Dear City Clerk:
Please receive and file this attached letter to the Downey City Council and log this appeal for consideration.
I realize I am "early", but I wish to follow-up should the council adopt a resolution at tomorrows "special meeting".
Thank -you,
Charles

Re: Formal Appeal, May 17, 2022 -Special City Council Meeting Agenda Item 1.
Dear Honorable Members:
Please consider this communication as a (preemptive) Formal Appeal of agenda Item 1 on the May 17, 2022 Special City Council Meeting.
Simply put, there is NO Excuse to justify calling a "special meeting: for this inconsequential consideration (apparently excepting Trujillo). The arrogance of the council is on full display in pursuing this in this manner. The council seems to like these special meetings to facilitate their own desires to limit their exposure with these opaque initiatives.
Moreover, staff has FAILED to provide a staff report for this agenda item discussion.
How can the public be informed without this vital background information and a simple disclosure of the proposed action?
This council is very anxious to pass out public monies into private hands. The only apparent justification is some sort of cultural enrichment? This is a very subjective goal which deserves a transparent and full consideration of the public.
Again, the forgoing are mere criticism of an issue which is "secret" to me since no one can be bothered to provide a staff report. I submit EVERY agenda item for discussion REQUIRES a couple of paragraphs of background and explanation of what is to be considered — DULY NOTICED - before EVERY council action.
Finally, as I am sure you are aware, my information indicates a grand total of 17 email recipients actually receive advance notifications of your SPECIAL meetings.
What are you trying to hide?
Respectfully,
Charles Gerlach
