Department: ADMINISTRATIVE

SERVICES
March 24, 2026
To: Mayor and City Council
From: Karina Solis, Administrative Services Director
By: Karina Solis, Administrative Services Director
Subject: Award of Commercial Banking Services to Mechanics Bank (KS) RECOMMENDATION:

Council to approve the award of a contract for commercial banking services to Mechanics Bank and authorize the City Manager or designee to execute the agreement.

EXECUTIVE SUMMARY:

The City issued a Request for Proposal (RFP) on January 26, 2026, to solicit qualified financial institutions for commercial banking services. Two timely proposals were received and evaluated in accordance with the RFP criteria, and one late proposal was not considered. Mechanics Bank received the highest overall rating and was determined to provide the best value to the City. The bank ranked highest in public sector experience, cost, and enhanced service offerings, with additional advantages including operating hours and ACH cutoff times.

OUTSTANDING ISSUES:

None.

DISCUSSION:

The City has maintained a banking relationship with Mechanics Bank since 2012. Due to the length of this relationship and evolving changes in the banking industry, staff initiated a formal RFP process to ensure the City continues to receive high-quality, cost-effective banking services.

The RFP requested proposals for a range of services including demand deposit accounts, Automated Clearing House (ACH) processing, wire transfers, fraud prevention tools such as positive pay, and controlled disbursement services. The evaluation criteria included institutional qualifications, experience with public agencies, financial strength, service capabilities, technology offerings, cybersecurity controls, and

Page 13 of 90 ends

overall cost.

A four-member evaluation committee from the Finance Department conducted a detailed review and scoring of the two responsive proposals. Both institutions demonstrated the ability to meet the City’s core banking needs; however, Mechanics Bank achieved the highest overall score. Key factors contributing to this ranking included its extensive public sector experience, competitive pricing, and enhanced service offerings.

Mechanics Bank also distinguished itself through operational advantages such as their operating hours and more favorable ACH cutoff times, which provide greater flexibility for the City’s financial operations. In addition, its familiarity with the City’s existing processes and systems supports a seamless transition with minimal disruption.

While Mechanics Bank does not utilize a single comprehensive services contract, the banking relationship is governed by the Deposit of Public Funds agreement along with applicable service agreements and fee schedules. Collectively, these documents establish the terms of service and provide the legal and operational framework necessary for the City’s banking operations.

Selecting Mechanics Bank allows the City to maintain operational continuity while still benefiting from updated services, enhanced technology, and improved pricing identified through the RFP process.

FISCAL IMPACT:

The cost of banking services will be incorporated into the annual operating budget. The selected proposal is expected to be cost-effective and may result in operational efficiencies and potential cost savings over the term of the agreement.

REQUEST FOR PROPOSAL FOR

COMMERCIAL BANKING SERVICES
I. INTRODUCTION
The City of Dinuba (the “City”) is seeking proposals from qualified public depositories (a state or national bank located in this state, as defined by Section 53635.2 of the California Government Code) to provide a variety of commercial banking services. Proposers must have a current Community Reinvestment Act (CRA) rating of not less than “Satisfactory” and must comply with all applicable federal, state, and local laws and regulations, including but not limited to California Government Code Sections 53601 and 53635–53649, NACHA Operating Rules, PCI DSS standards, FFIEC cybersecurity guidance, and California data privacy laws (CCPA/CPRA).

The City intends to select one or more financial institutions to provide these banking services.

Firms may propose to provide one or more of the service groups below. A description of the required services is included in Section III.
1: General Banking Services
2: Merchant Card Processing
Each proposing firm should clearly state in a cover letter to the proposal the service group(s) it is proposing to provide.

The City has a Council-Manager form of government and the Council appoints a City Manager who is responsible for implementing the Council’s legislative and executive actions.

The City of Dinuba is located in the northern part of Tulare County, near the Fresno County line.

Situated roughly 180 miles north of Los Angeles and 200 miles south of San Francisco, Dinuba lies in the heart of California's agriculturally rich San Joaquin Valley, near the Sierra Nevada Mountain Range.

Page 17 of 90 ends

Our banking relationship has been with Mechanics Bank since 2012, and due to the extensive time frame it is now necessary to initiate a new Request for Proposal. Given the ongoing changes in the banking industry and evolving technologies, the City has determined that a review of the services offered by qualifying institutions is appropriate at this time. The City wishes to create efficiencies, make improvements where possible, take advantage of new, applicable technologies, enhance fraud prevention and cybersecurity controls, and reduce its costs.

The City is NOT soliciting proposals for treasury related investment services such as custody and safekeeping.

