RECOMMENDATION:
Council to approve the sponsorship amount of $1,000 Gold Sponsorship for the Dinuba Lion's Club 'Western Americana Troubadour' Ed Smither memorial dinner and fundraising event scheduled to take place on May 9, 2026.
EXECUTIVE SUMMARY:
The Dinuba Lion's Club will host their 'Western Americana Troubadour' Ed Smither memorial dinner and fundraising event on May 9, 2026. The Club raises funds through various fundraising efforts and provides youth scholarships and supports and sponsors several community activities.
OUTSTANDING ISSUES:
None.
DISCUSSION:
The Dinuba Lion's Club submitted a request for sponsorship (Attachment 'A') to help with the Club's 'Western Americana Troubadour' fundraising event on May 9, 2026. The event, will feature live music and music, and honor the memory of longtime Lion's Cub member and community supporter, Ed Smither.
The Lion's Club has served the community since 1947. The Club has requested that the City become a sponsor to help with their 'Western Americana Troubadour' event. Staff recommends that the City Council approve a Gold sponsorship of $1000, or select an alternative sponsorship amount as provided in 'Attachment A.' In return, the Gold level recognizes sponsors on the Community Event Page on all event-related promotional activities. It also provides for a presence at the event for disseminating the sponsor's information; the opportunity to have a banner displayed at the event; recognition as a sponsor on the event "thank you" signage; and, on-stage recognition of the sponsorship
during the event. Moreover, a sponsorship will help support the community as the Lion's Club is involved in many notable community functions.

Subject: Resolution No. 2026-21 Authorizing Submittal of a Regional Surface Transportation Exchange Program Claim for FY 2025-26 (GA) RECOMMENDATION:
Council adopt Resolution No. 2026-21 authorizing the Public Works Director to submit a claim to the Tulare County Association of Governments (TCAG) to exchange the City's Fiscal Year 2025-2026 Regional Surface Transportation Program (RSTP) funds for State Highway Account Funds in the estimated amount of $178,615.
EXECUTIVE SUMMARY:
Each year the City of Dinuba is allocated federal Regional Surface Transportation Program (RSTP) funds. This funding is designated for surface transportation improvements and must be spent in compliance with federal regulations. However, State law allows for RSTP funds to be exchanged for State Highway Account Funds that give the City more spending flexibility. In order to receive this money, the City must submit a claim to the Tulare County Association of Governments (TCAG) authorized by City Council Resolution. The amount allocated to the City of Dinuba for FY 2025–26 is estimated at $178,615.
OUTSTANDING ISSUES:
None.
DISCUSSION:
The Surface Transportation Program (STP) was established by the 1991 Federal Intermodal Surface Transportation Efficiency Act (ISTEA). The STP is administered by the U.S. Department of Transportation. STP funds may be used for public transportation capital improvements such as roads, bicycle and pedestrian facilities, and intercity or
intracity bus terminals and bus facilities. The STP provides funding allocations for urban and rural cities.
The Tulare County Association of Governments (TCAG) receives regional STP (RSTP) funds on behalf of Tulare County. TCAG is expected to receive over $6 million this fiscal year. Of this amount, TCAG is committing approximately $3 million to fund regional projects, leaving the balance available for distribution among member agencies. TCAG distributes these funds to member cities using a population-based formula. The estimated allocation of RSTP funds for the City of Dinuba for FY 2025/26 is $178,615.
Given the rural classification of Tulare County, state law allows for some jurisdictions to exchange their regional share of federal STP funding for State Highway Account Funds in an equal amount.
This exchange is beneficial to smaller cities because state funds have fewer restrictions, shorter environmental processes, and no local match requirement. In short, this exchange gives Dinuba more spending flexibility. The City of Dinuba has participated in the "RSTP Exchange Program" for many years. As in previous years, these funds will be deposited into the City's Gas Tax fund and will be used to fund a portion of the operating expenditures for the City's Transportation Services Division. These expenditures include employee salaries, debt service, and capital maintenance.
Resolution No. 2026-21, enclosed herein as Attachment '1', will authorize the Public Works Director to submit a claim for regional STP funds to be exchanged for State Highway Accounts funds in the amount of $178,615.
FISCAL IMPACT:
The $178,615 allocation pays for a portion of the operating expenses of the City's Transportation Services Division.

WHEREAS, Caltrans Division of Programming releases a 5-year ESTIMATE of RSTP Exchange Program apportionments for inclusion in the Federal Transportation Improvement Program (FTIP) Programming document every 2-years to California Metropolitan Planning Organizations (MPOs);
WHEREAS, TCAG is the designated MPO for Tulare County;
WHEREAS, the Annual RSTP Exchange Program fund apportionment is an ESTIMATE and subject to change during the fiscal year (2025-2026) due to many Federal Surface Transportation Bill variables including the annual appropriations act as well as other Congressional action (i.e. rescissions);
WHEREAS, a FINAL RSTP Exchange apportionment amount is published at the end of the FY25-26 and can be different from the ESTIMATE RSTP Exchange apportionment figure;
WHEREAS, annually, Caltrans sends TCAG a Standard Agreement contract that includes an RSTP Exchange Program apportionment figure; WHEREAS, TCAG applies a RSTP population based distribution formula using current Department of Finance (DOF) population estimates (January 2025) to the RSTP apportionment to determine the amount of RSTP Exchange funds to be distribution to TCAG member jurisdictions;
WHEREAS, the City of Dinuba has an ESTIMATE RSTP Exchange Program fund apportionment amount available to claim in FY25-26 is $178,615; WHEREAS, payment of the ESTIMATE RSTP Exchange fund claim will be subject to all conditions specified in the fully executed standard contract agreement between TCAG and Caltrans, as well as the TCAG RSTP Exchange Claim form requirements: Projects to be funded with this claim are only those projects that are defined under Sections 133(b) and 133(c) of Title 23, United States Code and Article

WHEREAS, if the FINAL RSTP Exchange apportionment figure is higher for FY25-26 than the ESTIMATE RSTP Exchange apportionment figure, Caltrans would have to revise the RSTP Exchange Standard Agreement contract with the higher RSTP figure before TCAG could instruct the Tulare County Auditor Controller’s Officer to distribute a greater amount of RSTP Exchange Program funds to member agencies, than identified in this resolution;
WHEREAS, if the FINAL RSTP Exchange apportionment figure is lower for FY25-26 than the ESTIMATE RSTP Exchange apportionment amount, Caltrans does not have to revise the RSTP Exchange contract with the lower amount before TCAG could recalculate the available RSTP Exchange Program funds using the same population-based formula and then instruct the Tulare County Auditor Controller’s Officer to distribute the lower FY 25-26 FINAL RSTP Exchange Program fund amount to member agencies;
WHEREAS, the City of Dinuba has established special gas tax street improvement fund as a requirement to receive the RSTP Exchange Program funds; and WHEREAS, it is deemed in the best interest of the City of Dinuba the Public Works Director is authorized to sign the FY 25-26 RSTP Exchange Program fund claim form and to submit said claim form to TCAG for processing.
