To: Mayor and City Council
From: Abel Iriarte, Police Chief
By: John Ayala, Sergeant
Subject: Adopt Resolution No. 2025-40 to Accept the California Highway Patrol's Cannabis Tax Fund Grant Program (CTFGP) Award (AI)
RECOMMENDATION:
Council to adopt Resolution No. 2025-40 accepting grant funding from the State of California Highway Patrol (CHP) in the amount of $29,693.41.
EXECUTIVE SUMMARY:
The Dinuba Police Department applied for and received a conditional award of funding in the amount of $29,693.41 from the California Highway Patrol's Cannibas Tax Fund Grant Program. Grant funds will be used to support saturation patrols and high-visibility enforcement in the City.
OUTSTANDING ISSUES:
None.
DISCUSSION:
The California Highway Patrol's Cannabis Tax Fund Grant Program (CTFGP) provides financial support to local agencies for the prevention and enforcement of impaired driving, with a specific focus on cannabis-related impairment. The program is funded through state revenues generated by Proposition 64.
The Dinuba Police Department applied for (CTFGP) funding to support saturation patrols and high-visibility enforcement operations designed to identify and remove impaired drivers from the roadway. These patrols allow for the flexible deployment of officers in areas and during time periods with a higher likelihood of impaired driving, such as weekends and holidays.
The department has received conditional approval for (CTFGP) funding for the amount of $29,693.41. A copy of the (CTFGP) Intent to Award Letter from CHP is enclosed herein as Attachment 'A'. The grant will be used exclusively to cover overtime costs for
law enforcement efforts without any impact to the City's General Fund. Acceptance of funding through the California Highway Patrol's Cannabis Tax Fund Grant Program (CTFGP) will allow the Dinuba Police Department to enhance enforcement efforts during periods of elevated impaired driving risk, such as holidays and weekends, without placing additional burden to the City's General Fund or disrupting regularly scheduled staffing. A copy of Resolution No. 2025-40 to proceed with and accept the California Highway Patrol's Cannabis Tax Fund Grant Program funding is included herein as Attachment 'B'.
FISCAL IMPACT:
The California Highway Patrol's Cannabis Tax Funds Grant Program (CTFGP) grant in the amount of $29,693.41 will be utilized during FY 2025/26 solely to cover personnel overtime costs associated with impaired driving saturation patrols, as defined and authorized under the terms of the grant agreement. There is no anticipated fiscal impact to the City's General Fund. All eligible and approved overtime expenses will be fully reimbursed by the grant, and no local matching funds are required.
PUBLIC HEARING:

Subject: Notice of Completion - Viscaya Park Improvements Project (JW) RECOMMENDATION:
Council to accept the Viscaya Park Improvements Project as complete and authorize the City Engineer to file a Notice of Completion with the Tulare County Recorder's Office.
EXECUTIVE SUMMARY:
On April 23, 2024, the City Council authorized award for the Viscaya Park Improvements Project to DOD Construction LTD in the amount of $5,012,336.67. Twenty-Two change orders were approved, which decreased the overall project amount by $213,136.11. Therefore, the total amount of the completed project was $4,799,200.56. Upon Council approval, a Notice of Completion will be filed with the Tulare County Recorder's Office.
OUTSTANDING ISSUES:
None
DISCUSSION:
The Viscaya Neighborhood Park Project, located on an 8-acre site southeast of Nebraska Avenue and Viscaya Parkway, has reached physical completion. This transformative project was made possible through the successful acquisition of two competitive grant awards: a $2,500,000 Urban Greening Grant and a $2,720,588 Land and Water Conservation Fund Grant. These funds supported the development of a significant public amenity designed to enhance neighborhood livability, promote outdoor recreation, and increase community access to green space.
The completed park features a wide array of amenities that serve residents of all ages and interests. Notable improvements include two large pavilion structures for community gatherings, age-appropriate playgrounds for both young children and older youth, a basketball court, a pickleball court, a parking lot, and a visually distinctive butterfly sculpture. Additionally, thousands of linear feet of concrete pathways were
installed throughout the park to accommodate walking, jogging, and casual recreation.
