Campus Based Peace Officer (CBPO)
City/School Agreement
This agreement is entered into, and recognized as a vital working partnership agreement (based on the City/School JPA), between the City of Dinuba referred to as the CITY, and the Dinuba Unified School District, referred to as the DISTRICT.

The City and District desire to have two School Resource Officers (SRO) assigned as follows:

One to the campus of Dinuba High School and one to the campus of Washington Intermediate School. At their discretion, the two School Resource Officers may also respond as needed to all school sites within the city limits of Dinuba. While the School Resource Officers may respond to all school sites, it is mentioned that the Tulare County Sheriff's Department will be the initial point of contact for service and response at Grand View Elementary. This implies that the Sheriff's Department will take the lead in handling incidents at this specific school. School Resource Officers will provide police presence and police services in the areas of prevention, intervention/enforcement, training, and counseling.

The City and District desire to have two temporary part-time Community Service Officers (CSO), who’s primary assignment will be to facilitate the organized and efficient travel of students and vehicles at the round-a-bout at South Alta Ave and Kamm Ave; during those times that students are arriving and/or leaving campus. These times are generally in the morning and afternoon, Monday through Friday. It is the intent of both the City and District that this assignment will increase safety for both students and drivers at this location. At the discretion of the SRO’s, the CSO’s may be requested for assistance on campus for events, during their work hours.

ATTACHMENT 'A'

Page 18 of 101 ends

It is the intent of the City and District that the establishment of the SRO partnership will improve the safety, behavior, and attendance of the students on the campuses as measured by a decrease in suspensions, student expulsions, illegal offenses, and juvenile crime. It is also the intent of both parties that the presence of the SROs on the campuses will help “at-risk” students avoid involvement with the juvenile justice system.

Both parties acknowledge and agree that the SROs/CSOs do not relinquish any of their constitutional powers or necessary discretion to enforce the law when there exists reasonable suspicion and/or probable cause to do so. The parties further acknowledge and agree that the public maintains their rights to hold the SROs/CSOs accountable pursuant to Penal Code section 832.5 and any other applicable laws.

The City and District are willing to enter into this agreement upon the terms and conditions set forth:

1. The City shall provide to the District:
a. Two SROs, one assigned to the campus of Dinuba High School and one assigned to Washington Intermediate School campus. Both officers, at their discretion, may respond as needed to other school sites within the city limits as assigned school duties permit. The Tulare County Sheriff's Department will be the initial point of contact for service and response at Grand View Elementary.
b. Two temporary part-time Community Service Officers (CSO), who’s primary assignment will be to facilitate the organized and efficient travel of students and vehicles at the round-a-bout at South Alta Ave and Kamm Ave, during

Page 19 of 101 ends

those times that students are arriving and/or leaving campus. These times are generally in the morning and afternoon, Monday through Friday. The City shall use its best efforts to recruit and fill the temporary part-time CSO positions, and the District acknowledges that there may be times when the CSO positions may not be staffed in the event that the position becomes vacant after initial recruitment. The City does not guarantee, and is not required to ensure, that the CSO position is filled at all times during the term of this Agreement, but will use its best efforts to recruit and fill the position in a timely manner in the event of a vacancy during the term of Agreement. The CSOs shall not exceed 20 hours each per week.
c. SROs and CSOs will be available during the hours and times recommended by the schools' principal and mutually agreed upon by the City and District.

The general schedule for this agreement will be 7:00 AM to 5:00 PM (10 hours). One Officer will be assigned Monday through Thursday, and the other Officer will be assigned Tuesday through Friday. One part-time CSO will work Monday through Friday from 7:00 a.m. to 11:00 a.m., while the other part-time CSO will work Monday through Friday from 12:00 p.m. to 4:00 p.m. Consideration will be given for flexible SRO scheduling on days with school events such as games and dances. In addition, based on available after-school district funding and as mutually agreed as to days and times, SROs may be requested and agree to be available from 5:00 p.m. to 6:00 p.m. for the districts after school programs. The District may direct such requests to the Operations Lieutenant. SROs can play an essential role in providing a

Page 20 of 101 ends

safe and secure environment for students and staff within the school community. By extending their availability, upon request and confirmation of availability, during after-school hours, they can continue to support and engage with students during this critical time.
d. Generally speaking, the SROs will be available for a 40-hour work week and the part-time CSOs will be available for a 20-hour work week, beginning the Monday immediately preceding the first day of student attendance through the last week (Friday) of student attendance. This is generally the 2nd week of August through the last day of May. One of the SROs will be assigned to cover Summer School at Dinuba High School. The CSOs will also continue their assignment during summer school. This is generally the month of June.

