August 16th, 2022
A. CALL TO ORDER: Mayor April Hogue called a regular meeting of the Dos Palos City Council to order at 6:00 pm in the City-County Building at 1546-1554 Golden Gate Avenue in Dos Palos, California on Tuesday, August 16th, 2022.
I. The Pledge of Allegiance was led by Mayor Pro Tern Debbie Orlando.
2. No invocation.
3. Roll Call: City Clerk Ysidro Garcia called Roll finding City Councilmembers present: Mayor April Hogue, Mayor pro Tern Debbie Orlando, Councilmember Armando Bravo, and Councilmember Marcus Porter. Absent: Councilmember Pigg
4. Urgency, Additions or Deletions: None.
5. Public Forum: None
Others Present Included: City Attorney Mike, City Manager Dewayne Jones, Director of Utilities Craig Hackett, Chief of Police Rich McEachin, Director of Finance Manuela Sousa, Public Works Director Gordon Bonds and numerous others.
B. Commendations, Presentations, and Proclamations:
I. A presentation of the Audited Financial Statements for July 1st, 2020 to June 30, 2021 by Price Paige and Company was postponed due to not being ready.
C. Consent Calendar:
I. It was moved by Mayor Pro Tern Orlando and Seconded by Councilmember Porter to approve the Minutes of the July 19th, 2022 Regular Meeting. The motion passed 4-0 as follows: A YES: Hogue, Orlando, Bravo, and Porter. NOES: None. ABSENTATIONS:
None. ABSENT: Pigg.
2. It was moved by Mayor Pro Tern Orlando and Seconded by Councilmember Porter to approve the Pre-Paids of the July, 2022. The motion passed 4-0 as follows: AYES: Hogue, Orlando, Bravo, and Porter. NOES: None. ABSENTATIONS: None. ABSENT: Pigg.
3. It was moved by Mayor Pro Tern Orlando and Seconded by Councilmember Porter to approve the Warrants for August 2022. The motion passed 4-0 as follows: A YES: Hogue, Orlando, Bravo, and Porter. NOES: None. ABSENTATIONS: None. ABSENT: Pigg.
D. Business:
1. A staff report was presented to review DPMC 17 .60.070. Off Sale and On Sale of Alcohol.
No Action was taken.
2. Following a Staff Report, It was Moved by Councilmember Bravo and Seconded by Mayor Pro Tern Orlando to Authorize the painting of 104ft of Curb for Loading and Unloading (Yellow). Located on Eastside of Lucerne Ave and between East Blossom and Blossom st.
The motion passed 4-0 as follows: A YES: Hogue, Orlando, Bravo, and Porter. NOES:
None. ABSENTATIONS: None. ABSENT: Pigg.
3. Following a Staff Report It was Moved by Mayor Pro Tern Orlando and Seconded by Councilmember Porter to Authqrize the Mayor to enter an agreement with the Merced County Association of Governments for Measure V local funding. The motion passed 4-0 as follows: AYES: Hogue, Orlando, Bravo, and Porter. NOES: None. ABSENTATIONS:
None. ABSENT: Pigg.
4. Following a Staff Report It was Moved by Councilmember Porter and Seconded by Councilmember Bravo to Authorize the Mayor to enter an agreement with the Merced County Association of Governments for Measure V Regional funding. The motion passed 4-0 as follows: AYES: Hogue, Orlando, Bravo, and Porter. NOES: None.