NOW THEREFORE, be it resolved that the Public Works Director of the City of Dinuba is authorized and directed to sign and file the above described FY 25-26 RSTP Exchange Program fund claim on behalf of the City of Dinuba in the amount of $178,615.

Subject: Second Reading and Adoption of Ordinance 2026-06, Amending Chapter
5.34 and Chapter 1.18 of the Municipal Code Regarding Fireworks and Fireworks Citations (GC)
RECOMMENDATION:
Council to waive reading in full and approve Ordinance No. 2026-06 amending Chapter
5.34 and Chapter 1.18 of the Municipal Code regarding fireworks and fireworks citations.
EXECUTIVE SUMMARY:
The proposed ordinance amends Municipal Code Chapter 5.34 (Fireworks) and Chapter
1.18 (Administrative Citations) to enhance public safety, improve enforcement, and strengthen accountability related to fireworks activities within the City.
Chapter 5.34 amendments clarify the definition of a "Responsible Party", update permit qualifications for fireworks sales, and expand restrictions on fireworks discharge.
Chapter 1.18 amendments increase fines to $2,000 for a first offense, $3,500 for a second offense within 36 months, and $5000 for subsequent offenses.
These changes are intended to deter violations, improve accountability, and discourage the use of illegal fireworks within the city.
OUTSTANDING ISSUES:
DISCUSSION:
Amendment to Chapter 5.34 (Fireworks)
The proposed amendments are intended to improve clarity, accountability, and enforceability of fireworks regulations. Key updates include:
Definition of Responsible Party
Establishes a clear definition of "Responsible Party" to include property owners, tenants, event hosts, or any individual who organizes, permits, or allows the discharge, possession, manufacturing, or storage of illegal fireworks.
Qualifications for Fireworks Sales Permits
Revises eligibility criteria for organizations seeking permits to sell fireworks, including:
• Must have a permanent meeting place within city limits • Must have been organized and established for one year prior to application filing • Permit application deadline
These updates are intended to ensure that only local organizations are authorized to sell fireworks.
Prohibited Discharge of Fireworks
Expands restrictions on where fireworks may be discharged, including public property such as parks, schools, vacant lots or other public grounds (unless permitted).
Amendments to Chapter 1.18 (Administrative Citations)
To improve compliance and deterrence, the proposed amendments increase fines for violations related to fireworks regulations:
• First Offense: $2000
• Second Offense: $3500 (within 36 months of prior violation) • Each Subsequent Offense: $5000 (within 36 months of the previous violation) The escalation of fines is designed to discourage repeat violations and provide enforcement personnel with stronger tools to address ongoing compliance.
Ordinance 2026-06 has been included herein as Attachment 'A'.
FISCAL IMPACT:
Increased fine amounts may result in additional revenue. However, the primary goal is compliance and enhanced public safety.

Subject: Agreement with the Dinuba Unified School District for Expanded Learning Opportunities Program Funding (ELOP) for the City of Dinuba After School Program for FY 2026/27 (SH)
RECOMMENDATION:
Council to approve the City Manager, or designee, to enter into an agreement with the Dinuba Unified School District for Expanded Learning Opportunities Program (ELOP) grant funding in the amount of $598,942.
EXECUTIVE SUMMARY:
The City of Dinuba and the Dinuba Unified School District intend to enter into a renewed one-year partnership to support the City of Dinuba After School Program. This partnership will be funded through the State of California’s Expanded Learning Opportunities Program (ELOP), with an allocation in the amount of $598,942 for Fiscal Year 2026/27.
OUTSTANDING ISSUES:
None
DISCUSSION:
The Expanded Learning Opportunities Program (ELOP) is a grant-funded initiative administered by the California Department of Education, designed to support enrichment and academic opportunities outside of regular school hours. Through continued alignment of resources with the Dinuba Unified School District (DUSD) under the ELOP grant program, the City of Dinuba will continue to leverage funding to maintain and expand after-school services, ensuring students have access to safe, engaging, and educational environments. Over the past year, the City and DUSD have demonstrated its ability to work together and commitment to providing high-quality, consistent, and enriching youth programs. Notably, the City hired five additional Assistant Recreation Leaders, allowing the program to serve up to 100 additional
students who were previously on a waitlist. Staff levels are currently five Recreation Leaders, eleven Assistant Recreation Leaders and one full-time Youth Service Coordinator fully funded through ELOP.
The proposed agreement includes some updates to better align all after-school programs funded through ELOP. Key program enhancements include extended operating hours, with all programs remaining open until 6:00 p.m. DUSD will implement additional support measures, including assigning an ELOP gatekeeper to manage participant check-in and check-out procedures. ELOP staff will be properly certified to administer medications when necessary to participants. To promote consistent participation while maintaining flexibility for families, a minimum attendance guideline is proposed, requiring participants to attend at least three days per week for a minimum of one hour per day. Additionally, for safety purposes, all programs plan to implement a walker policy requiring students to be in fourth grade or higher, or accompanied by a fourth-grade student, to walk home from the program. DUSD has proposed a policy requiring individuals picking up participants to be at least 18 years of age. The City has requested consideration to lower this age requirement to 16, and discussions on this item are ongoing. The Expanded Learning Program strives to provide after-school opportunities for students of all backgrounds, needs, and abilities. With this in mind, this year there will be priority registrations for ESL (English as a Second Language), foster care, and unhoused youth. We believe, with an increase in staffing and working together as one, we can support families interested in after-school program care.
