JULY 15 2025
CALL TO ORDER: Mayor Katy Reed called a Regular Meeting of the Dos Palos City Council to order at 6:00 pm in the City County Building at 1546 Golden Avenue in Dos Palos.
The Flag Salute was led by Councilmember Armando Bravo
The Invocation was led by Mayor Katy Reed
Roll Call City Clerk Tracy Mosby called the roll finding Councilmembers Present Mayor Reed, Councilmember Bravo, Councilmember Porter, and Councilmember Bautista, Councilmember Pigg was absent
Urgency Additions and Deletions: None
Public Comment: Adilene Ortiz gave a small presentation for The Rising Sun Youth Workforce
COMMENDATIONS, PRESENTATIONS, and PROCLAMATIONS.
A presentation of the Audited Financial Statements for July 1, 2023 to June 30, 2024 , was given via zoom by Price Paige and Company.
A presentation of a Proclamation Recognizing National Health Center Week on August 3rd – August 9th there was no one there to receive it.
CONSENT CALENDAR:
No motion was made on the Consent Calendar at this time. See 8 BUSINESS:
After discussion a motion was made by Councilmember Porter and seconded by Councilmember Bravo to consider waiving the first reading of the Ordinance 447,Moving Existing Section 3.12.160 of Chapter 3.12 of Title 3 to a New Chapter 3.14 of Title 3 of the Dos Palos Municipal Code Pertaining to the Transactions and Use Tax. Comments opened at 6:38 and closed at 6:39A motion was made to introduce ordinance 447 by Councilmember Porter and seconded by Councilmember Bravo motion carried 4-0 After discussion a motion by Councilmember Porter and seconded by Councilmember Bravo to waive the 1st read of the Ordinance 448, adding Chapter 3.24 to Title 3 of the City of Dos Palos Municipal Code Pertaining to the Lease of City Owned Real Property, comments open at 6:45 and closed at 6:46. A motion was made To introduce Ordinance 448 a motion was made by Councilmember Bautista and seconded by Councilmember Bravo motion carried 4-0 After discussion a motion was made to consider Approving Resolution 2025-10, Authorizing the City Manager to file a Regional Surface Transportation Program (RSTP) Exchange Program Fund Claim Form for FY 2024/2025, comments opened at 6:48 and closed at 6:49. A motion was made by Councilmember Bravo and seconded By Councilmember Bautista motion carried 4-0
After discussion a motion was made to approve Resolution 2025-11, Declaring Intent to Reimburse Certain Expenditures from the Proceeds of Tax – Exempt Indebtedness comments opened at 6:53 and closed at 6:54. A motion was made by Councilmember Bravo and seconded by Councilmember Bautista motion carried 4-0.
After discussion a motion was made to consider Entering into an MOU with The County of Merced for Stop Gap Fire Services Ending on December 31, 2026 Comments opened at 6:57 and closed at 6:58 . A motion was made by Councilmember Bravo and seconded by Councilmember Porter motion carried 4-0 .
After discussion a Plan for the City Manager Position and Succession Planning Will be put on an Future Agenda pending closed session.
After discussion an Update for the possible Creation of an Event Committee Comments opened at 7:26 and closed at 7:37 a motion was made to form a Committee and contact Lions Club
CONSENT CALENDAR:
It was moved by Councilmember Bravo and seconded by Councilmember Porter to approve the City of Dos Palos regular meeting Minutes for June 17, 2025, the motion was passed on a 4-0 as follows AYES: Reed, Bravo, Porter and Bautista.

It was moved by Councilmember Bravo and seconded by Councilmember Porter to approve the Pre-Paids for June 2025, the motion was passed on a 4-0 as follows AYES: Reed, Bravo, Porter, and Bautista. NOES: None, ABSENT: Pigg It was moved by Councilmember Bravo and seconded by Councilmember Porter to approve the Warrants for July 2025, the motion passed 4-0 as follows AYES:
Reed, Bravo ,Porter and Bautista: NOES None ABSENT: Pigg It was moved by Councilmember Bravo and seconded by Councilmember Porter To accept the 2023 – 2024 Audit as presented the motion passed 4-0 as follows AYES: Reed, Bravo, Porter, and Bautista. NOES None ABSENT: Pigg It was moved by Councilmember Bravo and Seconded by Councilmember Porter To reject a Claim for Ailene P Todd the motion passed on a 4-0 as follows AYES: Reed, Bravo, Porter, and Bautista.