Vacations and time off will track as practical with the District's vacation and time off schedules.
e. All SROs are Peace Officers under the Penal Code and are employed by the Dinuba Police Department answerable directly and solely to the Chief of Police or the Chief's designee. Nothing in this agreement supersedes or negates any of SROs' rights under the Public Safety Officers Procedural Bill of Rights Act (Government Code 3300 et seq).
f. The temporary part-time CSOs are employed by the City of Dinuba – Dinuba Police Department, and are answerable directly and solely to the Chief of Police or the Chief’s designee. CSOs are not Peace Officers. It is intended that the part-time CSOs shall work cooperatively with and take direction from the SROs and Chief of Police.

Page 21 of 101 ends

2. The District shall provide to support this program by the following:
a. District Safety Coordinator to work with the SRO’s and will provide a system of accountability by which the SRO can follow which is conducive to the normal operations of the District and City. The Principal of each site shall designate a site administrator as the liaison to the SRO’s. b. Each school site shall provide adequate office space on-site; along with a desk, telephone, school site radio, and office supplies.
c. Provide up to $2,000.00 annually for regular training for Peace Officer Standards and Training (POST) certified and assignment related classes. d. The District may request, at their discretion, to send one or both SROs to specific school safety trainings or safety conferences. Upon approval from the Chief of Police, the financial burden for said trainings will rest solely with the District, which includes but is not limited to transportation, hotel, per diem and all costs for the training itself. Per diem rates will be determined by the United States General Services Administration website: www.gsa.gov/travel/planbook/per-diem-rates. At no time will either SRO be sent out of the State of California for said trainings, without permission of the Chief of Police. Such training and classes will support a planned developmental program mutually developed by the District and City.
e. The District may request the SRO’s and/or additional Officers for events happening within the District. When events are not during the normal working hours of the SRO’s or assigned officers, the District will be responsible for the full burden wages at the assigned employees/SRO’s overtime rate. The District

Page 22 of 101 ends

will be provided with a contract prior to the event detailing the costs. The temporary part-time CSO’s shall not incur any overtime. f. Designated parking spots will be available at each site for the SRO official vehicle.

a. The SRO attire will be the police service uniform with modifications authorized to include a police standard polo shirt and jacket. b. Each SRO will be assigned a patrol vehicle appropriately marked and identified as a police vehicle as a part of this program. c. SRO will work on their assigned campus as their primary workstation throughout the school year in a collaborative manner with the site administrators and staff, maintaining the highest level of visibility possible. It will be the intent of this agreement, for the SROs not to be called away from their assigned school work site for any form of routine police business. SROs may be called to leave their work site only for incidents of catastrophic scale jeopardizing citywide security after proper notification to the site administrator.
d. SROs will develop and maintain open communications and accountability with the District Safety & Security Coordinator and School site administrator of their assigned campus and make them aware of the SROs' status on and off campus.

Page 23 of 101 ends

e. SROs will make a positive effort to interact with students as a representative of the Dinuba Police Department and as an adult role model outside the classroom, on the school grounds or during any school activity. f. SROs will utilize intervention, prevention, teaching, counseling, and enforcement skills with all the students with special attention to those involved in criminal activity.
g. SRO Roles and Responsibilities: SROs will work with the District and campus staff to provide a safe learning environment, provide valuable resources to school staff members, foster positive relationships with the youth, and develop strategies to resolve problems affecting youth and protect all students, so that they can reach their fullest potentials. To accomplish this, SROs serve three main roles: educator (i.e. guest lecturer), informal counselor/mentor, and law enforcement officer.
h. SROs will conduct investigations of criminal/juvenile related cases where either the victim, witness or suspect attends the school whether the case is on site or assigned as a follow-up investigation. When applicable, the SROs will work with the Tulare County Probation Department's juvenile diversion program, Non-custodial Intake Unit, also known as "T-Bolt" regarding out-ofcustody referrals to the juvenile justice system. i. SROs shall make every effort to ensure that school employees understand the instructional, intervention or enforcement role of the SRO and how to best utilize the services provided by the Police Department.