City staff have been actively collaborating with partners, including the Choices Program, ProYouth Program, and DUSD ELOP staff, to develop a comprehensive and unified program handbook. The ELOP Program Handbook is included as Attachment 'B'. This effort reflects Dinuba’s strong commitment to partnership, community enrichment, and providing meaningful support to local families. Staff recommends that the City Council authorize the City Manager, or designee, to enter into an agreement with the Dinuba Unified School District for Expanded Learning Opportunities Program (ELOP) grant funding in the amount of $598,942. The agreement is included as Attachment 'A'.
FISCAL IMPACT:
The ELOP grant funds in the amount of $598,942 will fully fund the cost of the afterschool program and continue to enhance activities provided by the City.

Who
2
The Expanded Learning Opportunities program encompasses multiple community partnerships, which help us provide staff and curriculum for students. Our after-school programs are powered by Tulare County’s Choices Program (1st - 8th grade), City of Dinuba Parks and Recreation (1st - 5th grade), and Pro Youth (TK/K). Our enrichment opportunities are led by Dinuba Unified teachers and various community partners with specialized expertise. All of our partners are referred to as “agents” in the liability waiver. For our families, the one comprehensive program that they enroll in is the Expanded Learning Opportunities Program (ELOP). Under this umbrella are all staff members and services available to students after enrollment.

Program Structure
Hours of Operation
The program’s hours of operation during the school year are Monday - Friday from dismissal to 6 pm. The program operates for 181 school days + 30 additional 9-hour days during the summer or intersessions.
6-Week Sessions
4
Once families register for the Expanded Learning program, they do not need to re-register until April for the following school year. Once in the program, families are welcome to register their child for Expanded Learning clubs. To organize our clubs, the school year is broken into six 6-week sessions. Registrations are continuous and take place on 6Crickets.com. Meaning, if your child is registered for a club during session 1 and wants to continue that same club for session 2, the student will need to be re-registered for session 2. Students must be enrolled in the Expanded Learning program to access other Expanded Learning clubs or activities. Below are the session dates for the 26/27 school year.
Session 1: 8/17/26 - 9/25/26
Session 2: 9/28/26 - 11/6/26
Session 3: 11/9/26 - 12/18/26
Session 4: 1/11/27 - 2/19/27
Session 5: 2/22/27 - 4/9/27
Session 6: 4/12/27 - 5/21/27
Intersession Opportunities
In addition to the opportunities available during the school year, we provide 30 9-hour days for TK-6th grade students. Some of the experiences previously offered include our Summer Learning Academy and Fresno Pacific Sports Camp. These experiences will vary by year to maintain student interest and variety. During 26/27, we will be hosting:
● Summer Learning Academy
June 3, 2026 - June 24, 2026 (except June 19, 2026)
● TK/K Jump Start Summer Program
June 3, 2026 - July 22, 2026 (except June 19 and July 3, 2026) ● Fresno Pacific Sports Camp
July 6, 2026 - July 10, 2026
● Fresno Chafee Zoo Camp
July 20, 2026 - July 24, 2026
5
● Cosmic Camp
July 27, 2026 - July 31, 2026
Each school year, the Expanded Learning program will provide 30 9-hour additional days for TK-6th grade students.
Field Trips
Field trips are an important part of the Expanded Learning Opportunities Program (ELO-P). Field trips provide students with meaningful opportunities to make real-world connections and deepen their academic, cultural, and social development. Past and potential destinations include Fresno Pacific University, Yosemite National Forest, Rawhide Baseball Stadium, Fresno State’s Downing Planetarium, and the Kingsburg Historical Museum.
All field trips must be directly aligned to the academic or enrichment components of the program and must demonstrate a clear educational purpose. Entertainment-only trips are not permitted.
To ensure state compliance, all proposed field trips must be submitted to the ELOP Department using the Expanded Learning Field Trip Application Packet. Each trip is reviewed for educational alignment, vetted for safety, and submitted for board approval.
Community Partners must include lesson plans and supporting documentation that demonstrate alignment to program goals, along with student permission slips.
The district coordinates transportation, meals, and admission for all approved trips.
Community Partners are responsible for supplying qualified chaperones and maintaining a 1:10 student-to-staff ratio. The district will help with chaperones by providing a list of cleared parents or guardians. All field trips must adhere to district policies and procedures related to student safety, supervision, and transportation.
Parent/Guardian Chaperones and Volunteers
Parents and guardians, we invite you to become a part of your child’s Expanded Learning journey by becoming a chaperone or volunteer. First, parents should express interest in their child’s program registration packet. After your child has joined the program, Site Leads will reach out and provide you with the proper packet.
Parents/guardians interested in volunteering or chaperoning must complete the following steps:
1. Complete the Required Packet
Fill out all forms in the Volunteer/Chaperone Packet, including personal 6
information and agreement forms.
2. Review and Sign All Agreements
○ Volunteer/Chaperone Agreement
○ Confidentiality Agreement
○ Drug-Free Activities Acknowledgment
3. Provide Valid Identification
Submit a copy of a valid (not expired) California Driver’s License or California ID.
4. Complete Background Clearance
○ Indicate fingerprinting status with the Dinuba Unified School District (Parent/guardian is responsible for Livescan expenses)
○ All volunteers/chaperones are subject to background clearance (including Megan’s Law check)
5. Submit Your Packet
Turn in your completed packet and required documents to the Expanded Learning Site Lead at your child’s school. Incomplete packets will not be processed.
6. Receive District Approval
All volunteers and chaperones must be approved before participating in trips, events, or activities. Approval is at the discretion of the district.
Family Engagement
During each 6-week session, families are invited to come onto campus for Expanded Learning Parent Nights. These are opportunities for families to learn about the program, admire student work, connect with Expanded Learning staff, provide program feedback, and get in-person assistance with registering for new opportunities. These events take place once every 6 week session in the cafeteria on campuses from 4 - 6 pm.
Capacity
Spots in the program will be prioritized for children who are English learners, in foster care, or homeless. If your child would like to stay after school to only attend a club, supervision is available from a Dinuba Unified Yard Aid. Each Yard Aid can supervise up to 20 students. All families are expected to adhere to program policies. Below are the number of available spots per campus.
● Roosevelt: 240 TK - 5th-grade students
● Kennedy: 240 TK - 5th-grade students
7
● Jefferson: 240 TK - 5th-grade students
● Wilson: 240 TK - 5th-grade students
● Lincoln: 240 TK - 5th-grade students
● Grand View: 200 TK - 5th-grade students
● Washington Intermediate: 140 6 - 8th-grade students
● Dinuba Intermediate: 140 6 - 8th-grade students
● Total capacity = 1,680 TK - 8th grade students
Registration Process
Registration Timeline for After-School Program:
Registrations for all grade levels will open in April or May for the next school year. For 26/27, registration will open on May 4, 2026 at 8 am. Registration will be posted on the district and school websites, Parent Square, social media, and paper flyers.
