2. Appropriate $300,000 from General Fund balance for the City Maintenance Yard Pavement Rehabilitation; and
3. Authorize Public Works Director/City Engineer

The City of Downey Maintenance Yard is located at 12324 Bellflower Boulevard, Downey CA 90242 as shown on the attached Project Location Map (Attachment A) and it houses the Publi*- Works Maintenance Services Division's streets, parks, buildings and facilities, and fleel maintenance services sections as well as the Fire Department's fleet maintenance section with a staff of approximately 60 full-time and part-time employees. The Maintenance Yard parking lot was last paved in 1961. The existing pavement at the Maintenance Yard is cracked with numerous surface failures and must be reconstructed.
Public Works staff has completed preparation of plans (Attachment B) and specifications for the rehabilitation of the existing asphalt pavement on City Maintenance Yard. A copy of ft; gpecifications is available for review in the Public Works Department. Approximately 50,0011, aquare feet of asphalt pavement will be reconstructed as part of this project.
The work consists of removal of existing asphalt pavement, grading and recompacting thn- subgrade, installation of 4 to 5 inches of asphalt pavement and restriping.

Since the City Council has awarded construction contracts to five different pavement contractors over the past 18 months and these contractors are currently working for the City of Downey, staff requested informal bids from these contractors. The informal bids ranged from $203,230 to $297,150 (Attachment C) and the results were as follows:

The lowest responsive and responsible bid in the amount of $203,230 was submitted by Gentry Brothers, Inc. of Irwindale, California. Staff recommends that the City Council award a construction contract in the amount of $203,230 to Gentry Brothers, Inc. for the City Maintenance Yard Pavement Rehabilitation.
Construction is anticipated to begin in June 2022 and be completed by August 2022. This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15301 (c), Existing Facilities.
