City Council Staff Report
Department: PUBLIC WORKS September 23, 2025
To: Mayor and City Council
From: George Avila, Public Works Director
By: Elva Patino, Business Manager
Subject: Resolution No. 2025-48 Approving the fiscal year 2024-25 Transportation Development Act Claim and Concurrence with the State Transit Assistance and State of Good Repair claims submitted by the Tulare County Regional Transit Agency (GA)
RECOMMENDATION:

Council to adopt Resolution No. 2025-48 approving the submittal of a TDA claim and concurring with the submittal of a STA and SGR claim on the City's behalf.

EXECUTIVE SUMMARY:

The City of Dinuba is a member of the Tulare County Regional Transportation Agency (TCRTA), a joint power authority formed by member agencies to provide transit services. As a member of the TCRTA, the City of Dinuba annually approves the transfer of transit-related funds to the TCRTA to fund transit operations. The funds to be transferred to TCRTA for FY 2025–26 include the Transportation Development Act funds ($1,254,982.28), State Transit Assistance funds ($386,453.17), and the State of Good Repairs funds ($57,257.85). Resolution No. 2025-48 will authorize the City to transfer these funds to the TCRTA in order to provide transit services the City of Dinuba.

OUTSTANDING ISSUES:

None
DISCUSSION:

As a member of the Tulare County Regional Transit Agency (TCRTA), the City of Dinuba is no longer responsible for day-to-day transit operations. However, as a California municipality, the City still receives an allocation of grant funds that can only be used for public transportation purposes. Since the inception of the TCRTA, the City has transferred these transit-exclusive funds to the agency so that transit operations can continue in Dinuba. The two major grant programs that can only be used on transit are the "State Transit Assistance Fund" and the "State of Good Repair" apportionment.

Page 12 of 123 ends

The Transit Development Act (TDA) also provides major transit funding. However, unlike the two other funding sources, TDA funding can be used for street maintenance and repair if there is a remaining balance after all transit needs are met.

The Tulare County Association of Governments (TCAG), acting as our regional transportation planning agency, is responsible for the administration of all of these grant programs. Each year, the Tulare County Regional Transit (TCRTA) submits claims to TCAG on behalf of all member agencies in order to gain access to these essential grant funds. On September 15, 2025, the Tulare County Association of Governments approved the claims submitted by TCRTA. The claims submitted on Dinuba's behalf are summarized as follows:

State Transit
Assistance
Fund
$386,453.17
State of Good
Repair
$57,257.85

TDA (LTF,
Transit)
$129,933.46
TDA (Street
and Roads)
$1,254,982.28
It is a requirement of TCAG that each member agency's governing body adopt a resolution approving or concurring with the claims submitted by TCRTA. Staff has reviewed the submitted claims and agrees with the identified amounts. It is therefore recommended that the City Council adopt Resolution No. 2025-48, included herein as Attachment "A", approving or concurring with the claims submitted to TCAG by TCRTA.

FISCAL IMPACT:

The only amount that will register as revenue for the City of Dinuba is the amount for TDA, Streets and Roads. The amount identified herein is higher than the adopted budget due to a carryover balance that was not anticipated. The additional revenue will be deposited into the City's transportation fund and will augment fund balance.

City Council Staff Report
Department: CITY MANAGER'S OFFICE September 23, 2025
To: Mayor and City Council
From: Maria Alaniz, City Clerk/HR Director
By:

Subject: Cancellation of City Council Meetings Scheduled on and around the November and December Holidays (MA)
RECOMMENDATION:

Council to consider the cancellation of scheduled City Council meetings on or around the upcoming holidays in November and December.

EXECUTIVE SUMMARY:

The City Council typically cancels the second meetings in November and December due to the Thanksgiving and Christmas holidays. The December 23 City Council meeting will be canceled as usual unless an urgent item comes up that requires City Council action. However, this year's Veterans Day holiday falls on November 11, which is the same day as the regularly scheduled City Council meeting. City Hall is closed in observation of this holiday. Therefore, the City Council can either cancel both meetings in November (Nov. 11 and Nov. 25) or reschedule the Nov. 11 City Council meeting to November 18 as a special meeting and cancel the November 25 meeting as usual.

OUTSTANDING ISSUES:

None.

DISCUSSION:

The City Council regularly meets on the second and fourth Tuesday of the month. This year, one of the regularly scheduled meetings falls on Tuesday, November 11, 2025, which coincides with Veterans Day.