Registrations take place on the after-school platform, 6 Crickets. Once families get to the online registration, they will see three program options:
TK/K
1st - 5th
8
6th - 8th
Parents will add the program to their digital cart, answer the Expanded Learning program questions, and “check out”. After checkout, parents will receive a confirmation email. Parents will receive a confirmation call from a program lead over the summer to confirm their child’s official start date. Students are not officially registered until they receive their start date phone call. Once families successfully enroll in the after-school program, they are cleared to attend the program all year. For clubs, families will need to re-register their child for each 6-week session.
Needs and Accommodations
The Expanded Learning program provides after-school opportunities for students of all backgrounds, needs, and abilities. Here are a few ways in which we offer support for all:
● Priority registrations: English learners, foster care, and homeless youth ● Needs and Accommodations applicant processing: Once a student with needs or accommodations registers for the program, staff meet with Learning Directors, Counselors, Student Services, or School Psychologists to fully understand the child’s accommodations in place during the daytime program. This provides after-school guidance on how to offer the same supports and be prepared to provide the best level of care possible to the child before they begin the program.
● After-school nursing staff: Daytime nursing staff remains on campus until 4:30 pm each day. Once they leave, Expanded Learning nurses rotate between all sites and are “on-call” for after-school emergencies or injuries. ● After-school specialized aids (work in progress):
● Ongoing collaboration with daytime administration and Student Services: As supports are implemented, Expanded Learning continues to share information with daytime administration, Student Services, and parents to ensure children have what they need to be physically safe and emotionally supported during the program.
9
● Parent meetings as needed: Expanded Learning staff may set up meetings or contact parents directly as concerns or questions arise. ● Specialized training as needed: Expanded Learning staff can also receive specialized training through the county office or district departments if specialized support is needed after school.
Medication/First-aid/Illness Procedures
Students who require medical care or medication are welcome into the program.
Students will not be able to attend the Expanded Learning program until all necessary medications or care are in place. Here is the process to ensure all students have what they need before starting the program:
1. Parent indicates a need on the registration form
2. Expanded Learning leads and nurses work together to contact parents to learn more
3. Parents provide a copy of the child’s medication and the medication-at-school form for the after-school program to keep on hand in a secure lockbox. - During the summer, parents can deliver medications and forms to: 1027 E Sierra Way, Dinuba, CA 93618, in the main office of the South campus between the hours of 8 am - 5 pm
- During the school year, parents can deliver medications and forms to the school's front office and inform the front office staff that they are for the Expanded Learning program.
4. All medication will be labelled, bagged, and filed in after-school lockboxes by Expanded Learning nurses.
All medications must be in their original containers with the original labels intact, along with the Dinuba medication-at-school form. Only trained after-school staff members will administer emergency EPI-Pens or inhalers. Trained staff can also provide CPR, basic first aid, ice packs, and bandages when necessary. If students are feeling sick or are injured, staff will notify a nurse, contact parents/guardians, and, in some cases, the child may need to be picked up before the program ends, depending on the severity. Failure to provide after-school medications and forms may delay your child’s start date in the program.
Custody/Court Order Paperwork
If your child has specific or court-ordered pickup arrangements, parents must provide written copies of the court order or pickup arrangements to the Expanded Learning 10
program. The after-school platform, 6 Crickets, integrates with PowerSchool and will be used by staff to confirm pickup persons during after-school pick-ups. After parents/guardians update contacts in PowerSchool or provide court-order paperwork/pick-up accommodations, after-school staff will confirm the changes with daytime front office staff and document the arrangements in 6 Crickets. Only legal guardians can edit contacts in PowerSchool or update pick-up arrangements. Please allow 24 hours for PowerSchool changes to reflect in 6 Crickets. Below is the process to ensure pick-up and custody arrangements are properly communicated to after-school:
1. Legal guardians contact the after-school program at their child’s site with documentation of a court order or written arrangements.
2. After-school leads confirm updates with front office staff.
3. After-school staff add a note to 6 Crickets and abide by court-ordered or written pick-up arrangements the following day.
- During the summer, parents can deliver court-ordered paperwork or written arrangements to: 1027 E Sierra Way, Dinuba, CA 93618, in the main office of the South campus between the hours of 8 am - 5 pm - During the school year, parents may deliver court-ordered paperwork or written arrangements to the Expanded Learning district leads at the school site between 2 and 6 pm. Front office staff will also be able to assist if you need to drop off paperwork during the school day. Please let them know that the paperwork is for Expanded Learning.
Failure to provide court order paperwork or written arrangements to the Expanded Learning program may cause confusion or mistakes at pick-up. Neither the district nor our community partners are liable for confusion or mistakes at pick-up regarding court order paperwork or written arrangements without proper notice.
Ongoing Registrations
The Expanded Learning program will keep current school-year registrations open year-round. Parents can visit the district website at any point to register for the program.
As spots fill up, parents can join the waitlist. Site Leads will audit attendance and call waitlisted families every month to provide updates. Families are not confirmed in the program until they receive the start date phone call. Registration support is available in-person every afternoon during program hours or at parent nights.
Attendance Policy
3 Days a Week Minimum
11
To honor the number of spots available, Dinuba Unified requires children registered in the Expanded Learning program to attend at least 3 days per week for at least 1 hour per day.
If your child would like to stay after school to only attend a club, supervision is available.
Students who attend only the club will be checked in, fed supper, supervised, escorted to the club, and signed out to guardians by an Expanded Learning Yard Duty Aid.
Families can communicate their supervision needs on the club registration form. Spots are limited.
Audits
Program leads will make phone calls to families who are not complying with the attendance policy once a month. If families cannot comply with the policy, your child will be removed from the program. If families are unresponsive, emails and texts will follow.
After 3 phone calls, 1 text, and 1 email, leads will remove the child from the program, followed by a confirmation email. This is to ensure all program spots are filled by families who can attend regularly. Program leads will also provide waitlisted families with updates during these audits. Children will not be removed from or added to the program without prior contact with the guardian.
