RE: Raisin Day 2025 – Facility Use, Service Requests, and Sponsorship Proposal
Dear City of Dinuba staff and City Council,
On behalf of the Dinuba Chamber of Commerce, we respectfully submit this request for support and partnership in producing the 2025 Raisin Day Festival, taking place from Wednesday, September 24 through Sunday, September 28, 2025. This long-standing tradition is expected to welcome over 25,000 attendees and will feature a week of community celebration through cultural programming, live entertainment, a full-scale carnival, family activities, and our historic Raisin Day Parade.
To ensure the continued success and accessibility of this beloved event, we are requesting the following:
• A financial sponsorship of $10,000 from the City of Dinuba to help offset key festival costs, including but not limited to entertainment, private security, portable restrooms, and support for community partners.
Highlighted costs of this event include:
• $5,000 – Entertainment Costs
Covers performances, stage audio/lighting support, and
entertainment across multiple festival nights including Family Night, Ministry Night, and headline concerts.
• $8,500 for portable restrooms used across all five days of the event for both public and vendor needs.
• $500 – Kiwanis Partnership Support
Supports the logistics and staffing for Multicultural Day on
Sunday, which is managed by the Dinuba Kiwanis Club and features cultural entertainment and community service
engagement.
• $800 in private security
• $600 in donations to student groups that help us keep the park clean
• Full waiver of all City staff and park facility fees associated with the event and power for event.
In Addition to these financial request we are also requesting:
• Access to Rose Ann Vuich Park, Entertainment Plaza, Rec Center restrooms, and other city-owned facilities Wednesday September 24thSunday the 28th • Daily electricity activation, overnight lighting (5 PM–6 AM), and restroom access where available.
• Permission to hang a large banner in the park promoting carnival ticket sales and sandwich signs road side on L street when selling carnival tickets the week before the event.
• Use of planter power near the old Don’s Shoes store at the corner of Tulare and L Street and Fire Station outlet for parade and sound booth operations
• Support for road closures, fire lane markings, traffic control, and barrier placement during the parade and around the park traffic plan. • Permission to install Chamber-owned ADA-compliant handicap signs in designated parking areas
• City staff assistance in removing bagged trash (collected by volunteers) as needed.
• Approval to deploy Chamber-owned electrical cord covers for vendor and stage safety
• Coordination with designated City Parks and Public Safety personnel to carry a Chamber radio each day.
• Coordination with City EMS and Safety Serviced (Fire/Police) for an official event safety plan. If possible we would like to be included in the Saturday morning before parade meeting just to make sure everyone is on the same page.
• Fire ant mitigation support, with applications of bait requested for:
◦ The week of September 8, 2025 (two weeks prior to the event) ◦ The week of September 22, 2025 (event week)
The Dinuba Chamber is fully prepared to provide all vendor signage, load-in supervision, and coordination with Kiwanis and other volunteer partners. We are proud to steward this amazing event that reflects the heart of Dinuba’s cultural and agricultural identity. We are in dire need of the city’s support to continue this tradition and hope that you will come along side our team to continue to make this event possible.
Thank you for your continued support and partnership.
Sincerely,
Heathe Jones

Department: ENGINEERING September 9, 2025
To: Mayor and City Council
From: Watts Jason, City Engineer
By: Watts Jason, City Engineer
Subject: Authorization to Purchase Equipment and Amenities for the Entertainment Plaza Renovation Project (JW)
RECOMMENDATION:
Council to authorize the Parks & Community Services Director to purchase equipment and amenities for the Entertainment Plaza Renovation Project.
EXECUTIVE SUMMARY:
The City was awarded a $2.9 million Clean California grant to support the renovation of Entertainment Plaza Park in downtown Dinuba. Due to long lead times, staff is requesting authorization to purchase additional playground equipment, benches, picnic tables and other site amenities to ensure timely delivery of all materials while the project is out to bid.
OUTSTANDING ISSUES:
None
DISCUSSION:
The City of Dinuba was awarded a $2.9 million grant through the Clean California Local Grant Program, administered by Caltrans. The funds awarded to Dinuba will support a comprehensive renovation of Entertainment Plaza Park, a centrally located and heavily utilized public space in the heart of downtown.
The planned improvements are aimed at revitalizing the plaza to better serve community events and gatherings, while creating a more welcoming, inclusive, and functional environment for residents and visitors. Enhancements will include the addition of a new amphitheater, playground area, shade structures, public art, site furnishings, drought-tolerant landscaping, and other key features that align with the goals of the Clean California program.
To ensure the project stays on schedule and to mitigate the risk of delays related to
material procurement, staff is requesting City Council authorization to move forward with the early purchase of select equipment and other site amenities. These early purchases are necessary due to long lead times commonly associated with specialty materials and equipment. By acquiring these items in advance, the City can ensure all materials are available for installation when the construction phase begins.
All purchases will be conducted in accordance with the City’s adopted procurement policy, as outlined in Resolution No. 2023-03, and will comply with the applicable state and grant agency regulations governing the use of awarded funds. For reference, the City’s purchasing policy is attached as Attachment 'A', along with a summary table of purchasing thresholds below:
Purchasing
Threshold
Purchasing
Procedure Explanation
$0 to $34,999 No Competitive
Bidding
The city may acquire quotes directly from any
vendor.
$35,000 to
$84,999
Informal Bidding
Process
The city must obtain quotes from at least three
qualified suppliers.
$85,000 and
above
Formal Bidding
Process
Public bidding is required, as with major capital
projects.
Most of the materials listed below fall within the City’s initial purchasing threshold or can be acquired through a purchasing cooperative. Utilizing these cooperatives allows the City to “piggyback” on competitively bid contracts, expediting the procurement process, and such purchases are authorized under the City’s purchasing policy.
The following materials fall within the thresholds outlined above and have been evaluated by City staff for quality, durability, and compatibility with the overall design vision for the Entertainment Plaza Improvements Project:

* All costs have been consolidated into a single quote; however, during the initial process of obtaining estimates, staff treated them separately, which qualifies under the exemption from competitive bidding. To ensure the City receives the best product and value, staff also obtained two additional comparative quotes.
When itemizing the purchases listed above, some quotes did not include taxes or shipping; however, even with these costs added, the total remains within the established purchasing thresholds.
In conclusion, to avoid any supply chain-related construction delays, staff recommends that the City Council approve the early purchase of the materials listed above. This proactive step will help ensure that all items are available and on-site when construction begins, supporting the timely and successful delivery of the Entertainment Plaza Improvements Project.
FISCAL IMPACT:
The City will be using grant funding to purchase the materials.