On April 23, 2024, the City Council awarded the construction contract to DOD Construction LTD. in the amount of $5,012,336.67. Throughout the course of construction, a total of twenty-two (22) change orders were processed, resulting in a net deduction and bringing the final project cost to $4,799,200.56. These change orders addressed unforeseen site conditions, design refinements, and value engineering efforts to maximize project scope within budget constraints. Key change order items included:
• Tie-in modifications to the storm drain system for water containment following subsurface discoveries during excavation.
• Installation of an additional block wall to address privacy and noise concerns raised by adjacent residents.
• Expanded site grading and drainage improvements to improve long-term park functionality.
• Additional paving improvements along Viscaya Parkway to enhance the adjacent roadway.
• Various deductive credits were negotiated to reduce costs and ensure the project remained within available funding limits.
The Public Works Inspector has conducted a final walkthrough and inspection of the site and has confirmed that all work was completed in accordance with approved plans, specifications, and applicable codes. With construction now fully complete and all contractual obligations satisfied, staff recommends that the City Council formally accept the project and authorize the City Clerk to file the Notice of Completion (Attachment 'A') with the Tulare County Recorder’s Office.
Per standard construction contract practice, the City withheld 5% retention from all progress payments throughout the project. This retention will be released upon recordation of the Notice of Completion, in accordance with Public Contract Code requirements.
FISCAL IMPACT:
The project was funded with an Urban Greening Grant, Land and Water Conservation Grant, Park Impact Fee Credits, and Local Funds.

By: Jacqueline Lopez, Sr. Fiscal Analyst
Subject: Participation in the Intergovernmental Transfer Program (IGT) with the California Department of Health Care Services (DHCS) for EMS Ambulance Transport Services Reimbursements (KS).
RECOMMENDATION:
Council adopt Resolution No. 2025-39 approving the agreement regarding the participation in the 2024 Intergovernmental Transfer Program (IGT) with the California Department of Health Care Services for EMS Ambulance Transport Services reimbursements and authorizing the City Manager to execute all agreements associated with the program.
EXECUTIVE SUMMARY:
Under the IGT Program, counties and other political subdivisions or governmental entities in the State may elect to transfer funds to the state in support of the Medi-Cal program. These funds are used as a match for federal funds, which are eventually returned to the EMS providers through their respective Medi-Cal Managed Care Health Plan Providers.
OUTSTANDING ISSUES:
None.
DISCUSSION:
The IGT Program requires the transfer of eligible local dollars from the city to the Department of Health Care Services (DHCS). The DHCS, in turn, uses the transferred funds from local governments to increase monthly rates it paid Medi-Cal Managed Care Health Plan Providers in the prior fiscal year, thus allowing DHCS to receive additional federal funding from the Centers for Medicare and Medicaid Services (CMS) for payment to Medi-Cal Managed Care Health Plan Providers.
Participation in the IGT program provides an opportunity for the City to collect
ambulance transport fees that would not otherwise be available.
FISCAL IMPACT:
Participation in the program will result in approximately $2,100,000 to the Ambulance Fund. The table below provides the approximate transfer amounts. The City of Dinuba Fire Department would need approximately $2,000,000 of funds to wire to the Department of Health Care Services (DHCS), to receive payment of $4,285,700 back, leaving the City with net revenue of $2,190,879.

City Council Staff Report
Department: ADMINISTRATIVE
SERVICES
July 8, 2025
To: Mayor and City Council
From: Karina Solis, Administrative Services Director
By: Karina Solis, Administrative Services Director
Subject: Meeder Public Funds Investment Funding (KS)
RECOMMENDATION:
City Council to receive a report on potential investment allocation scenarios prepared by Meeder Public Funds and provide input and direction as necessary.
EXECUTIVE SUMMARY:
On May 13, 2025, the City Council approved Meeder Public Funds as the City’s discretionary investment advisor to assist staff with strategic investment of city funds.
Meeder has prepared and will propose an investment allocation strategy to maximize returns. All investment activity, including that involving Meeder, will continue to be included in the quarterly Cash and Investment Report presented to Council.
OUTSTANDING ISSUES:
None.
