FEBRUARY 17, 2026
A. CALL TO ORDER: Mayor Katy Reed called a Regular Meeting of the Dos Palos City Council To order at 6:00 pm in the City County Building at 1546 Golden Gate Avenue in Dos Palos
1. The Flag Salute was led by Councilmember Armando Bravo
2. The Invocation was led by Councilmember Pigg
3. Roll Call: City Clerk, Tracy Mosby called the roll finding Councilmembers Present: Mayor Reed, Councilmember Pigg, Councilmember Bravo, Councilmember Porter Councilmember Bautista
4. Urgency Additions and Deletions: None
5. Public Comment: Public Comment opened at 6:00 and closed at 6:01 B COMMENDATIONS, PRESENTATIONS, and PROCLAMATIONS.
Miguel Alejandro- Supervisor Candidate talks about Golden Mussel Issues.
C.CONSENT CALENDAR:
1. It was motioned by Councilmember Pigg and seconded by Councilmember Porter To approve the Pre-Paids for January 2026, the motion carried 4-1 As follows: AYES: Councilmember Pigg, Councilmember Bravo, Councilmember Porter And Councilmember Bautista NOES: Mayor Reed ABSENT: None
2. It was motioned by Councilmember Pigg and seconded by Councilmember Porter To approve the Warrants for February 2026 the motion carried 4-1 as follows AYES: Councilmember Pigg, Councilmember Bravo, Councilmember Porter, and Councilmember Bautista. NOES: Mayor Reed, ABSENT: None
3. It was motioned by Councilmember Pigg and seconded by Councilmember Porter to approve the Minutes of the January 20,2026 Regular Meeting the Motion carried 4-1 as follows AYES: Councilmember Pigg, Councilmember Bravo Councilmember Porter and Councilmember Bautista. NOES: Mayor Reed, ABSENT:
None.
D .BUSINESS:
1. Following a staff report it was motioned and considered by Councilmember Bravo and seconded by Councilmember Pigg to the Approving of Resolution 2026 - 01, Authorizing Staff to Open New Accounts with Tri-Counties Bank. The motion carried 5-0 as follows AYES:
Mayor Reed, Councilmember Pigg, Councilmember Bravo, Councilmember Porter, and Councilmember Bautista NOES: None
2. Following a Staff report a motion was made by Councilmember Pigg and seconded by Councilmember Bravo to Discuss and Consider Awarding the Bid for the Wastewater Farm Property. The motion carried as follows: 5-0 AYES: Mayor Reed, Councilmember Pigg, Councilmember Bravo, Councilmember Porter and Councilmember Bautista. NOES: None
3. Following a Staff report after discussion of the Financial Procedures Direction to The City Treasure it was requested to Get caught up and include Bank Statements
4. Following a Staff report it was motion by Councilmember Bautista and seconded by Councilmember Pigg to Authorize the Chef Of Police to enter into an agreement with Mid Valley IT for computers with conditions to Default payment till July.
5. Following a Staff report to discuss and consider an Update to Ordinance 440, Fireworks Sales Permits. No action taken continue to follow Current ordinance.
6. Discuss the Status of the Dos Palos Fire Station. There was no discussion.
