A. CALL TO ORDER: Mayor April Hogue called a regular meeting of the Dos Palos City Council to order at 5:34 pm in the City-County Building at 1546-1554 Golden Gate Avenue in Dos Palos, California on Tuesday, May 17th, 2022.
I. Roll Call: City Clerk Ysidro Garcia called Roll finding all City Councilmembers present: Mayor April Hogue, Mayor pro Tern Debbie Orlando, Councilrnember Thomas Pigg, Councihnember Armando Bravo, and Councilmernber Marcus Porter.
B. Adjorned to closed session at 5:35pm.
C. Reconvened in Open Session at 6:00pm.
I. The Pledge of Allegiance was led by Mayor Pro Tern Debbie Orlando.
II. An invocation was made by Councilmember Pigg.
III. Urgency, Additions or Deletions: None.

Others present included: City Attorney Mike, City Manager Dewayne Jones, Director of Utilities Craig Hackett, Chief of Police Rich McEachin, Director of Finance Manuela Sousa, Public Works Director Gordon Bonds and numerous others.

C. Consent Calendar:
I. It was moved by Councilmember Pigg and seconded by Councilmember Porter to approve the minutes of the May 17th 2022 regular meeting. The motion passed 5-0 as follows:
AYES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES: None. ABSENTATIONS: None.

II. It was moved by Councilmember Pigg and seconded by Councilmember Porter to approve the Treasures Report for January 2022. The motion passed 5-0 as follows: A YES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES: None. ABSENTATIONS: None. ABSENT:

III. It was moved by Councilmember Pigg and seconded by Councilmember Porter to approve the Pre-Paids for May 2022. The motion passed 5-0 as follows: A YES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES: None. ABSENTATIONS: None. ABSENT: None.
IV. It was moved by Councilmember Pigg and seconded by Councilmember Porter to approve the Warrants for June 2022. The motion passed 5-0 as follows: A YES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES: None. ABSENTATIONS: None. ABSENT: None.
V. It was moved by Councilmember Pigg and seconded by Councilmember Porter to deny a claim from Miranda Lopez. The motion passed 5-0 as follows: AYES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES: None. ABSENTATIONS: None. ABSENT: None.
VI. It was moved by Council member Pigg and seconded by Councilmember Porter to authorize staff to Solicate applications for an Opening on the Measure V Citizens Oversight Committee. The motion passed 5-0 as follows: A YES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES: None. ABSENTATIONS: None. ABSENT: None.
F. Business:
I. Following a staff report it was moved by Mayor Pro Tem Orlando and seconded by Councilmember Bravo to adopt Resolution 2022-07 Calling for an Election, Request Consolidation with the Presidential Election, Filing Notice of Election with the Registrar of Voters, Submitting Incumbent List and Terms of Office, Requiring that candidates Statements be paid by the Candidate, Certifying the City Boundary Map, Determining a coin toss as the tie breaking method, Authorizing Merced County Elections Dept. To conduct the election and canvass the returns and Reimburse the county for their cost. The motion passed 5-0 as follows: AYES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES:
None. ABSENTATIONS: None. ABSENT: None.
II. Following a staff report, Discussion was opened at 6: 10pm and closed at 6: 10pm with no discussion, It was moved by Councilmember Porter and seconded by Mayor Pro Tern Orlando to authorize Resolution 2022-08 the Approval of Agreement with the DPPOA with co1Tection from Financial Advisor. The motion passed 5-0 as follows: A YES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES: None. ABSENTATIONS: None. ABSENT:
None.
III. Following a staff report and discussion the Public Hearing was opened at 6: 12pm and closed at 6:13pm with no comments it was moved by Councilmember Pigg and seconded by Mayor Pro Tern Orlando to approve Resolution 2022-09 setting the appropriations limit (Gann) for 2022-2023 at $10,823,749. The motion passed 5-0 as follows: AYES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES: None. ABSENTATIONS: None. ABSENT:
None.
IV. Following a staff report and discussion the Public Hearing was opened at 6:16pm and closed at 6:17pm with no comments it was moved by Mayor Pro Tern Orlando and seconded by Councilmember Bravo to Adopt Resolution 2022-10 Adopting of the Budget Including Specific Provisions and Authorizations. The motion passed 5-0 as follows:
AYES: Hogue, Orlando, Pigg, Bravo, and Porter. NOES: None. ABSENTATIONS: None.
