FROM: OFFICE OF THE CITY MANAGER
BY: VANIAH DE ROJAS, ASSISTANT TO THE CITY MANAGER
2 dji F-32 go] :a[*10 11] b1i 1:4 Loma :isle] 0 1 BY-,1:41 That the City Council conduct a third public hearing discuss and receive public input on the draft map for district boundaries, and to discuss the election sequence.

Every ten years, cities with by -district election systems must use new census data to review and, if needed, redraw district lines to reflect how local populations have changed. This process is known as redistricting,
The City adopted its current district boundaries in 2001. After the release of the 2010 Census, it was determined by the City Council that no changes to the council boundaries were required based on the 2010 Census data. The 2021 redistricting process utilizing 2020 Census Data for the City of Downey is currently in progress. The process must be completed by April 17, 2022 and in compliance with the FAIR MAPS Act, which was adopted by the California legislature as AB 849 and took effect January 1, 2020.

At its July 27, 2021 City Council meeting, the City Council approved a contract with National Demographic Corporation (NDC) to assist with the redistricting process and preparation of new boundary maps, if necessary, based on Census Data and redistricting criteria.

Further, the City Council held its first of four required public hearings at the October 26, 2021 City Council meeting. At this meeting, the City Council received a report on the redistricting process and permissible criteria to be considered to redraw district boundaries, and a report on the City's redistricting public outreach program. Additionally, the City Council approved the formation of a staff Technical Committee comprised of representatives from the following City Departments:

Administration (Public Information and Outreach, Language Access/ADA, and Redistricting Process Coordination), City Clerk's Office (Elections), and Public Works (GIS/Data). The Technical Committee would work with third -party consultants, NDC to study and recommend alterations to the City Council district boundaries.
