A. CALL TO ORDER: Mayor April Hogue called a Regular Mee3ng of the Dos Palos City Council to order at 6:00 pm in the City-County Building at 1546-1554 Golden Gate Avenue in Dos Palos, California on Tuesday, September 17, 2024.
1. Roll Call: Ac3ng City Clerk , Manuela Sousa called the roll finding Councilmembers present:
Mayor Hogue, Councilmember Pigg, Councilmember Orlando, Councilmember Bravo, and Councilmember Porter.
2. The Flag Salute was led by Councilmember Debbie Orlando.
3. There Invoca3on was led by Councilmember Thomas Pigg.
4. Urgency Addi3ons and Dele3ons: None.
5. Public Comment: None.
B. COMMENDATIONS, PRESENTATIONS, and PROCLAMATIONS:
1. Presenta3on from Nathan Alonzo, PG &E – Canceled.
2. Presenta3on from Robert Mitchell, Premier Recycling Company, regarding opening a AB939 construc3on material recycling center, and wan3ng to lease property from the City at Lexington Avenue and Blossom Street.
C. CONSENT CALENDAR:
1. It was moved by Councilmember Orlando and seconded by Councilmember Pigg to approve the City of Dos Palos regular mee3ng Minutes for August 20, 2024 the mo3on was passed on a 5-0 as follows: AYES: Hogue, Pigg, Orlando, Bravo and Porter. NOES: None. ABSENT:
None.
2. It was moved by Councilmember Orlando and seconded by Councilmember Pigg to approve the GSA mee3ng Minutes for August 20, 2024 the mo3on was passed on a 5-0 as follows:
AYES: Hogue, Pigg, Orlando, Bravo and Porter. NOES: None. ABSENT: None.
3. It was moved by Councilmember Orlando and seconded by Councilmember Pigg to approve the Pre-Paids for August, 2024, the mo3on was passed on a 5-0 as follows: AYES: Hogue, Orlando, Pigg, Bravo and Porter. NOES: None. ABSENT: None.
4. It was moved by Councilmember Orlando and seconded by Councilmember Pigg to approve the Warrants for September, 2024 including all the JPA warrants once approved, the mo3on was passed on a 5-0 as follows: AYES: Hogue, Orlando, Pigg, Bravo and Porter. NOES:
None. ABSENT: None.
5. It was moved by Councilmember Orlando and seconded by Councilmember Pigg to approve the Amended Treasurer’s Reports for January-June 2024, the mo3on was passed on a 5-0 as follows: AYES: Hogue, Orlando, Pigg, Bravo and Porter. NOES: None. ABSENT: None.
D. BUSINESS:
1. Following a staff report it was moved by Councilmember Porter and seconded by Councilmember Bravo to waive the second reading of Ordinance 441, adding Chapter 28 to Title 9 of the City of Dos Palos Municipal Code pertaining to encampments on City property, the mo3on was passed 5-0, as follows: AYES: Hogue, Orlando, Pigg, Bravo and Porter. NOES:
None. ABSENT: None. The public hearing was opened at 6:29pm and closed at 6:31pm. It was moved by Councilmember Orlando and seconded by Councilmember Porter to adopt Ordinance 441, the mo3on was passed 5-0, as follows: AYES: Hogue, Orlando, Pigg, Bravo and Porter. NOES: None. ABSENT: None.
2. Following a staff report it was moved by Councilmember Orlando and seconded by Councilmember Pigg to waive the second reading of Ordinance 442, amending Sec3on
17.60.070.H of Chapter 17.60 of Title 17 of the City of Dos Palos Municipal Code to update the process required for obtaining a business license for alcohol sales related to ABC Type 41 licenses, the mo3on was passed 5-0, as follows: AYES: Hogue, Orlando, Pigg, Bravo and Porter. NOES: None. ABSENT: None. The public hearing was opened at 6:33pm and closed at 6:34pm. It was moved by Councilmember Pigg and seconded by Councilmember Porter to adopt Ordinance 442, the mo3on was passed 4-1, as follows: AYES: Hogue, Orlando, Pigg, and Porter. NOES: Councilmember Bravo. ABSENT: None.
3. Following a staff report, it was moved by Councilmember Porter and seconded by Councilmember Orlando to change the date of the October City Council Mee3ng to Tuesday, October 22, 2024. The mo3on was passed 5-0, as follows: AYES: Hogue, Orlando, Pigg, Bravo and Porter. NOES: None. ABSENT: None.
4. Following a staff report, it was moved by Councilmember Pigg and seconded by Councilmember Bravo to designate Councilmember Porter as vo3ng delegate and Councilmember Bravo as alternate for the 2024 League of California Ci3es annual conference being held October 16-18, in Long Beach, California. The mo3on was passed 5-0, as follows: AYES: Hogue, Orlando, Pigg, Bravo and Porter. NOES: None. ABSENT: None.