Club Policies
Club Structure
Children enrolled in the Expanded Learning Opportunities program have the privilege of participating in a robust menu of clubs and activities after school. The Expanded Learning clubs are operated by community partners and DUSD-certified teachers. The clubs operate from 3:15 - 4:15 pm (1 hour), 4:15 - 5:15 pm (1 hour), or 3:15 - 5:15 pm (2 hours) within the 6-week session dates (26/27) listed below:
Session 1: 8/17/26 - 9/25/26
Session 2: 9/28/26 - 11/6/26
Session 3: 11/9/26 - 12/18/26
12
Session 4: 1/11/27 - 2/19/27
Session 5: 2/22/27 - 4/9/27
Session 6: 4/12/27 - 5/21/27
If your child would like to continue in a club throughout the year, they will need to be re-registered for each session. Please attend our after-school parent nights, or check out our universal club link on the district website to see which clubs are offered at your child’s school each session.
Commitment Policy
Students will need to demonstrate commitment to the opportunities and clubs they are registered for. Children will have the chance to learn about club offerings during preview weeks. Staff will present each club, let students decide with their peers which they would like to join, take flyers home to register, and still have the first week to visit or try the club they want to join. After preview weeks, students need to decide and commit to their choice. Students need to attend their club regularly, or they will be asked to unenroll. This is to ensure students who truly want to be in clubs have the opportunity to join. Students may un-enroll from clubs if they no longer wish to participate. If they un-enroll from a club, they can not rejoin that same club until the next session, but they can join a new one. Parents or students can get assistance with joining or dropping clubs by contacting their District Site Lead. If students inform the District Lead of a desired club change, Site Leads will contact parents before making any additions or deletions to clubs.
Double-booking Policy
Students cannot be “double-booked” in clubs with conflicting days.
For example, if student A wants to be in dance (Tuesdays & Thursdays) and the cooking club (Mondays & Thursdays), they would need to decide between the two.
They could join cooking for session 2, then dance for sessions 3 - 5, for example. When students are “double-booked”, they are harder to keep track of, and program quality suffers overall. Double-booked students create a safety concern and affect the club’s learning experience. We want students from Dinuba to be fully committed to their extra-curricular activities.
Pick-Up Policies
13
Pick-up Procedure
Only authorized contacts in PowerSchool can sign a child out of the Expanded Learning program. All verified contacts must check out with the gatekeeper, be prepared to show ID, and be at least 18 years of age. Connect with the school’s front office to update your contacts in PowerSchool. Please allow 24 hours for updates to reflect in the after-school platform. If you need to pick up your child before the program's end time (6 pm), you will need to sign out your child digitally with the gatekeeper and enter an early release code. Gatekeepers will assist all parents with this process. All pick-up persons must wait with the gatekeeper to receive their child. The Expanded Learning program will not release any students for pickup to cars or parking lots. A verified adult must be present to receive the child.
Elementary Walker Policy
In the registration packet, families can give their child permission to walk home from the program. All elementary students with permission to walk home will be released together at the end of the program (6 pm). During daylight savings, walkers will be released at 4:30 pm. All elementary students walking home must be in at least 4th grade or be accompanied by a sibling in at least 4th grade. Walkers will be signed out of the program by the gatekeeper.
Intermediate School Walker Policy
All intermediate school walkers will be released together at the end of the program (6 pm).
During daylight savings, walkers will be released at 4:30 pm. Walkers will be signed out of the program by the gatekeeper.
Pick-up Person Accommodation Policy
If families are facing a hardship or transition and need a pickup accommodation for a short period of time, guardians should contact their child’s District Lead and provide a written copy of the needed accommodation. Leads can support families by speaking with front office staff and gatekeepers and by adding a note for the child’s sign-out. This accommodation is a short-term support plan. Families will need to follow the proper PowerSchool update procedures by updating the front office staff and providing any court orders or other official changes to both the after-school program and the front office.
Late pick-ups policy
If you are running late (after 6 pm), please call the District Site Lead in advance to keep your child and the after-school team informed. If any of the primary contacts or persons authorized to pick up cannot be reached after 30 minutes following the program's close 14
(6 pm), the Dinuba Police Department will be called to assist. After three documented late pick-ups occur, your child will be removed from the program and added to the waitlist.
Cell Phone Policy
To align with the Dinuba Unified School District daytime policies, cell phones are not permitted during the Expanded Learning program. Students are expected to keep all cell phones turned off and stored away while participating in program activities.
If a student needs to contact a parent or guardian, they must request permission from a staff member. Students may then complete the call or send a message under staff supervision.
This policy is in place to maintain a safe and positive environment by preventing disruptions, conflicts, bullying, and other incidents.
Personal Property Policy
To align with the Dinuba Unified School District daytime policies, students are not permitted to bring personal belongings to the Expanded Learning program. This includes, but is not limited to, toys, electronic devices, games, or other non-school items.
The program is not responsible for lost, stolen, or damaged items.
This policy is in place to prevent disruptions, conflicts, and incidents, as well as to protect student belongings.
Program Waivers & Behavior Agreements
Release of Liability Waiver
I authorize my son/daughter to participate in the district-sponsored activity. I agree to the following:
I understand and acknowledge that these activities carry an inherent risk of injury/illness to individuals who participate in them.
15
I understand and acknowledge that participation in this program is voluntary and is not required by the district.
I understand and acknowledge that by participating in the activity(ies), I and my son/daughter are assuming responsibility for the inherent risks associated with participation in such activity(ies).
I understand and acknowledge that the district, its employees, officers, or agents are not responsible for any injury/illness that results from a risk inherent to the activity(ies), and which is incident to and/or associated with preparing for and/or participating in the activity(ies).
For any off-campus trips associated with the activity(ies), I understand that the law states in California Education Code Section 35330 that the Dinuba Unified School District, its officers, agents, and employees are held harmless from liability or claims that may arise out of or in connection with my child's participation in this activity.
Program Removal Waiver
For the benefit of all students and staff, the Dinuba Unified Expanded Learning Opportunities program reserves the right to remove a student from enrollment for the following reasons.
1. Attendance: Chronic failure to adhere to the required attendance policy, including excessive or frequent, unexcused early departures.
2. Behavior: Any student conduct that significantly disrupts the program’s positive environment or that presents a risk to the safety and well-being of students or staff.
Before any removal, the parent/guardian will be contacted to review the incidents.