Page 24 of 101 ends

j. Student Discipline: District staff shall be responsible for student discipline and shall make all decisions regarding the imposition of discipline for students enrolled at their campus and to enforce the Education Code. The SROs agree to work with school staff regarding student discipline matters upon request by District staff.
k. Student Records. The parties agree that the SRO shall be allowed access to necessary student records for which the SRO has a "legitimate educational interest." The SRO shall not provide student records to anyone else without first consulting with a District administrator. The SRO shall not inspect or copy confidential student records outside the scope of the SRO's service, including any record related to a student's place of birth or immigration status, except as allowed by law. The District remains in direct control of the use, maintenance and disclosure of student records in accordance with Education Code section 49076 and other applicable provisions of law. l. SROs will work in a coordinating role with District staff to plan and implement monthly meetings to strategically plan and target assistance on issues regarding critical information involving criminal activity related to the schools. These meetings shall involve appropriate City and District staff, representatives of the District Attorney's Office, Tulare County Sheriff's Department, Tulare County Gang Task Force, Probation, and other agencies as needed.
m. SROs will attend school expulsion hearings and other administrative meetings as requested by assigned school or district administration.

Page 25 of 101 ends

a. The CSO uniform will be a light blue uniform shirt with a badge, nametag and Dinuba Police Department patches.
b. Each SRO will be assigned a city vehicle appropriately marked and identified as a department vehicle as a part of this program.
c. CSO Roles and Responsibilities: Their primary assignment will be to facilitate the organized and efficient travel of students and vehicles at the round-a-bout at South Alta Ave and Kamm Ave, during those times that students are arriving and/or leaving campus. The CSOs may be assigned special duties and assignments to assist the SRO and campus security at the direction of the Chief of Police or SRO.
d. CSOs are not sworn employees and shall not have access to student records.

5. Feedback and Evaluation Process: Both Parties will work together to develop and implement procedures to provide periodic feedback and evaluation data for the purpose of measuring crime trends at District schools, the development of positive working relationships with students, school staff, and parents/guardians, and the SRO's/CSO’s effectiveness. The district's designee, likely a representative from the school district, will work together with police officials to provide feedback on the yearly assessment of the School Resource Officers/part-time Community Service Officers. This joint effort ensures a comprehensive evaluation from both educational and law enforcement perspectives.

The on-going communication between district and city focuses on assessing the SRO’s/CSO’s performance and effectiveness in their role at the school. It aims to gauge how well they have fulfilled their responsibilities and duties during the school year.

City Council Staff Report
Department: CITY MANAGER'S OFFICE June 23, 2026
To: Mayor and City Council
From: Daniel James, Assistant City Manager
By:

Subject: Resolution No. 2026–42 Approving a Professional Services Agreement with CivicPlus for website development, hosting, and management (DJ) RECOMMENDATION:

Council to adopt Resolution No. 2026-42 authorizing the City Manager to execute a Professional Services Agreement with CivicPlus for website development, hosting, and management.

EXECUTIVE SUMMARY:

The City’s website serves as one of the primary methods by which residents, businesses, visitors, and other stakeholders access public information. The existing website is dated and needs to be upgraded. In addition, web-based hosting systems and accessibility laws have become increasingly complicated to manage in-house. The City currently uses CivicPlus for its agenda management system. CivicPlus also provides website development, hosting, and management services. Staff is recommending that the City enter into a Professional Services Agreement with CivicPlus to provide these website services.

OUTSTANDING ISSUES:

None.

DISCUSSION:

The City’s website serves as one of the primary methods by which residents, businesses, visitors, and other stakeholders access public information, meeting agendas, public notices, forms, community resources, and pay utility bills. As public expectations for online government services continue to evolve, it is important that the City maintain a modern, reliable, and accessible website platform that promotes transparency, public engagement, and ease of use.

Page 31 of 101 ends

The City's website has been managed "in house" for many years. Staff has evaluated the City’s current website platform and identified opportunities to improve website functionality, navigation, accessibility, content management capabilities, mobile responsiveness, and public access to information. To achieve these goals, staff recommends entering into a professional services agreement with CivicPlus, a leading provider of website and digital communication solutions designed specifically for local governments. The City is already using CivicPlus for Agenda Management services, and can confirm that the company has been a reliable and professional partner.