City Council Staff Report
Department: PUBLIC WORKS March 24, 2026
To: Mayor and City Council
From: George Avila, Public Works Director
By: David Little, Building Offical
Subject: Ordinance No. 2026-04, Adding Chapter 14.70 to Title 14 of the Dinuba Municipal Code to establish an expedited permitting process for residential rooftop solar systems pursuant to California Government Code § 65850.5 (SB 379) (GA)
RECOMMENDATION:

Council to conduct a public hearing, receive testimony, and take the following actions by one motion:

1. Introduce and waive the full reading of Ordinance No. 2026-04, adding Chapter

14.70 to Title 14 of the Dinuba Municipal Code, to establish a streamlined permitting process for small residential rooftop solar energy systems; and,

2. Schedule second reading and adoption of the Ordinance for April 14, 2026.

EXECUTIVE SUMMARY:

California Government Code § 65850.5 (SB 379) requires all California cities and counties to adopt an ordinance establishing an expedited, streamlined permitting process for small residential rooftop solar energy systems. The law also requires local agencies to publish a checklist of all requirements for solar permit applications, allow electronic submittal and electronic signatures, limit review to health and safety standards, and comply with statutory permit timelines. The City of Dinuba does not currently have a codified ordinance or published checklist fully meeting these requirements. Adoption of the proposed ordinance will bring the City into compliance with state law.

OUTSTANDING ISSUES:
• The ordinance must be adopted to formally establish the streamlined solar permitting process in the Municipal Code.
• The Solar Streamlined Permit Checklist must be posted on the City’s website following adoption.

Page 55 of 90 ends

• Staff must ensure electronic submittal capability and adherence to statutory timelines for permit review and approval.

DISCUSSION:

Government Code § 65850.5 requires cities to create a non-discretionary, ministerial permitting process for small residential rooftop solar systems. The law limits review to objective health and safety standards and prohibits discretionary approvals for qualifying projects.

Pursuant to state law, local agencies must:
• Adopt a formal ordinance establishing the streamlined process; • Publish a publicly accessible checklist identifying all requirements for expedited review;
• Accept electronic permit applications and electronic signatures; • Issue one written correction notice if an application is incomplete; and • Approve or deny applications within statutory timelines, or risk automatic approval under state law.

The proposed ordinance establishes a streamlined permitting process that promotes transparency and consistency in project review. Its adoption aligns the City’s permitting procedures with state law while maintaining essential health and safety protections, as set forth in Ordinance No. 2026-04, Attachment No. 1, and the Rooftop Solar Checklist, Attachment No. 2.

FISCAL IMPACT:

There is no direct fiscal impact associated with adoption of the ordinance and checklist.

PUBLIC HEARING:

A notice of public hearing was published in the Mid-Valley Times on March 12, 2026.

Department: PUBLIC WORKS March 24, 2026
To: Mayor and City Council
From: George Avila, Public Works Director
By: Elva Patino, Business Manager
Subject: Resolution No. 2026-13, approving the use of CDBG Program Income for the Rose Ann Vuich Park Improvements Project, authorizing the Mayor to execute a grant agreement, and authorizing the City Manager to execute and deliver all other required grant documents (GA)
RECOMMENDATION:

City Council, by a single motion, take the following actions:

1. Conduct a public hearing and receive public comment regarding the proposed Rose Ann Vuich Park improvement project for inclusion in a Program Income application to the Community Development Block Grant (CDBG) Program; and,

2. Authorize the use of up to $1,000,000 in Community Development Block Grant (CDBG), Program Income for the project; and,

3. Adopt Resolution No. 2026-13 authorizing the City Manager, or designee, to submit a funding application and act on the City’s behalf in all matters related to the grant application process and, if awarded, authorizing the Mayor to enter into a Standard Agreement with the State.

EXECUTIVE SUMMARY:

Resolution No. 2024-11 previously authorized the submittal of a Community Development Block Grant (CDBG) program income grant application for the Rose Ann Vuich Park Improvements Project. Following submittal, the State sent the City a "Notice of Conditional Contract Award" and requested modifications to the application prior to final award. One of the required modifications is adoption of a new resolution authorizing the Mayor to execute a Standard Agreement with the State upon award.

Resolution No. 2026-13 includes the language required by the State and the U.S.

Department of Housing and Urban Development (HUD).

OUTSTANDING ISSUES:

None

Page 74 of 90 ends

DISCUSSION:

The City of Dinuba has successfully completed several Community Development Block Grant (CDBG) funded programs and projects over the past several years, some of which generate Program Income. Program Income is defined as the gross income directly generated from a CDBG-funded activity, such as homebuyer loans, housing rehabilitation loans, and similar programs. Program Income is regulated by the State Department of Housing and Community Development (HCD). Under HCD guidelines, the City’s Program Income must be obligated toward an eligible project before any additional grant funds can be drawn from the program; otherwise, the funds must be returned to the State.

The City has approximately $1,000,000 available for CDBG-eligible CDBG programs or projects. Given these available funds, on February 13, 2024, the City Council held a public hearing and accepted public comment regarding the use of this program income.