Student Behavior Expectations
Dinuba Unified provides after-school opportunities for students in a safe and supportive environment. Our mission is to provide hands-on learning opportunities that spark curiosity, foster creativity, and encourage students to explore the possibilities of their future. Beyond academic, hobby, and career exploration, the program provides opportunities for character development and social skills. Children will have the opportunity to develop skills such as self-discipline, teamwork, empathy, and respect. To be a part of this program is a privilege, and children are expected to follow the following expectations:
16
1. Show Respect – Treat others, ourselves, and our school environment with kindness and care. Use positive language and make choices that show consideration for others.
2. Follow Directions – Listen carefully and follow staff guidance. Ask questions when support is needed.
3. Participate Positively – Be present, stay engaged, and try your best in all activities. Bring a positive attitude and encourage others to do the same.
4. Demonstrate Responsibility – Show school-appropriate behavior, make thoughtful choices, and take responsibility for your actions.
5. Practice Safety – Make safe choices, follow program rules, include others, and help create a physically and emotionally safe space for everyone.
Students who are unable to follow these expectations will be redirected, reminded, and retaught before more serious measures, which may include parent calls and conferences, daytime administrative intervention, classroom changes, program/club breaks, and/or removal from the program/club.
Parent/Guardian Partnership Expectations
Dinuba Unified’s Expanded Learning Program is committed to fostering a safe, supportive, and enriching environment where students grow academically, socially, and emotionally. We value our partnership with families and ask that parents and guardians help us model the character traits we seek to develop in our students: respect, responsibility, empathy, fairness, and good citizenship.
As a parent/guardian of a participating student, I agree to:
Model Respect and Positivity – Demonstrate respectful communication and positive behavior toward students, staff, and other families during all program activities and interactions.
Support a Safe Environment – Encourage my child to follow program expectations and make safe, responsible choices that support the well-being of all participants.
Promote Problem–Solving and Growth – Help my child resolve conflicts peacefully, learn from mistakes, and demonstrate good character even in challenging situations.
Share Important Information – Inform program staff of any medical, behavioral, or personal information that may impact my child’s safety or success in the program.
Our parents and guardians play a very important role in the program. Your collaboration and trust will help students, staff, and other parents fully benefit from the program. If you 17
ever have any questions or concerns, please contact your District Site Lead. We are happy to serve you and your family.

DISCUSSION:
The City of Dinuba provides annual funding for the Senior Meals Program at the Dinuba Senior Center. The goal of the program is to promote healthy eating and support the well-being of the senior population within the City of Dinuba. City staff work closely with District staff to ensure meals meet nutritional requirements and that menus are developed to meet the needs of program participants. The District prepares and delivers meals to the Dinuba Senior Center five days per week throughout the year.
Staff have coordinated for current CDBG funding meals to be covered to June 30th, 2026. Staff have applied for a new round of Community Development Block Grant (CDBG) funding to continue supporting the Senior Meals Program on Mondays, Wednesdays, and Fridays. Due to a reduction in available grant funding, the number of
meals served on those days are proposed to be reduced from 140 meals per day to 70 meals per day in order to continue providing the service if funding is awarded. If the City of Dinuba does not receive CDBG funding, the Monday, Wednesday, and Friday meal program may be discontinued. Program participants have been informed throughout the years that meals served on these days are contingent upon the City receiving grant funding. Meals will be distributed on a first-come, first-served basis. Meal service on Tuesdays and Thursdays will remain unchanged, with 120 meals served per day. These meals are funded through the City’s General Fund. The cost per meal is $7.50, and staff are anticipating to serve a total of 21,110 meals during the 2026–27 fiscal year.
If awarded, Community Development Block Grant (CDBG) funding is anticipated to begin in October 2026. Staff are actively exploring creative funding solutions to help cover the three-month funding gap between July and September in an effort to ensure there is no disruption in meal service. If approved, the City proposes to pay the Dinuba Unified School District up to $158,325 for the preparation and delivery of meals for the 2026–27 fiscal year. The one-year agreement with the District will begin on July 1, 2026, and end on June 30, 2027. A copy of the agreement is included as Attachment “A.”
FISCAL IMPACT:
Funding for the Senior Meals Program is provided through a combination of General Fund and Community Development Block Grant (CDBG) funds. For the 2026–27 fiscal year, the General Fund will incur an expense of $86,400 to support meal service on Tuesdays and Thursdays. CDBG funding will provide $71,925 to support meal service on Mondays, Wednesdays, and Fridays. The total proposed program cost for the 2026– 27 fiscal year is $158,325.

Subject: Leadership Northern Tulare County Co-Sponsorship of Annual Cinco de Mayo Event, April 30-May 3, 2026 (MA)
RECOMMENDATION:
Council to approve co-sponsorship of the Cinco de Mayo event at Rose Ann Vuich Park on April 30-May 3, 2026, and the parade downtown on May 2, 2026, hosted by the Leadership Class of Northern Tulare County.
EXECUTIVE SUMMARY:
The Leadership Northern Tulare County (LNTC) is planning the 2026 Cinco de Mayo Event and parade. The event will take place April 30–May 3, 2026, at Rose Ann Vuich Park. The parade will take place on Saturday, May 2, 2026. LNTC is once again requesting that the co-sponsor the event with exclusive use of Rose Ann Vuich Park, closure of the streets in the downtown for the parade and authorize assistance from city staff to prepare grounds and streets for the event.
OUTSTANDING ISSUES:
None.
DISCUSSION:
This year's Leadership Class (LNTC) is planning the 2026 Cinco de Mayo Festival.
Historically, the event is held at Rose Anne Vuich Park and this year's LNTC is planning a similar event. The dates of the event are April 30-May 3, 2026. The event includes food, entertainment, a carnival, and a parade through the downtown.
The LNTC class has requested that the City of Dinuba co-sponsor the event; exclusive use of Rose Ann Vuich Park and assistance from city staff to help prepare the grounds for the event and downtown streets for the parade. In addition, LNTC submitted a request to Community Services for use of Vuich Park, and an application to the Traffic Safety Committee (TSC) for approval of the Cinco de Mayo parade route through the downtown scheduled on Saturday, May 2, 2026.
Co-sponsorship of the event means that the City agrees to allow LNTC to host the event on city property, waive the park use fees and provide in-kind assistance from city staff before, during, and after the event.
FISCAL IMPACT:
The fees for the use of the park, pavilion, and band shell rental fees will be waived. In addition, staff time is provided as an in-kind service during the course of the event.