The CivicPlus website management platform will provide a significantly enhanced user experience through improved website organization, search functionality, mobile compatibility, and online engagement tools. The new platform will enable residents to more easily locate information, access City services, and stay informed regarding City programs, projects, meetings, and events. Civic Plus is a leader in the field and is used by many cities across the country, such as the City of Visalia, Gilroy, Santa Rosa and Lindsay, to name a few.

In addition to improving the user experience, the proposed website upgrade will assist the City in complying with evolving federal accessibility requirements. Recent updates to accessibility regulations under the Americans with Disabilities Act (ADA) have increased the responsibility of local governments to ensure that digital content and online services are accessible to individuals with disabilities. CivicPlus provides accessibility-focused website design, monitoring tools, and content management features intended to support compliance with applicable ADA standards and recognized web accessibility guidelines. The most significant recent ADA change affecting local government websites is the 2024 rule adopted by the U.S. Department of Justice requiring state and local government websites and mobile applications to conform to WCAG 2.1 Level AA accessibility standards. The new website would exceed these standards and ensure that the website remains compliant as accessibility laws evolve in the future.

Staff recommends Council adopt Resolution No. 2026-42 authorizing staff to execute the professional services agreement with CivicPlus, and implement the CivicPlus platform. Resolution No. 2026-42 and the CivicPlus proposed contract are attached herein as 'Attachment A' and 'Exhibit A', respectively. If approved by Council, the contract would begin on July 1, 2026.

FISCAL IMPACT:
$55,000 was budgeted in the FY 2026/27 Budget for this contract. This cost covers the first-year implementation cost. The ongoing annual cost of approximately $25,000 associated with website hosting and management services will be incorporated into future operating budgets..

Subject: Waiver of Park Rental Fees at Rose Ann Vuich Park for Dinuba Police Officers Association's Rib Cook-Off Event (SH)
RECOMMENDATION:

Council to approve the use of Rose Ann Vuich Park by the Dinuba Police Officers Association for their Rib Cook-Off event and waive the park rental fees in the amount of $234.

EXECUTIVE SUMMARY:

The Dinuba Police Officers Association is planning to host their first ever Rib Cook-Off, a community-based fundraiser benefiting local programs, activities and scholarships at Rose Ann Vuich Park on Saturday, September 19, 2026, from 10:00am - 3:00pm. The request before Council is to approve the use of Rose Ann Vuich Park and waive the park rental fees.

OUTSTANDING ISSUES:

None.

DISCUSSION:

The DPOA's Rib Cook-Off is a community-focused fundraiser designed to bring residents together while supporting charitable and community outreach efforts. Funds raised through this event will be used for local programs, youth activities, scholarships, community events, and other initiatives that directly benefit the residents of Dinuba. In 2025 alone, the DPOA gave back more than $7,700 to local causes within the City of Dinuba. This is another opportunity to continue to give back. The event is limited to 15 teams, with cash prizes, awards, sponsorship opportunities and a People's Choice tasting event.

FISCAL IMPACT:

City Council Staff Report
Department: PLANNING June 23, 2026
To: Mayor and City Council
From: Schoettler Karl, City Planner
By:

Subject: Ordinance No. 2026-11 – Second reading and Adoption to change the zoning for the site at 6676 W. Ave. 408 (KSch))
RECOMMENDATION:

Council to conduct the second reading, waive reading in full, and adopt Attachment “A” (Ordinance 2026-11) pertaining to an amendment of the zoning on a 2-acre portion of a 31-acre parcel located on the north side of Avenue 408 (Kamm Avenue) approximately 1,250 feet west of Road 70, on a portion of the City’s Wastewater Treatment Plant site.

EXECUTIVE SUMMARY:

The action would result in an amendment to the zoning of a 2-acre portion of a 31-acre parcel situated on the City’s wastewater treatment plant complex, on the north side of Avenue 408 about 1,250 feet west of Road 70. The zoning would be amended from “RCO” (Resource Conservation) to “RA” (Residential Acreage).

OUTSTANDING ISSUES:

Prior to sale of the site the City must prepare and approve a parcel map to divide the site from the existing 31-acre parcel.