In recognition of Veterans Day, most city offices will be closed. Additionally, canceling the meeting avoids potential scheduling conflicts and acknowledges the importance of Council members, staff, and the public to observe the holiday.

Staff recommends that the Council cancel the regularly scheduled meeting on December 23, 2025, and consider either canceling both meetings in November (Nov. 11

Page 40 of 123 ends

and Nov. 25) or rescheduling the November 11 City Council meeting as a special meeting on November 18 and concealing the November 25 City Council meeting as usual. Should urgent matters dictate a need for the Council to meet, the Mayor has the option to call a meeting.

FISCAL IMPACT:

None.

PUBLIC HEARING:

None required.

City Council Staff Report
Department: ENGINEERING September 23, 2025
To: Mayor and City Council
From: Watts Jason, City Engineer
By: Watts Jason, City Engineer
Subject: Award of Contract to Bill Nelson G.E.C, Inc. for the Sewer Infrastructure Improvements Project (JW)
RECOMMENDATION:

Council to award the contract for the Sewer Infrastructure Improvements Project to Bill Nelson G.E.C. Inc. in the amount of $3,881,026.41 and authorize the City Manager or designee to execute the contract documents.

EXECUTIVE SUMMARY:

The Dinuba Sewer Infrastructure Improvements Project will increase capacity and reliability in the City’s wastewater system through a proposed $3.6 million CDBG grant and a federal earmark. The project includes P Street and Tulare/El Monte Sewer Main Improvements, and a secondary screw press. The bid opening for the project was held on September 17, 2025. A total of five (5) bids were received. The lowest responsive bid was received from Bill Nelson G.E.C. Inc. in the amount of $3,881,026.41. The project will be funded through the CDBG grant and a federal earmark with no City match.

OUTSTANDING ISSUES:

None
DISCUSSION:

On August 30, 2024, the California Department of Housing and Community Development (HCD) announced the availability of $34 million in federal funding through the Community Development Block Grant (CDBG) Program. Eligible jurisdictions may apply for up to $3.6 million to support projects that meet one of the following national objectives: benefit low- and moderate-income persons, prevent or eliminate slums and blight, or address urgent community needs that pose an immediate threat to public health and welfare. Based on data from the 2015 American Community Survey, approximately 60% of households in the City of Dinuba are designated as low- to moderate-income, making the entire community eligible for CDBG-funded projects and

Page 68 of 123 ends

demonstrating a clear public benefit.

Following a public hearing held on July 30, 2024, where community input was solicited regarding potential projects, Staff recommended moving forward with the P Street Sewer Main Improvements, Tulare/El Monte Sewer Main Improvements, and installation of a secondary screw press at the wastewater treatment facility. These projects were selected due to their critical importance in addressing existing capacity constraints, supporting future development, and enhancing the overall reliability and efficiency of the City’s wastewater system.

The P Street Sewer Main is one of the City’s oldest lines, currently near capacity and at risk of failure. Improvements are needed to support surrounding development and prevent system overload. The El Monte Way Sewer Main will provide capacity for growth to the east, while a secondary screw press at the wastewater treatment plant will enhance solids handling, add redundancy, and maintain reliable operations as flows increase. Collectively, these projects address urgent infrastructure needs while positioning the City’s wastewater system for future growth.

In addition, the City was awarded a Federal Earmark for the Sierra Sewer Main Improvements. To fully fund this project without requiring a local match, staff reallocated the $1 million originally programmed through a federal earmark for the Sierra Sewer Main Project. This funding strategy ensures that the Sewer Infrastructure Improvements Project is completed without using any City funding. Staff will stay diligent to pursue another federal earmark to upgrade the sewer along Sierra Avenue. .

Staff solicited bids and received a total of three (3) bid proposals by the September 17, 2025 deadline. The bids are summarized below.

CONTRACTOR BASE BID
Bill Nelson G.E.C. Inc. $3,881,026.41

Floyd Johnston Construction Company,
Inc.
$4,731,154.00
JT2 Inc. dba Todd Companies $4,875,002.00
Staff notes that the lowest responsive bid submitted by Bill Nelson G.E.C. Inc. contained a minor deviation; however, the deviation is not material and does not affect the competitiveness of the bid or staff’s recommendation for award.

City Staff is also seeking Council authorization to approve contract change orders of up to ten percent (10%) of the contract amount, as necessary, to accommodate unforeseen field conditions or minor modifications during construction. Approval of

Page 69 of 123 ends
