Notice regarding Public Comment: In order to ensure that non-English speakers receive the same opportunity to directly address the City Council, the City of Downey will continue to follow Government Code Section 54954.3(b)(2) and provide non-English speakers double the allotted time to make their public comments utilizing a translator during public meetings of the City Council. All other speakers will be given the allotted 3-minute speaking time for public hearing items and one 4-minute speaking time for agenda, consent calendar and non - agenda items established by the Downey Municipal Code. To request oral language interpretation at a City Council meeting contact the City Clerk's Office at (562) 904-7280, 48-hours in advance of the meeting.

3. ACCEPT WORK FOR RESIDENTIAL STREETS PAVEMENT REHABILITATION - AREA 10; APPROVE HARDY & HARPER, INC.'S FINAL CONSTRUCTION CONTRACT AMOUNT OF $2,682,897.38; AND, AUTHORIZE THE PUBLIC WORKS DIRECTOR/CITY ENGINEER TO FILE NOTICE OF COMPLETION (CAPITAL IMPROVEMENT PROJECT NO. 22-02): Public Works.
4. APPROPRIATE $1,851,095, FROM THE GENERAL FUND, TO PURCHASE A LADDER TRUCK FROM SOUTH COAST FIRE EQUIPMENT, INC., TO REPLACE THE 2005 LADDER TRUCK CURRENTLY IN SERVICE AS A FRONT LINE, EMERGENCY RESPONSE APPARATUS: Fire.
5. AUTHORIZE STAFF TO ENTER INTO AN AGREEMENT WITH THE CALIFORNIA OFFICE OF
EMERGENCY SERVICES (OES) THAT ALLOWS A STATE OWNED, OES FIRE ENGINE TO BE
ASSIGNED TO THE DOWNEY FIRE DEPARTMENT AND STAFFED BY DOWNEY FIRE

6. AUTHORIZE STAFF TO ENTER INTO AN AFFILIATION AGREEMENT WITH THE UNIVERSITY
OF CALIFORNIA REGENTS, ON BEHALF OF THE UCLA CENTER FOR PREHOSPITAL CARE
FOR PARAMEDIC TRAINING AND PERSONNEL PLACEMENT IN FIELD INTERNSHIP POSITIONS: Fire.
7. APPROVE THE ASSIGNMENT OF SALE AGREEMENT AND ESCROW INSTRUCTIONS WITH HOLDINGS DOWNEY, LLC, IRG DOWNEY, LLC, QUALIFIED EXCHANGE SERVICES, INC., AND KAISER FOUNDATION HOSPITALS; AUTHORIZE THE MAYOR TO EXECUTE THE ASSIGNMENT; AND FIND THAT NO FURTHER CEQA ANALYSIS IS REQUIRED: Community Development.
