Dos Palos City Council Minutes
January 16th, 2024
A. CALL TO ORDER: Mayor April Hogue cal1ed a Regular Meeting of the Dos Palos City Council to order at 6:00 pm in the City-County Building at 1546-1554 Golden Gate Avenue in Dos Palos, Califomia on Tuesday, January 16th, 2024.
1. Roll Call: City Clerk Ysidro Garcia called the Roll finding all Councilmembers present. Mayor Hogue, Mayor Pro Tern Porter, Councilmember Pigg, Councilmember Orlando and Councilmember Bravo.
2. The Flag Salute was led by Councilmember Orlando.
3. An Invocation was led by Councilmember Pigg.
Others present included: City Manager Dewayne Jones, Assistant City Manager / Director of Finance & Personnel Manuela Sousa, Director of Public Works Gordon Bonds, Director of Utilities Craig Hackett and Various Others.
4. Urgency Additions or Deletions: City Manager Dewayne Jones asked the Council to make an addition to Section D, Presentation from Mid Valley Disposal.
Councilmember Orlando made the Motion and It was Seconded by Mayor Pro Tern Porter. The Motion passed 5-0 as fol1ows: Ayes: Hogue, Porter, Pigg, Orlando and Bravo. Noes: None. Absent: None. Abstentions: None.

B. COMMENDATIONS, PRESENTATIONS, & PROCLAMATIONS:
1. Mid Valley Disposal presented El Riconsito Restaurant the 2023 Recycler of the Year award.
C. CONSENT CALENDAR:
1. It was Moved by Councilmember Pigg and Seconded by Councilmember Orlando to approve the Pre Paids for December 2023. The motion passed 5-0 as follows: AYES:
Hogue, Porter, Pigg, Orlando, Bravo. NOES: None. ABSENT: None.
ABSTENTIONS: None.
2. It was Moved by Councilmember Pigg and Seconded by Councilmember Orlando to approve the Warrants for January 2024. The motion passed 5-0 as follows: AYES:
Hogue, Porter, Pigg, Orlando, Bravo. NOES: None, ABSENT: None.
ABSTENTIONS: None.
3. It was Moved by Councilmember Pigg and Seconded by Councilmember Orlando to approve the Minutes for the Regular Meeting for December 19th, 2023. The motion passed 5-0 as follows: AYES: Hogue, Porter, Pigg, Orlando, Bravo. NOES: None.
ABSENT: None.
ABSTENTIONS: None.
D, BUSINESS:
1. Following a Report from Steve Gahl in regards to Consideration of Financing Structure for Energy Services Projects. It was Moved by Councilmember Orlando and Seconded by Councilmember Bravo to Continue Consideration to a Special Meeting January 23rd, 2024. The motion passed 5-0 as follows: AYES: Hogue, Porter, Pigg, Orlando, Bravo. NOES: None. ABSENT: None. ABSTENTIONS:
None.
2. Following a Staff Report, It was Moved by Councilmember Bravo and Seconded by Councilmember Pigg to Authorize the City Manager to N egotiatc Terms and Enter into Agreement with Precision Concrete for Mapping and GIS Services not to exceed $25,000. Service includes Map and Assessment of areas to Grind/Shave. The motion passed 5-0 as follows: AYES: Hogue, Porter, Pigg, Orlando, Bravo. NOES:
None. ABSENT: None. ABSTENTIONS: None,
3. Following a Staff Report, It was Moved by Com1cilmember Pigg and Seconded by Mayor Pro Tern Porter to Appoint Two Members of the City Council for Contract Negotiations with the Miscellaneous Employee Unit. The Appointees are Councilmember Orlando and Councilmember Bravo. Negotiations start March while the contract expires June 30u'. The motion passed 5-0 as follows: AYES: Hogue, Porter, Pigg, Olrando, Bravo. NOES: None. ABSENT: None. ABSTENTIONS:
None.
