wyatt Thomason approached the podium and asked for development details. Watts advised that both traffic and pedestrian views have been taken into consideration. Thomason asked how bike lanes fit into the plans, and asked for better specs. Watts advised that bike lanes are on Kamm Avenue, they are never in residential areas.

Mayor Reynosa closed the public hearing.

The Council approved Resolution No. 2023-53 with the conditions of increasing the green space/park by two lots, no tree-lined streets; traditional sidewalks should be installed, and a traffic mitigation plan for Kamm Avenue should be presented to Council prior to construction.

A motion was made by Council Member Prado , second by Council Member Launer, to adopt Resolution No. 2023-53 approving a Vesting Tentative Subdivision Map for Rose View Estates, Phase II, including the extension of Wright Street to connect to Kamm Avenue and conversion of the existing park basin into seven single-family residential lots, with the conditions of increasing the green space/park by two lots, no tree-lined streets; traditional sidewalks should be installed, and a traffic mitigation plan for Kamm Avenue should be presented to Council prior to construction.
