A. CALL TO ORDER: Mayor Katy Reed called a Regular Meeting of the Dos Palos City Councit To order at 6:01 pm in the City County Building at 1546 Golden Gate Avenue in Dos Palos,
1. The Flag Salute was led by Councilmember Armando Bravo
2. The Invocation was led by Councilmember Mayor Reed
3. Roll Call: City Clerk, Tracy Mosby called the roll finding Councilmembers
Present: Mayor Reed, Councilmember Bravo, Councilmember Porter, and Councilmember Bautista Councilmember Pigg: ABSENT
4. Urgency Additions and Deletions: None
5. Public Comment: Public Comment opened at 6:03 and closed at 6:03 B. COMMENDATIONS, PRESENTATIONS, and PROCLAMATIONS.
1. A presentation was given by Melvin Levey from the Merced County Registrar of Voters.
C. CONSENT CALENDAR:
1. It was moved by Councilmember Porter and seconded by Councilmember Bravo To approve the City of Dos Palos regular meeting Minutes for November 18, 2025 the motion was passed on a 4-0 as follows AYES: Mayor Reed, Councilmember Bravo, Porter and Bautista NOES: None. Absent: Councilmember Pigg
2. It was approved by Councilmember Porter and seconded by Councilmember Bravo To approve the Pre-Paids for November 2025, the motion was passed 4-0 As follows: AYES: Mayor Reed, Councilmember, Bravo, Porter and Bautista NOES: None ABSENT: Councilmember Pigg
It was approved by Councilmember Porter and seconded by Councilmember Bravo to Approve the Warrants for December 2025, the motion was pass on a 4-0 as Follows: Ayes: Mayor Reed, Councilmember Bravo, Porter and Bautista NOES: None. Absent Councilmember Pigg
D. BUSINESS:
1. Following a staff report a motion was made by Councilmember Porter and seconded by Councilmember Bravo to waive the 2nd reading of Ordinance no. 450, Amending section
2.08.250, of Chapter 2.08 of the Title 2 of the City of Dos Palos Municipal Code to update the Voting Threshold Required for the removal of the City Manager. Public hearing opened at 6:25 and closed at 6:25 the motion carried as follows: 4-0 AYES: Mayor Reed Councilmember Bravo, Porter and Bautista NOES: none ABSENT: Councilmember Pigg. A motion was made to Adopt Ordinance 450 by Council Bautista, seconded made by Councilmember Porter The motion carried as follows: 4-0 AYES: Mayor Reed Councilmember Bravo, Porter and Bautista NOES: none ABSENT: Councilmember Pigg
2. Following Staff report a motion was made by Councilmember Bautista and seconded by Councilmember Porter to waive the first reading of Ordinance 451, Adding Chapter 17.66 to Title 17 of the City of Dos Palos Municipal Code Pertaining to Affordable Housing Density Bonuses. The motion carried as follows: 4-0 AYES: Mayor Reed Councilmember Bravo, Porter and Bautista NOES: none ABSENT: Councilmember Pigg. Motion was made by Councilmember Bravo and seconded by Councilmember Porter to introduce Ordinance 451. The motion carried as follows: 4-0 AYES: Mayor Reed Councilmember Bravo, Porter and Bautista NOES: none ABSENT: Councilmember Pigg.
3. Following a staff report it was motioned and considered by Councilmember Bautista and seconded by Councilmember Porter to waive the 1st reading of Ordinance no. 452, Adding Chapter 13. 09 of the City of Dos Palos Municipal Code Pertaining to the Control of Water Backflow and Cross-Connection Devices. Motion carried as follows: 4-0 AYES: Mayor Reed Councilmember Bravo, Porter and Bautista NOES: none ABSENT: Councilmember Pigg .Motion to introduce Ordinance 451. The motion was made to introduce by Councilmember Porter and Councilmember Bravo motion carried as follows: 4-0 AYES: Mayor Reed Councilmember Bravo, Porter and Bautista NOES: none ABSENT: Councilmember Pigg.
4. After discussion a motion was made by Councilmember Porter and Councilmember Bravo to consider Approving Resolutions 2025-22 Declaring Properties as Surplus land. Public comment opened at 6:35 and closed at 6:35 motion carried as follows: 4-0 AYES: Mayor Reed Councilmember Bravo, Porter and Bautista NOES: none ABSENT: Councilmember Pigg.
5. After discussion a motion was made by Councilmember Bravo and Councilmember Porter to consider Approving Resolutions 2025-23 Declaring Properties as Exempt Surplus Land Public comment opened at 6:38 and closed at 6:39 motion carried as follows: 4-0 AYES:
Mayor Reed Councilmember Bravo, Porter and Bautista NOES: none ABSENT:
Councilmember Pigg.
6. After discussion a motion was made to consider Approval of Mid - Year Budget Adjustments, by Councilmember Bautista with the removal to eliminate the Community Development Position, and add freezing all positions not Grant Funded, second was made by Councilmember Porter. Motion carried by a 3-1 vote. NOES: Mayor Reed AYES :Councilmember Bravo, Porter and Bautista. ABSENT: Councilmember Pigg
7. After discussion a motion was made to consider approval of a Contract for City Attorney Services with the Law Firm Aleshire & Wynder, LLP, effective January 1 2026.
Councilmember Bautista stepped out the Council Chambers. A motion was made by Councilmember Porter and seconded by Councilmember Bravo Motion carried 3-0 AYES:
Mayor Reed, Councilmember Bravo, Porter. ABSENT: Councilmember Pigg, and Councilmember Bautista.