DISCUSSION:

On June 9, 2026, the City Council conducted a first reading of Ordinance No. 2026-11 to amend the zoning of a 2± acre portion of a 31-acre parcel that is part of the City’s wastewater treatment plant property, on the north side of Avenue 408 west of Road 70.

Attachment “B” shows the site location and Attachment “C” is an aerial photo.

The site contains a dwelling that the City has decided to put up for sale. However, the site is zoned “RCO” (Resource Conservation) and residential use is not permitted in this zone. The dwelling was previously "grandfathered" into the "RCO" zone but has not been occupied for at least seven years, therefore nullifying the grandfather status.

To make the site available for sale for residential use, it was recommended the site be

Page 44 of 101 ends

rezoned to the “RA” (Residential Acreage) zone. Correspondingly, the General Plan land use designation is to be amended from “Public/Semi-Public” to “Low Density Residential”.

The City Council conducted the first reading and public hearing for Ordinance No. 2026-11 on June 9, 2026. Staff recommends City Council conduct the second reading, waive the reading in full and adopt the Ordinance, which will take effect 30 days after it is adopted.

FISCAL IMPACT:

None.

City Council Staff Report
Department: CITY MANAGER'S OFFICE June 23, 2026
To: Mayor and City Council
From: Maria Alaniz, City Clerk/HR Director
By: Daniel James, Assistant City Manager
Subject: Potential Sales Tax Measure to provide ongoing funding for capital projects, public safety, park improvements, and other quality of life improvements (DJ)
RECOMMENDATION:

Staff recommends the City Council consider the following actions regarding a potential sales tax ballot measure:

1. Take no action at this time.

2. Revisit the ballot measure in 2028, or

3. Adopt Resolution 2026-41, Ordering the Submission to the Qualified Voters of the City of Dinuba a Measure Proposing a Three-Quarter Cent (0.75%) General Transaction and Use Tax; Authorizing the City Attorney to Prepare an Impartial Analysis; and Directing the City Clerk to Perform All Acts Required by Law in Connection with the Conduct of Said Election at the November 3, 2026, Consolidated General Election; and, Adopt Resolution No. 2026–40 Approving a Professional Services Agreement with Randle Communications for Public Education and Outreach.

EXECUTIVE SUMMARY:

The City retained Randle Communication to conduct a poll of likely voters to determine whether there would be support for a general sales tax measure. In summary, the poll found that close to 70% felt that the city was on the right track, identified several top community priorities, and indicated a willingness of those polled to support a sales tax measure to address the priorities. A proposed sales tax measure would generate between $3.4 and $3.8 annually to provide funding for retaining and recruiting public

Page 73 of 101 ends

safety personnel, ongoing capital projects, new parks and amenities, and other quality of life improvements.

OUTSTANDING ISSUES:

None.

DISCUSSION:

As the city's population continues to expand, demand for city services has grown proportionally. In recent years, revenues have not kept pace with rising costs, and it has become increasingly challenging to fund the community's needs. These challenges are not unique to Dinuba as many cities have struggled in recent years with the same rising operating costs, deferred maintenance, staffing gaps, and aging facilities that collectively diminish the quality of life that cities of all sizes strive to provide for their citizens.

The City of Dinuba operates primarily on a General Fund supported by property tax, sales tax, and various fees and charges. State-mandated and economic cost increases, inflation, and the reallocation of local tax revenues by the State of California have eroded the City's purchasing power over time. In spite of facing these complex challenges, the City Council and staff have proactively managed its budget. However, without additional revenue, these rising costs limit the City's capacity to make critical capital investments and provide reliable essential services.

With these challenges in mind, the City set out to explore whether the community would support a sales tax measure. The City contracted with Randle Communication, a firm specializing in revenue measures, to conduct a poll of registered voters to determine if a sales tax measure would be supported. The sample of voters was asked to respond to a series of questions related to priorities and needs for additional funding. In summary, the results were as follows:
• 69% responded that the city is on the right track
• The Dinuba Fire and Police Departments had an 86% and 75% favorability view, respectively.
• 73% of respondents see a “great need” or “some need” for additional funding for city services.
• 68% responded definitely yes, probably yes, or lean yes in support of the sales tax measure.