Subject: Approve First Amendment to Tulare County Agreement No. 32248 for the Probation Department Non-Custody Intake Program (AI)
RECOMMENDATION:
Council to approve the First Amendment to Tulare County Agreement No. 32248 for the Probation Department Non-Custody Intake Program for fiscal year 2026-27 and authorize the Chief of Police or designee to execute the agreement.
EXECUTIVE SUMMARY:
The Dinuba Police Department and the Tulare County Probation Department initiated a partnership and mutual agreement for the Thunderbolt Program in July 1998. Since 2001, the agreement has provided for two days per week service by a probation officer.
The program has since changed its name to the Non-Custody Intake Program.
OUTSTANDING ISSUES:
None.
DISCUSSION:
The Non-Custody Intake Program is a worthwhile alternative for the youth of our community, which provides informal probation for first-time offenders instead of charging them with a formal criminal record. The estimated cost of the program for fiscal year 2026/27 is $26,485. The Police Department's fiscal year 2026/27 budget reflects a yearly allocation of $26,485 to assist in the costs associated with the officer's salary, benefits, communication and transportation for this program.
The First Amendment to Tulare County Agreement No. 32248 for the year 2026/27 is enclosed herein as Attachment 'A'. The program cost estimate is enclosed herein as Attachment 'B'. The executed Tulare County Agreement No. 32248 that was entered into in 2025 is enclosed as Attachment 'C'.
FISCAL IMPACT:
The estimated program costs for the fiscal year 2026/27 budget will be $26,485. There are sufficient funds in the budget to cover the program costs.

City Council Staff Report
Department: ADMINISTRATIVE
SERVICES
April 28, 2026
To: Mayor and City Council
From: Karina Solis, Administrative Services Director
By: Jacqueline Lopez, Sr. Fiscal Analyst
Subject: Annual Review and Adjustment to Fees, Charges and Fines (KS) RECOMMENDATION:
Council to conduct a public hearing and adopt Resolution No. 2026-20 implementing the recommended fees and fines effective July 1, 2026.
EXECUTIVE SUMMARY:
The City of Dinuba engaged Willdan Financial Services (Willdan) in 2023 to determine the full costs incurred by the City to support the various activities for which the City charges user fees. Willdan worked closely with staff to prepare the User Fee Study. The report was presented to council on March 14, 2023, and again on April 11, 2023, as part of a public hearing for the adoption of the fiscal year 2023/24 fees.
These fees and charges are now being presented as part of the annual review and adjusted as warranted. The proposed fees enclosed herein as Exhibit ‘1’ include minor adjustments to reflect the increased cost of providing services.
OUTSTANDING ISSUES:
None.
DISCUSSION:
On June 23, 1992, the City Council adopted Ordinance No. 92-10, establishing a fee and service charge revenue/cost system, also known as the User Fee Program (UFP).
The UFP is intended to recover the full cost reasonably borne by the City for providing specific services. Since its adoption, the City Council has reviewed and updated the fee schedule annually, with adjustments made as needed based on the Consumer Price Index (CPI).
As part of the Fiscal Year 2022/23 fee review, the City retained Willdan Financial Services to comprehensively reevaluate the basis of the City’s fees. Willdan worked in coordination with City staff to analyze personnel time, materials, and other associated costs. The updated fees resulting from that study were adopted by the City Council on April 11, 2023.
For Fiscal Year 2026/27, staff has conducted a review of the current fee schedule and is recommending adjustments consistent with the 2025 CPI of 2.7%, except as noted below.
Community Services
All fees eligible for CPI adjustment have been increased, with the following exceptions and modifications:
• Certain fees are proposed to remain unchanged to avoid placing an additional burden on residents, including:
o Page 1: Item #3 (Kitchen Use), Item #19 (Site Preparation – Delgado Softball Field), and Item #20 (Site Preparation – K/C Vista Baseball Field) o Page 2: Item #39 (Team Sponsorships – per team fee)
o Page 4: Item #88 (One-Year Banner Sponsorship); Items #95–97 (Annex); and Items #103–105 (Activity Rooms A-1 and A-2)
o Page 5: Item #112 (Ceramics Class Fee)
• Page 1, Item #11 (Private Use of Field –
Basketball/Soccer/Pickleball/Baseball/Softball): revised for clarity to include baseball and softball.
• Page 5:
o Item #123 (Subpoena Fee): corrected from $292 to $275 to comply with regulated limits.
o Item #113 (Concession Stand Rental): new fee proposed at $26 per hour, comparable to neighboring jurisdictions. This fee is intended for organizations using K/C Park for sporting events that require concession stand access.
• The following fees were removed due to redundancy, lack of specificity, or discontinued use:
o Private Use of Field (unspecified location)
o Private Use of Field – Baseball/Softball (consolidated with similar fee) o After School Care and Late Pick-Up (now administered through the ELOP Program)
o Batting Cage Pitching Machine fees (duplicate)
o Turf Area Reservation fees (duplicate)
o Senior Center Courtyard Rental fees (not for public rentals) Ambulance Services
All applicable fees have been increased consistent with CPI.
Fire Services
All applicable fees have been increased consistent with CPI, with the following exceptions:
• Page 7, Item #6 (Fire Sprinkler Plan Check and Site Testing):
o Commercial/Multi-Family category was corrected from “51 to 500 sprinklers” to “1 to 500 sprinklers.”
o Residential fees for Plan Check Only ($143) and Site Inspection/Testing & Final ($203) have been consolidated into a single fee of $346 for efficiency and clarity.
• Page 8, Item #16 (Citations):
o Fees for illegal fireworks violations (1st, 2nd, and 3rd citations) are temporarily set at $1,500 each. These fees are subject to future revision pending City Council consideration of a separate Fireworks Ordinance update.
Police Services
All applicable fees have been increased consistent with CPI, with the following exceptions:
• Page 9, Item #9 (Fingerprints – City Fee): increased by $1, from $18 to $19, to reflect rising service costs.
