Council to review and approve the City Council meeting of September 8, 2026, as presented.

Request for Excused Absence for Vice Mayor Benjamin Prado (MA)
RECOMMENDATION
Council to excuse the absence of Vice Mayor Benjamin Prado from the City Council meeting of September 8, 2026.
4.3. SUBJECT
Resolution No. 2026-61 Acknowledging Acceptance of a Report on the Dinuba Fire Department's Compliance with SB 1205 and California Health and Safety Code Section 13146.4 (GC)
RECOMMENDATION
Council to adopt Resolution No. 2026-61 accepting the Annual Fire Inspection Report for Fiscal Year 2025/2026, confirming the City's compliance with the California Health and Safety Code pursuant to Senate Bill 1205.
4.4. SUBJECT
Authorization to approve Transit Center Lease Agreement with TCRTA (GA)
RECOMMENDATION
Council to authorize the City Manager to execute a Lease Agreement with the Tulare County Regional Transit Agency (TCRTA) for office space at the Dinuba Transit Center located at 180 W. Merced Street.
4.5. SUBJECT
Resolution No. 2026-62 Approving a Budget Amendment and Authorizing the Purchase of a Dedicated DUI Enforcement Vehicle (AI)
RECOMMENDATION
Council to authorize the purchase of a DUI enforcement vehicle from Duval Ford in the amount of $194,042.75 (vehicle and upfitting costs), plus sales tax, title, registration and unit graphics totaling $205,000; and adopt Resolution No. 2026-62 approving budget amendment for the purchase.

Authorization to Purchase Emergency Medical Services Patient Simulator (GC)
RECOMMENDATION
Council to authorize the purchase of a new Emergency Medical Services patient simulator in the amount of $140,687.77 from Gaumard.
4.7. SUBJECT
Approve Resolution No. 2026-63 Adopting Updated HOME Housing Rehabilitation Program Guidelines (GA)
RECOMMENDATION
Council approve Resolution 2026-63 adopting Updated Program Guidelines for the City’s HOME-funded Owner-Occupied Rehabilitation and First-Time Homebuyer Assistance Programs.
4.8. SUBJECT
Authorization to Execute an Agreement between the City of Dinuba and Dr. Eric R. Schmitt, M.D. to Serve as the Medical Director for the Dinuba Fire Department and Adopt Resolution 2026-65 Approving the Related Budget Amendment (GC)
RECOMMENDATION
Council to authorize the City Manager to execute an agreement between the City of Dinuba and Dr. Eric R. Schmitt, M.D. to serve as the Medical Director for the Dinuba Fire Department and approve Resolution 2026-65 authorizing the related budget amendment.
4.9. SUBJECT
Resolution No. 2026-64 Adopting the Amended City of Dinuba 2026 Conflict of Interest Code (MA)
RECOMMENDATION
Council to adopt Resolution No. 2026-64 amending the City of Dinuba 2026 Conflict of Interest Code (MA)
4.10. SUBJECT
Resolution No. 2026-67 Authorizing the City Manager or his Designee to Sign and File a Financial Assistance Application to the State Water Resources Control Board for Well No. 21 Project (GA)
RECOMMENDATION
Council to adopt Resolution No. 2026-67 authorizing the City Manager or designee to submit a Financial Assistance Application to the State Water Resources Control Board for the Well No. 21 Project in the amount of $7.69 million, and take the actions necessary to accept and administer the financial assistance.
4.11. SUBJECT
Authorization to Execute Professional Services Agreement with Verus Associates, Inc. for the Wastewater Reclamation Facility SCADA Programming & System Integration (GA)
RECOMMENDATION
Council to authorize the City Manager or his designee to execute a Professional Services Agreement with Verus Associates, Inc. in the amount of $228,273 for the Wastewater Reclamation Facility Supervisory Control and Data Acquisition (SCADA) Programming Services, Integration, and Network Communication Support Services.
4.12. SUBJECT
Request for co-sponsorship of Dinuba Chamber of Commerce Raisin Day Event held on September 26-27, 2025 (DJ)
RECOMMENDATION
Council to consider a request by the Dinuba Chamber of Commerce to co-sponsors the Raisin Day event at Rose Ann Vuich Park to be held on September 26-27, 2025.
4.13. SUBJECT
Approval of Amendment No. 1 to Tulare County Agreement No. 24093, Maintenance and Operations Agreement for Avenue 416 (El Monte Way), for the El Monte Way and Road 56 Roundabout Project (JW)
RECOMMENDATION
Staff recommends that the City Council approve Amendment No. 1 to Tulare County Agreement No. 24093, the Maintenance and Operations Agreement for Avenue 416 (El Monte Way), and authorize the Mayor to execute the amendment.

RECOMMENDATION
Council to review and approve the Warrant Register as presented.

6.1. SUBJECT
Zoning Ordinance Cleanup Amendments (KSch)
RECOMMENDATION
Council to conduct a public hearing to receive testimony on the proposed Zoning Ordinance amendments, close the hearing and introduce and conduct the first reading, waive reading in full, of the Ordinance No. 2026-12 amending the City of Dinuba Zoning Ordinance pertaining to various "cleanup" issues.

Proposed Downtown String Lighting on L Street (JW)
RECOMMENDATION
Council to receive a presentation on proposed decorative string lighting on L Street between Fresno Street and Ventura Street and provide direction to staff.