The City has made great progress in moving each goal forward from a healthy general fund reserve, new and improved neighborhood and community parks, ongoing street and road repairs, attracting and retaining qualified and experienced staff, to the

Page 74 of 101 ends

revitalization of the Mercantile Row Shopping Center, and the addition of several new fast-casual restaurants.

The use of revenues from a potential ballot measure would include, but not limited, to the following priorities:
• Staffing a second fire station to maintain and improve fire and emergency services response times;
• Retain and attract new firefighters, paramedics, and police officers to ensure adequate public safety as the community grows;
• Continue to invest in the maintenance and repair of roads and streets; • Upgrade existing parks and develop new parks to provide the community with passive and active leisure opportunities; and
• Improve and expand existing city facilities to ensure adequate service levels for the community,
• Address homelessness and keep public areas safe and clean, and • Other quality of life improvements
The results identify support for the proposed measure, and consistently identified public safety, infrastructure improvements, and quality of life enhancements as the most pressing concerns. These results signal that the City Council could consider adding a three-quarter cent (0.75%) General Transaction and Use Tax. It is important to note, that a portion of the revenues generated from this new measure would come from people from other communities and surrounding areas that shop in Dinuba. The new tax rate would be in addition to the existing state and local tax rates currently in effect.

The measure is proposed as a general tax under Article XIII C of the California Constitution, requiring approval by a simple majority (50%+1) of voters. As a general tax, the revenues would be deposited into the City's General Fund and appropriated by the City Council through the annual budget process. Based on current taxable sales activity within the City of Dinuba, the measure is estimated to generate approximately $3.4 to $3.8 million per year in new general revenue. These projections are based on conservative estimates and are subject to variation based on economic conditions and taxable sales levels. The tax, if approved by voters, would be of indefinite duration unless repealed or modified by the voters.

The next step, should the Council wish to proceed, is to adopt a resolution placing the measure on the ballot for the November 3, 2026, general election. The deadline to do so is July 2, 2026. Again, the measure would be a ¾ general tax requiring a simple majority of 50% plus one vote to pass. Resolution No. 2026-41, orders the submission of a three-quarter cent (0.75%) general transaction and use tax measure to Dinuba voters at the November 3, 2026, Consolidated General Election, and Resolution No. 2026–40 approves a Professional Services Agreement with Randle Communications for Public Education and Outreach related to the proposed ballot measure. A copy of

Resolution No. 2026-41 and Resolution No. 2026-40 is enclosed herein as Attachments 'A' and 'B', respectively.

The goal of retaining Randle Communications is to provide focused public education and outreach regarding the proposed ballot measure. Randle Communications is wellqualified and experienced in working with public agencies on revenue-seeking initiatives and strategic communications, making them an appropriate partner for this work. Staff has determined that these services are highly specialized and not easily comparable through a traditional RFP process. In accordance with the City’s procurement policy, the City may procure such services directly when unique expertise is required.

Alternatively, the City Council can choose to take no action at this time, or revisit the proposed sales tax measure in 2028.

FISCAL IMPACT:

The measure is estimated to generate approximately $3.4 to $3.8 million per year in new general revenue. The estimated cost of placing the measure on the ballot, including required election services provided by the Tulare County Elections Division, is approximately $35,000 to $50,000. The $100,000 cost of the agreement with Randle Communications will be funded in the current FY 2025/26 General Fund budget.

PUBLIC HEARING:

None required.

PROPOSAL

BALLOT MEASURE INFORMATION

CAMPAIGN CONSULTANT
MAY 20, 2026

Page 90 of 101 ends

Yours sincerely,
Randle Communications is pleased to submit a proposal for strategic communication services to inform and educate Dinuba constituents about the "Essential Services” ballot measure. With our proven track record of successful communications campaigns resulting in voter approval of City-initiated ballot measures, we are confident in our ability to support the City of Dinuba in this important endeavor.

Randle brings extensive experience developing and executing comprehensive communications plans for local initiatives. Our approach combines strategic messaging, targeted outreach, and community engagement to convey complex issues effectively and drive positive outcomes. Randle has had the privilege of serving as a strategic partner to dozens of public agencies including cities, counties, municipalities, and school districts across California.