DISCUSSION:
On May 13, 2025 City Council approved Resolution 2025-29 authorizing the City to engage Meeder Public Funds to provide discretionary investment advisory services.
Meeder, an SEC-registered investment advisor, assists public agencies with portfolio diversification, long-term investment strategy, and compliance with applicable investment regulations.
Following that action, Council requested that staff provide different investment amount scenarios and recommend a framework for managing the level of funds allocated to Meeder over time.
Investment Scenarios
Staff has worked with Meeder to develop three preliminary scenarios for investing with
Meeder, taking into account the City’s short- and long-term liquidity needs, reserve levels, and overall investment goals:
Scenario Initial
Investment
Liquidity
Impact
Notes
1. Conservative$10 million Minimal Preserves maximum short-term liquidity
2. Moderate $20 million Moderate Balanced approach aligned with reserves
3. Strategic $43 million Higher Greater return potential; lower liquidity
Staff recommends Scenario 2 as a starting point but recognizes that adjustments may be necessary as conditions change.
The City's adopted Investment Policy designates the Administrative Servcies Director as the Treasurer and assigns responsibility for all investment transactions. This includes determining how much of the City's portfolio to allocate to various investment strategies, including those managed by Meeder.
Rather than return to Council each time a change in allocation is warranted, staff seeks Council’s acknowledgment that the Administrative Services Director will exercise this discretion within the bounds of the Investment Policy and California Government Code.
As always, the Council will retain full visibility through the quarterly Cash and Investment Report, which details all investment holdings and performance, including those managed by Meeder. Furthermore, in accordance with Government Code Section 53607, staff will present the Council with an annual review and renewal of the authority to delegate investment discretion with Meeder. This ensures continued oversight and reaffirms the Council’s role in guiding the City’s investment strategy.
FISCAL IMPACT:
There is no General Fund impact associated with this action. Advisory fees paid to Meeder are deducted from investment returns. Changes in investment allocation may impact portfolio yield, depending on the market and liquidity needs.

City Council Staff Report
Department: ENGINEERING July 8, 2025
To: Mayor and City Council
From: Watts Jason, City Engineer
By: Watts Jason, City Engineer
Subject: Award of Contract - Whitney Water Main Improvements Project (JW) RECOMMENDATION:
Council to award the contract for the Whitney Water Main Improvements Project to West Valley Construction Company, Inc. in the amount of $494,990.00 and authorize the City Manager or designee to execute the contract documents.
EXECUTIVE SUMMARY:
The Whitney Water Main Improvements Project will replace a deteriorated and outdated water main along Whitney Avenue that has experienced frequent leaks and reduced performance. The existing pipeline has reached the end of its service life and poses a risk to reliable water delivery. The bid opening for the project was held on July 2nd, 2025. A total of five (5) bids were received. The lowest responsive bid was received from West Valley Construction Company, Inc. in the amount of $494,990.00. The project is funded through recently approved utility rate increases, the project will improve system reliability, reduce ongoing maintenance costs, and support the City’s long-term infrastructure goals.
OUTSTANDING ISSUES:
None
DISCUSSION:
The Whitney Water Main Improvements Project is a critical infrastructure upgrade that involves the full replacement of an aging and deteriorated water main along Whitney Avenue. The existing pipeline has been in service for several decades and has shown increasing signs of failure, including frequent leaks, pressure inconsistencies, and escalating maintenance demands. These issues not only disrupt water service for residents and businesses but also pose a risk to public health and safety if left unaddressed.
The replacement of this main is identified as a priority in the City’s Capital Improvement Program and is essential for maintaining a safe and reliable water distribution system. The proposed improvements will ensure long-term operational efficiency, enhance water pressure and flow capacity, and minimize emergency repair costs. In addition, the upgraded infrastructure will better
position the City to meet future demand in the surrounding area.
Staff solicited bids and received a total of five (5) bid proposals by the July 2nd, 2025 deadline. The bids including one (1) additive alternate are summarized below.
CONTRACTOR BASE BID ADDITIVE ALTERNATE #1
West Valley Construction
Company Inc.
