REGULAR MEETING AT CITY HALL

1. Approval of Agenda: Ms. Murray made a motion to approve the agenda. Mr. Clontz made a second motion. Motion passed unanimously.
2. Consent Agenda: Mr. Clontz made a motion to combine a and b and to approve. Mr. Cortez made a second motion. Motion passed unanimously.
a. Approval of Minutes: December 19, 2022
b. Approval of Payment of Bills paid from December 19, 2022 to January 3, 2023.
3. Sheriff Report: Deputy Langford had nothing to report.
4. Resident Request: Thomas Hazelwood, 306 North Railroad Ave. Mr. Hazelwood was given two months and will update the first council meeting in March, 2023.
5. Old Business
A. Second Reading: Subdivision Ordinance Update. Amendment to DMC Title 16, Subdivisions, to update and establish standards for the application, review, approval, conditional approval, and denial of residential and nonresidential subdivisions and the acceptance of improvements associated with them. (Discussion/Action)
A-1. CEQA exemption pursuant CEQA Guidelines Section 15061(b)(3). Mrs. Wallace made a motion by title to approve CEQA exemption pursuant CEQA Guidelines Section 15061(b)(3).
Ms. Murray seconded. Motion passed unanimously.
A-2. Second Reading of Ordinance 235 amending Title 16, Subdivisions. Mrs. Wallace made a motion to approve Second Reading of Ordinance 235 amending Title 16, Subdivisions. Ms.
Murray seconded. Motion passed unanimously.
6. New Business:
a. Payment Plans on utilities for the following addresses:
i. 224 S. California Street
ii. 130 S. Main Street
iii. 131 N Oregon Street
iv. 203A S Portland Street
v. 230 N. Juniper Street
b. Electrical Facilities Cost Sharing Agreement with CalTrans. Ms. Murray made a motion to approve Electrical Facilities Cost Sharing Agreement with CalTrans. Mr. Clontz seconded.
Motion passed unanimously.
c. Contract for Special Services by Independent Contractor City Engineer Services: E&S Engineering. Ms. Murray made a motion to table until next meeting on 01/17/2023. Mrs.
Wallace seconded. Motion passed unanimously.
d. Water Meters start date. Meters to begin 03/01/2023. Town Hall meeting scheduled for 01/23/2023 to explain new billing.
7. Admin & Staff- Council Reports Non Action Items:
a. 129 N Oregon Fence Relocation
b. Letter of Interest due January 9th
c. Operational expenses since December 19th, 2022
d. LOLA – January 11 in Yreka
8. Closed Session- Meeting with negotiator regarding authority for the price terms and payment For the purchase of land, (Gov. Code 54956.8) Property located at 225 N Juniper Street. Closed session began at 6:55 PM and ended at 7:53 PM.
9. Closed Session- Employee appointment, evaluation, dismissal pursuant to (Gov. Code 54957), City Administrator
10. Future Agenda Items: Tabled item #9, letters of interest, 700 forms, and Town Hall meeting