Upon conclusion of the public hearing, the City Council directed that up to $1,000,000 be used for the construction of several improvements at Rose Ann Vuich Park. The proposed improvements include the construction of new restroom facilities and a picnic pavilion to enhance park amenities and better serve the community. Shortly after the public hearing, the City worked with a consultant to prepare a conceptual master plan for Vuich Park. Upon completion of the plan, staff submitted the funding application and awaited a response from the State. On February 27, 2026, the City received a conditional award letter outlining several corrections and procedural requirements needed to comply with current HCD guidelines.

To address these requirements, staff is conducting an additional public hearing and presenting a revised resolution to ensure full compliance. If approved, staff will resubmit the Program Income application and anticipates receiving a final award determination within approximately 30 days.

It is recommended that the City Council adopt Resolution No. 2026-13 authorizing submission of the application for up to $1,000,000 in CDBG Program Income funds for the Rose Ann Vuich Park Improvements Project. The resolution also authorizes the City Manager, or designee, to act on the City’s behalf in all matters related to the application and authorizes the Mayor to execute the Standard Agreement.

FISCAL IMPACT:

The City’s CDBG grant consultant, Adams Ashby Group, will prepare the Program Income application at a cost of $2,500.

PUBLIC HEARING:

Public hearing notices were posted on 3/11/26 at City Hall, Community Center, Senior Center, Public Works and City Website.

From: Chad Lew, City Attorney

Subject: Ordinance No. 2026-03, Amending Chapters 6.28, 6.32, 6.50, 6.76, TITLE 6 (“ANIMALS”), Concerning the Regulation of Animals, Licensing and Permitting of Animals and Commercial Animal Establishments, Impounding of Animals, and the Sale or Transfer of Dogs (CML) RECOMMENDATION:

Council to conduct a public hearing, waive first reading, and take the following action by one motion:

1. Hold the noticed public hearing and consider any public testimony; and

2. Approve and give first reading to Ordinance No. 2026-03, An Ordinance of the City Council of the City of Dinuba Amending Chapters 6.28, 6.32, 6.50, 6.76 of Title 6 (“Animals”), Concerning the Regulation of Animals, Licensing and Permitting of Animals and Commercial Animal Establishments, Impounding of Animals, and the Sale or Transfer of Dogs (by reading by title only and waiving further reading thereof).

EXECUTIVE SUMMARY:

The City Attorney’s office was tasked with reviewing and drafting proposed revisions to the City’s animal control regulations, specifically addressing updates to the City’s licensing, kennel, impounding, and sale requirements.

The proposed ordinance, summarized in the Discussion, below, is provided for the City Council’s consideration for approval and first reading tonight. If approved, the second reading and adoption of the Ordinance will be scheduled for the next regular City Council Meeting, with the Ordinance going into effect 30 days thereafter.

OUTSTANDING ISSUES:

None.

DISCUSSION:

Page 79 of 90 ends

The following is a summary of the proposed changes to the City’s regulations.

Clarifications were made to the regulation limiting the number of dogs (4) that can be kept by individuals, and the limited exceptions permitting that number to be exceeded.

For example, the current regulations contained an outdated reference allowing more than 4 dogs, if dogs that had been in the City since 1984. The proposed revision eliminates that exception.

With regard to licensing, a microchip requirement is proposed in addition to the license tags that are already required. The draft also authorizes separate licensing fees (set by resolution) for spayed/neutered and animals that are not spayed/neutered, and allows the licenses to be transferred upon transfer of ownership.

As a requirement of the City’s contract with the City of Visalia for animal sheltering services, the proposed ordinance requires compliance with the impounding facility/animal shelter’s requirements, including but not limited to Visalia’s spaying/neutering requirements as a condition of an impounded animal’s release.

With regard to commercial animal establishments, this ordinance clarifies that business licenses and other specific permits (such as a kennel or breeders permit) from the City are required, with the permits placing certain conditions on the sale or transfer of animals, including the conditions and restrictions on sale of such animals in a public place. With regard to these particular conditions and restrictions, there are exemptions for other governmental agencies, nonprofit animal rescue organizations, humane societies, permitted dog shows, and pet stores.

The full text of the proposed changes are attached herein as “Attachment A.” A Notice of Public Hearing for this item was published in the regular circulation of the Mid-Valley Times newspaper on March 5, 2026, and on the City’s website.

FISCAL IMPACT:

While there could be increased licensing, permitting or enforcement costs to the City, the City Council could consider modifying existing fees which would help offset or otherwise address the changes proposed in Ordinance No. 2026-03.

PUBLIC HEARING:

A public hearing was properly scheduled and noticed for this meeting, with publication in the Mid-Valley Times newspaper. A proof of publication from the Mid-Valley Times is attached herein as "Attachment B."