$494,990.00 $473,094.25
Dawson-Mauldin, LLC $499,570.00 $156,202.00
Agee Construction $534,621.00 $205,485.00
Cal Valley Construction $766,613.88 $1,041,440.00
Sierra Construction $805,150.00 $123,835.75
Staff does not recommend awarding Additive Alternate No. 1 at this time due to cost considerations.
However, given the poor condition of the existing pavement and the benefits of full repaving over a standard trench patch—such as improved durability, appearance, and long-term performance—staff may pursue negotiations to include this work at a more favorable price. Should a reasonable cost be reached, staff recommends that the City Council authorize the City Engineer and Public Works Director to approve and execute a change order to proceed with the work. Additionally, staff is seeking City Council approval to authorize the City Engineer and Public Works Director to execute change orders up to 10% of the total construction cost.
The lowest responsive bid proposal was submitted by West Valley Construction Company, Inc.. in the amount of $494,990.00. Staff is recommending that the base bid be awarded to West Valley Construction Company, Inc., in the amount of $494,990.00. A copy of the West Valley Construction Company, Inc. bid proposal is enclosed herein as Attachment 'A'.
FISCAL IMPACT:
The construction phase of this project will be paid for through utility rates and other local funds.

City Council Staff Report
Department: ENGINEERING July 8, 2025
To: Mayor and City Council
From: Watts Jason, City Engineer
By: Watts Jason, City Engineer
Subject: Conceptual Median Layouts and Intersection Solutions (JW) RECOMMENDATION:
Staff recommends that the City Council review the conceptual median layouts for Kamm Avenue and El Monte Way and improvement options for the El Monte/Randle intersection, and provide direction on a preferred concept.
EXECUTIVE SUMMARY:
This report presents conceptual layout options for new median islands along Kamm Avenue and El Monte Way, as well as preliminary solutions to address traffic safety and operational issues at the El Monte/Randle intersection. The purpose of this item is to gather input from the City Council on the preferred concepts and authorize staff to proceed with further design development based on Council direction.
OUTSTANDING ISSUES:
None
DISCUSSION:
As part of the City’s ongoing corridor improvement efforts, staff has developed conceptual layouts for new median islands along Kamm Avenue and El Monte Way, included herein as Attachment 'A'. These enhancements are intended to improve traffic operations, enhance safety, calm vehicle speeds, and support the City’s long-term goals for corridor beautification and infrastructure management. The proposed median designs also account for access management, ensuring existing driveways and business access are maintained while improving pedestrian safety through defined crossings and refuge areas.
The intersection of El Monte Way and Randle Avenue has become a growing concern due to increased traffic volumes and a sharp rise in collisions, with seven reported crashes in 2024 alone. In response, the City retained 4Creeks, Inc. to conduct a
detailed traffic study evaluating whether the intersection met warrants for additional control measures. The study confirmed that the intersection satisfies the California Manual on Uniform Traffic Control Devices (CA MUTCD) warrants for a traffic signal based on both crash history and vehicular volume.
To address the issues at this location, staff has developed and is presenting four conceptual options, included herein as Attachment 'B', for City Council consideration:
1. Median Island with Access Control – A raised median along El Monte Way to restrict left-turn movements from Randle Avenue and improve sight distance and pedestrian safety.
2. Multi-Way Stop Control – Conversion of the intersection to a stop-controlled configuration on all approaches to reduce crash frequency and regulate turning movements.
3. Traffic Signal Installation – Full signalization to improve traffic flow, reduce delays on the minor street approach, and enhance intersection safety.
4. Modern Roundabout – Construction of a single-lane roundabout to reduce conflict points, lower speeds, and maintain continuous traffic flow while significantly improving long-term safety.
Each option varies in cost, complexity, and long-term effectiveness. While the roundabout offers the most significant safety and operational benefits, it is the most capital-intensive solution. Therefore, staff is recommending installation of the raised median island as a temporary solution to address immediate safety concerns while preserving the long-term vision of constructing a roundabout when funding becomes available.
Staff is requesting that the City Council review the conceptual median island layouts and the four El Monte/Randle intersection options, provide direction on a preferred approach, and authorize staff to begin refining the selected alternative. Based on Council feedback, staff will proceed with community outreach, preliminary design, and coordination for funding opportunities where applicable.
