RECOMMENDATION
Council to review and approve the City Council meeting of February 24, 2026, as presented.
5.2. SUBJECT
Resolution No. 2026-10 Authorization to Submit 2025 Community Development Block Grant (CDBG) Application for the Sportsplex Improvements Project and Senior Meals Program (GA)
RECOMMENDATION
Council adopt Resolution No. 2026-10 authorizing the submittal of a 2025 CDBG application in the amount of $3,600,000 in federal grant funds for the Sportsplex Improvements Project and Senior Meals Program.
5.3. SUBJECT
Approve Final Construction Contract Amount for the Dinuba Entertainment Plaza Renovation and Beautification Project in the amount of $2,840,222.48 (JW)
RECOMMENDATION
Council to approve the final negotiated construction contract amount for the Dinuba Entertainment Plaza Renovation and Beautification Project with SW Construction, Inc. in the amount of $2,840,222.48 to ensure the Council authorization aligns with the final executed contract documents.
5.4. SUBJECT
Request for Excused Absence Council Member Kuldip Thusu (MA)
RECOMMENDATION
Council to excuse the absence of Council Member Kuldip Thusu from the City Council meeting of February 24, 2026.

RECOMMENDATION
Council to review and approve the Warrant Register as presented.
7. DEPARTMENT REPORTS
7.1. SUBJECT
Mid-Year Financial Report and Resolution No. 2026-09 approving Budget Amendments for Fiscal Year 2025/2026 (KS)
RECOMMENDATION
Council to take the following action by one motion:
1. Accept the Fiscal Year 2025/26 Mid-Year Financial Report; and,
2. Adopt Resolution No. 2026-09 approving budget amendments for Fiscal Year 2025/26.
7.2. SUBJECT
Resolution No. 2026-11 Approving a Budget Amendment and Authorizing the Purchase of Police Patrol Vehicles and Parks and Public Works Trucks (KS)
RECOMMENDATION
Council to authorize the purchase of fifteen (15) fully equipped Ford Explorer patrol units totaling $1,264,272, and twelve (12) Chevrolet Silverado trucks for Parks and Public Works totaling $634,342, through purchasing cooperatives and adopt Resolution No. 2026-11 approving the related budget amendment.
