1. Approval of Agenda: Mr. Baldwin made a motion to approve the agenda and add items 12 & 13 to the agenda. Mr. Clontz Seconded, Motion passed unanimously.
2. Siskiyou County Sheriff's Report: Officer Moore was present gave verbal report on the staff and the fires no crime report. No discussion or action.
3. Approve the City of Dorris Community Development Block Grant Housing Rehabilitation Assistance Program Guidelines and Amendment 1 Exceptions to the City of Dorris Community Development Block Grant Housing Rehabilitation Guidelines for 2022-CDBG-HA-10024 Standard Agreement: Representative brandy from great northern services gave her presentation. Upon discussion council requested amendments be made before voted on. Tables until amendments are completed.
4. Approve sub recipient agreement between the City of Dorris and Great Northern Services for City of Dorris Community Van Program: Representative from great northern services was present and gave presentation on Approve sub recipient agreement between the City of Dorris and Great Northern Services for City of Dorris Community Van Program. Discussion no Action
5. Adopt Resolution 24-13 approving an application for funding and the execution of a grant agreement and any amendments thereto from the 2023 and/or 2024 funding year of the State CDBG Program: Mr. Baldwin made a motion to Adopt Resolution 24-13 approving an application for funding and the execution of a grant agreement and any amendments thereto from the 2023 and/or 2024 funding year of the State CDBG Program. Mr. Clontz Seconded.
6. SB 2 and LEAP grant extensions and revisions: Council requested the topic be added to future agenda. Discussion no action.
7. Approve partial pay estimate number 5 for Water Distribution Improvement Project to RB Aldrich Construction in the amount of 110,493.20. Mr. Baldwin made a motion to approve partial pay estimate number 5 for Water Distribution Improvement Project to RB Aldrich Construction in the amount of 110,493.20. Mr. Clontz Seconded motion passed unanimously.
8. Approve partial pay estimate number 3 for Municipal Water Well Project Maggoria Bros Drilling Ine in the amount of 71,136.00: Mr. Clontz Made a motion to Approve partial pay estimate number 3 for Municipal Water Well Project Maggoria Bros Drilling Inc. in the amount of 71,136.0. Mr. Weed seconded motion passed unanimously.
9. Adopt Resolution 24-12 Approval of Local Transportation fund claim for 23/24 year from the Local Transportation fund in the amount of $38,797.00: Mr. Weed Made a motion to Adopt Resolution 24-12 Approval of Local Transportation fund claim for 23/24 year from the Local Transportation fund in the amount of $38,797.00. Mr. Baldwin seconded. Motion passed unanimously.
10. Approve Single Audit for the City of Dorris 2021-2022 Fiscal Year: Mr. Weed made a motion to Approve Single Audit for the City of Dorris 2021-2022 Fiscal Year. Mr. Clontz seconded.
Motion Passed unanimously.
11. Admin & Staff- Council Reports Financials
A. Update on Sewer Pump: City Public works Joe Leonard gave update. Waiting on lift to lower the pump.
B. Update on Elections: City Clerk gave update and presented council with election timeline/ Calendar.
C. Update on Heater: City Public Works Joe Leonard gave update. Still looking for quote.
D. Updated Project list for Public Works: City Public Works Gave update the next project is the city public bathrooms.
E. LOLA dinner: City Clerk gave update; the caterer for the event has been contacted about the date change along with the venue of the dinner.
12. Approve purchasing gift cards for volunteers that helped with the concession stand: Mir. weed made a motion to approve purchasing gift cards for volunteers that helped with the concession stand in the amount of 50$. Mr. Clontz Seconded motion passed unanimously.
13. Approve General Service Contract between the City of Dorris and Pacific Power to put power in at well #7. And choose contract option for payment. Mr. Weed made a motion to Approve General Service Contract between the City of Dorris and Pacific Power to put power in at well #7. And choose option of payment in full. Mr. Baldwin seconded motion passed unanimously.
14. Future Agenda: Sb2 & Leap Grant extension and revisions. Sewer pump update. Heater Update. Project List from public works. Lola Dinner Housing guidelines, Public restrooms.
Consent Agenda - Mir: Baldwin made a motion to combine items A&B and approve the consent agenda.
Mr. Weed Seconded. Motion passed unanimously.
