7. NEW BUSINESS
7.1 Comprehensive Zoning Ordinance Update - Third of three Joint City Council and Planning Commission Study Sessions to review initial drafts of the Zoning Ordinance Update. This session (Session #3) will cover follow up items from Session #1 (Corridor Mixed Use standards), plus introduce the Draft Administrative Procedures. The Administrative Provisions for the Zoning Code would be located in Division IV, Administration and Permits, of the new Zoning Code. The purpose of the Administrative Provisions is to explain who is responsible for making decisions on project applications, what criteria will be used to approve permits, and the process for securing approvals. It is important that this part be understandable to both users and City staff, and that it be "findings-based" and tied to the legal requirement that zoning and project approvals must be found to be consistent with General Plan.
A presentation was provided and questions answered from Raffi Boloyan, Community Development Director, and Martha Miller, Miller Planning Associates.
Discussion ensued between the Council and Commission.
Public comment by Nicole Bennett, Herb Cross, and Michael Ceremello was received.
Douglas L. White, City Attorney, provided clarification on the item.