• Page 11, Item #49 (Subpoena Fee): added at $275 to align with the Community Services section and comply with regulated limits
o Item #50 (Parking Violations): fees are proposed to be added to the fee schedule. While these fees are not new, they have not previously been included in the City’s formal user fee schedule. Staff consulted with the City’s fee study consultant, who advised that parking violation fees are typically not included in comprehensive fee studies because they are not based on a direct cost-recovery analysis. Instead, such fees are generally set at the discretion of the City. However, the consultant did recommend reviewing rates from comparable jurisdictions to help set a reasonable adjustment. Many of the City’s existing parking violation fees have remained at $22 for an extended period of time and are now below those charged by similar cities, where the average fee is approximately $100 per violation. Based on this comparison, staff is recommending an increase from $22 to approximately $45 per citation for the majority of the fees except for, Detached Trailers will remain at $100 and Accessible Parking will change from $250 to $300. To ensure fees remain fair and aligned with economic conditions, they will be reviewed every three to five years and may be adjusted based on changes in the Consumer Price Index (CPI).
Engineering and Planning, and Public Works Services
All applicable fees have been increased consistent with CPI.
If adopted, the updated fee schedule will take effect on July 1, 2026.
FISCAL IMPACT:
As presented in this item, the proposed fee adjustments will provide revenues consistent with the 2025 U.S CPI as well as reimbursing the City for more of its cost in providing municipal services.
PUBLIC HEARING:
A notice of the hearing was published in the Mid-Valley Times on April 16, 2026 and on the City’s Website.

City Council Staff Report
Department: ENGINEERING April 28, 2026
To: Mayor and City Council
From: Watts Jason, City Engineer
By: Watts Jason, City Engineer
Subject: Notice of Completion - Dinuba Fire Station Remodel Project (JW) RECOMMENDATION:
Council to accept the Dinuba Fire Station Remodel Project as complete and authorize the City Engineer to file a Notice of Completion with the Tulare County Recorder's Office.
EXECUTIVE SUMMARY:
On September 23, 2025, the City Council authorized an award for the Dinuba Fire Station Remodel Project to Durham Construction Company in the amount of $440,248.00. Twenty change orders were approved, which increased the overall project amount by $83,671.91. Therefore, the total amount of the completed project was $523,919.91. Upon Council approval, a Notice of Completion will be filed with the Tulare County Recorder's Office.
OUTSTANDING ISSUES:
None
DISCUSSION:
The Dinuba Fire Station Remodel Project is complete. The project included targeted upgrades to the City’s primary fire facility to improve functionality, accessibility, and overall working conditions for staff. Improvements consisted of replacing outdated light fixtures, completing interior painting, constructing ADA-compliant restrooms, and implementing minor modifications to address deferred maintenance and extend the useful life of the facility.
The project was identified as a necessary investment to modernize the existing station, which had begun to show signs of age and no longer fully met current accessibility standards. The completed improvements enhance day-to-day operations for fire personnel, provide a safer and more efficient working environment, and ensure the facility is better aligned with current regulatory requirements.
A total of twenty (20) change orders were processed throughout construction, totaling
$83,671.91. These change orders included necessary adjustments such as asbestos removal, floor replacement, tile work, installation of can lighting, electrical connections, pantry wall removal, and various other field-driven modifications required to successfully complete the project.
The Building Official conducted the final walkthrough and inspection of the project site on April 21, 2026, and confirmed that all work was completed in accordance with the approved plans, specifications, and applicable codes. With construction fully complete and all contractual obligations satisfied, staff recommends that the City Council formally accept the project and authorize the City Clerk to file the Notice of Completion with the Tulare County Recorder’s Office.
In accordance with standard construction contract practices, the City withheld five percent (5%) retention from all progress payments throughout the project. The retained funds will be released upon recordation of the Notice of Completion, consistent with Public Contract Code requirements.
FISCAL IMPACT:
This project was funded through the City's Ambulance Fund.

City Council Staff Report
Department: ENGINEERING April 28, 2026
To: Mayor and City Council
From: Watts Jason, City Engineer
By: Watts Jason, City Engineer
Subject: Declaration of Emergency and Authorization to Proceed with Railroad Crossing Repair (JW)
RECOMMENDATION:
By one motion, adopt the following actions:
1. Declare that an emergency exists related to the railroad crossing repair; and
2. Authorize the City Manager to suspend normal purchasing procedures in accordance with Resolution 2023-03 and proceed with the necessary work without formal bidding; and
3. Authorize the City Manager to execute all documents necessary to complete the emergency repair.
EXECUTIVE SUMMARY:
A void has developed beneath the railroad crossing located at Tulare Avenue, creating a potential risk to public safety and infrastructure stability. Due to the urgency of the situation, staff is requesting that the City Council declare an emergency in accordance with Resolution 2023-03 (Purchasing Policy) and authorize the City Manager to proceed with the necessary repairs without formal bidding procedures.
OUTSTANDING ISSUES:
None
DISCUSSION:
During recent field investigations, a cavity approximately four feet deep was identified on the northeast side of the railroad crossing located at Tulare Avenue. The presence of this void poses a risk of further subsidence, potential roadway failure, and impacts to both vehicular traffic and railroad operations if not addressed promptly.
City staff, in coordination with the City’s engineer and contractor, evaluated potential repair options, including a jack-and-bore operation and an open-trench repair. While both options can address the issue, the open-trench approach is recommended as it allows for full exposure of the void, proper compaction, and reconstruction of the affected area, resulting in a more reliable and long-term solution.
The open-trench repair is estimated at approximately $400,000, excluding railroadrelated costs and a required contractor railroad insurance policy estimated at $50,000.
Additional costs associated with railroad coordination, including flagging and potential track or panel removal, will be determined pending coordination with the railroad. The anticipated construction duration is approximately three weeks, subject to railroad approvals and scheduling.
Due to the nature of the failure and the potential for worsening conditions, this situation constitutes an emergency. Immediate action is necessary to protect public health, safety, and welfare, and to prevent further damage to public infrastructure.
Pursuant to Resolution 2023-03, Approving and Adopting the Purchasing Policy, in the case of a great public disaster or emergency, the City Council may declare an emergency, suspend normal purchasing requirements, and authorize the City Manager to proceed without advertising for bids or quotations. The City Manager is required to retain all requisitions and delivery records and, within a reasonable time, present them along with a full written explanation of the circumstances necessitating the expenditures to the City Council for public record.
Staff is requesting authorization to proceed under these emergency provisions to expedite repairs and minimize risks.
FISCAL IMPACT:
The estimated cost for the recommended repair is approximately $400,000, excluding railroad-related costs and a $50,000 contractor railroad insurance policy. Staff will continue to evaluate funding sources and will return to Council with any necessary budget adjustments. All emergency expenditures will be documented and reported in accordance with Resolution 2023-03.
