SPECIAL MEETING
APRIL 26, 2022
The City Council of the City of Downey held a Special City Council Meeting on April 26, 2022, at 5:37 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, with Mayor Pacheco presiding.

PUBLIC COMMENT ON CLOSED SESSION AGENDA ITEMS
Mayor Pacheco asked City Clerk Duarte if any written comments were received regarding Closed Session Items. City Clerk Duarte confirmed no written Public Comments were received. Mayor Pacheco asked if there was anyone present who would like to comment on Closed Session items.
BC, resident, commented regarding Item No. 1 and requested to make comment after the discussion regarding the Interim City Attorney. He listed desired and undesired qualities for the Interim City Attorney. He commented regarding free speech and the vaccine mandate.
Armando Herman, non-resident, commented regarding Item Nos. 1 and 2. He commented in favor of free speech and first amendment rights. He commented regarding the role of the Interim City Attorney.
Rodolfo Cortes Barragan, non-resident, commented regarding Item No. 1 and listed desired qualities for the Interim City Attorney. He commented regarding water rights and free speech.
Having no one else, Mayor Pacheco closed public comment.
APPROVED CLOSED SESSION MINUTES
It was moved by Council Member Frometa, seconded by Council Member Alvarez and carried 4-0, to approve the Closed Session Minutes of December 16, 2021; January 25, 2022; February 8, 2022; February 22, 2022; March 8, 2022; and, March 22, 2022.
RECESSED TO CLOSED SESSION
Mayor Pacheco announced the City Council is recessing to Closed Session at 5:52 p.m. to discuss matters under the authority of the following sections of the Government Code:

1. Public Employee Appointment/Discussion: Government Code Section 54957 - Title: Interim City Attorney.
2. Government Code Section 54957.6 - Conference with labor negotiator James McQueen, Human Resources Director re: direction for labor negotiations with Downey Police Officers' Association.
3. Government Code Section 54957.6 - Conference with labor negotiator James McQueen, Human Resources Director re: direction for labor negotiations with Downey Firemen's Association.
4. Government Code Section 54957.6 - Conference with labor negotiator James McQueen, Human Resources Director re: direction for labor negotiations with Downey Fire Management Association.
RECONVENED SPECIAL CITY COUNCIL MEETING
Mayor Pacheco reconvened the Special City Council meeting at 6:36 p.m. with all Council Members present.
City Attorney Abich Garcia reported the Closed Session report as follows: In regards to Item No. 1, the City Council gave direction to staff; in regards to Item Nos. 2, 3, and 4, the City Council gave direction to its labor negotiator.
ADJOURNMENT
Mayor Pacheco adjourned the Special City Council meeting at 6:37 p.m.