Our 25 years of work supporting local governments, combined with our firm’s political expertise in both public education and advocacy efforts, position us perfectly for this project. It is because of this experience that we understand the unique challenges facing the City of Dinuba and are committed to delivering a tailored strategy that resonates with residents and stakeholders.

Our proposal includes services such as advising the City on navigating a non-advocacy public education campaign for the sales revenue measure, developing campaign branding and messaging, print and digital outreach, assisting in website and graphic design, and media relations. We will work closely with the City to ensure that all communications are informative, engaging, and - if needed - bilingual.

We recognize the importance of this initiative for the City of Dinuba and its residents, and Randle is dedicated to providing unmatched services and expertise to support the City in achieving its goals. We are excited about the opportunity to collaborate with the City of Dinuba.

Thank you for considering our proposal and for the opportunity to compete for your business. 2 Julie Phillips

Planning and Project Management
Approach, Scope and Timeline
We understand the urgency and statutory deadlines that must be met for any ballot measure to be successful. Upon selection, Randle will commence a thorough assessment of the City’s current messaging and delivery, communications strategies, and branding so we can quickly integrate and deliver messaging consistent with the poll conducted by FM3 research.

We will work with the City to develop a comprehensive public education and community engagement strategy. Randle also understands the unique and complex challenge of communicating with diverse audiences and the need to customize messages, messengers, and channels to maximize strategy and ensure content is effective in both ongoing communications and in crisis.

Below is our recommended approach for a dynamic and engaging community outreach strategy that will deliver results.

Bi-Weekly Project Team Meetings: Randle proposes to meet with the City’s project team on a bi-weekly basis. This will help ensure swift onboarding, analysis, and execution of the outreach plan, and ensure all key project team members remain appraised of key project milestones.

Reporting: Randle will provide the City with a report that outlines the progress made under the scope of work, as well as a project completion report that outlines all activities. This will include but is not limited to:

Project or initiative status updates and progress reports Results of executed communications strategies
Content or collateral developed
Earned media summary
Digital metrics reports (if applicable)
Ballot Measure Timeline Development: Randle will finalize a ballot measure timeline, including key statutory and filing deadlines, and build a strategic communications calendar around those deadlines that include deliverable dates, turnaround, and required approval timelines. 3

Owning our Message and Driving our Vision
To ensure we are delivering the right message to the right audiences, Randle will develop a strategic, targeted outreach recommendation based on the results of research and community polling. Community members receive information through different mediums and are more likely to learn about the ballot measure if we use the touchpoints that they most frequently us to consume their news. This will facilitate both our ability to connect with community members effectively and be efficient with City resources. All materials will be developed in multiple languages as deemed necessary by research. These methods of contact and tactics to reach our audience may include but are not limited to a combination of the following:

Collateral material: Randle will produce a full suite of supporting collateral materials to execute the education and engagement campaign. This will include but is not limited to:

Outreach campaign branding and graphic design to ensure a cohesive and impactful message strategy Fact sheets/FAQs
Targeted Mailers
Targeted Texts
Digital content for social media
Paid Digital
One-click social toolkits for City leaders and stakeholders to inform via email and social channels Digital advocacy: Randle will build a targeted, aggressive digital outreach program to drive online engagement, complementing our stakeholder engagement and messaging strategy. It will include:

Facebook content
This includes static and motion graphics
Paid digital ad content
Direct mail: Randle will develop direct mail to connect with community members, drive engagement, educate about the proposed ballot language, and provide more information on how to participate and engage in the process.

Website: Randle will craft a comprehensive website strategy to ensure public transparency. This will include key information about the measure. Randle will work with City staff to launch and maintain the website.

Texting: Text messaging has rapidly become and effective and efficient way to contact and engage with the community, particularly with individuals in specific demographics and age brackets. Randle will develop recommendation for a text message campaign based on the polling results and data gathered from households. Depending on the size of the demographic model most apt to receive these messages and the best opportunities to utilize this technology, will create a hard cost budget for the City’s consideration.

Randle will develop all content for a text message content, strategy, and execution if approved to execute the communications.

Earned and digital media monitoring: Randle will establish both earned media and social listening reports for the City and provide real time updates on community sentiment so we can effectively respond to inquiries and provide information should there be a need for response. Randle employs multiple monitoring tools that capture mentions across all earned and social platforms. We will provide the City with recommendations for response across all platforms.
