DORRIS CITY COUNCIL MINUTES
REGULAR MEETING AT CITY HALL
Tuesday, January 17, 2023 AT 6:00 PM

Roll Call: Donald Clontz, Stan Cortez, Barbara Murray, Dawn Wallace Business of Audience: Joanna Wynant spoke regarding not being on last agenda. Requested in writing from city attorney of reason for not allowing to speak at last meeting.
1. Message from the Mayor Wallace: Mrs. Wallace stated that respect from the audience to city council and city clerk is a must.
2. Approval of Agenda: Mr Clontz made a motion to move items 3 and 4 moved to items 7 and 8. Ms.
Murray approved as amended. Mr. Clontz made motion to approve agenda and Ms. Murray seconded.
Motion was passed unanimously.
3. Closed Session- Employee appointment, evaluation, dismissal pursuant to (Gov. Code 54957), City Administrator, City Office Staff: Closed session at 6:14pm and opened at 7:16pm. Mrs. Wallace came back with under investigation.
4. Closed Session- Meeting with negotiator regarding authority for the price terms and payment For the purchase of land, (Gov. Code 54956.8) Property located at 225 N Juniper Street: Closed session began at 7:18pm. Opened back up at 7:34pm. Mrs. Wallace stated it was in process.
5. Interview and Vote of potential new council member, Abner Weed: Mr. Clontz made a motion to accept Mr. Weeds request for appointment. Ms. Murray seconded. Motion passed unanimously.
6. Swearing in of the New Council Member: City Clerk Ms. Sammis sworn in Mr. Weed.
7. Consent Agenda: Ms. Murray made a motion to combine a and b and to approve. Mr. Weed seconded. Motion passed unanimously.
a. Approval of Minutes: January 3, 2023
b. Approval of Payment of Bills paid from January 4, 2023 to January 17, 2023.
8. Sheriff Report: Sgt. Pannell was present.
9. Old Business
. Contract for Special Services by Independent Contractor City Engineer Services: E&S Engineering: Ms. Murray made a motion to accept Contract for Special Services by Independent Contractor City Engineer Services: E&S Engineering. Mr. Cortez seconded. Mr Weed abstained. Motion was passed by remaining council members.
