SPECIAL MEETING
APRIL 27, 2022
The City Council of the City of Downey held a Special City Council Meeting on April 27, 2022, at 3:06 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, with Mayor Pacheco presiding.

PUBLIC COMMENT ON CLOSED SESSION AGENDA ITEMS
Mayor Pacheco asked City Clerk Duarte if any written comments were received regarding Closed Session Items. City Clerk Duarte confirmed no written Public Comments were received. Mayor Pacheco asked if there was anyone present who would like to comment on Closed Session items.
Rodolfo Cortes Barragan, non-resident, commented regarding instability in the City and commented in favor of increased transparency and public participation. He stated desired and undesired qualities for the Interim City Manager and questioned the term the Interim City Manager would serve. He commented regarding the separation of City Manager Livas.
BC, resident, stated that he was unable to locate information regarding the items to be discussed at the Special City Council meeting. He requested information regarding the reasons for the separation of City Manager Livas and requested more leadership qualities from City Council. He commented regarding City policies and requested lower taxation and for regulation on businesses to be rolled back.
Lee Squire, resident, commented regarding the time of the Special City Council meeting and questioned why the item was not posted on the April 26 Regular City Council meeting agenda.
Juan Martinez, resident, commented regarding corruption. He stated desired and undesired qualities for the Interim City Manager. He commented regarding City Manager Livas's performance as City Manager and his separation from the City. He commented regarding staff departures from the City and potential litigation.
Having no one else, Mayor Pacheco closed public comment.
RECESSED TO CLOSED SESSION
Mayor Pacheco announced the City Council is recessing to Closed Session at 3:21 p.m. to discuss matters under the authority of the following sections of the Government Code:

RECONVENED SPECIAL CITY COUNCIL MEETING
Mayor Pacheco reconvened the Special City Council meeting at 4:48 p.m. with all Council Members present.
City Attorney Abich Garcia reported the Closed Session report as follows: In regards to Item No. 1, there was no reportable action.
ADJOURNMENT
Mayor Pacheco adjourned the Special City Council meeting at 4:49 p.m.
