3. Authorize City Manager to execute any and all amendments to the agreement in form acceptable by the City Attorney.

The City of Downey has utilized outside firms to provide janitorial services to all City -owned buildings and facilities over the last 25 years. This includes providing janitorial services at 21 facilities in accordance with prescribed maintenance schedules. Generally, the work includes cleaning restrooms, restocking supplies, mopping and sweeping hard floors, vacuuming carpets, dusting, cleaning glass windows and doors, polishing furniture, emptying trash cans and cleaning counter tops.

More recently, from July 2017 to October 2020, janitorial services to City -owned facilities were provided by ABM Industry Group, LLC. ABM Industry Group's agreement initially expired on June 30, 2020, but was extended on a month -to -month basis until the end of October 2020.

Simultaneously, in June 2020, Public Works staff sent out a Request for Proposals (RFP) for Citywide janitorial services. In July 2020, nine proposals were received, reviewed evaluated. The top 3 firms, namely: Allied Universal Janitorial Services, J316 Builders ani Omni Clean Enterprise were invited to interviews. The results of the interviews and evaluations were as follows:

Miami
Subsequently, on November 10, 2020, the City Council approved a professional services agreement with J316 Builders in the amount of $345,463.92 annually. The initial term of th4 agreement was two years with an option to renew for an additional three one-year periods.

Almost two years of COVID-19 protocols have had a significant impact and financial strain on small businesses such as J316 Builders. With continually rising costs in labor, materials and supplies, in November 2021, J316 Builders approached Public Works staff and requested a $149,057 increase for a total annual contract amount of $494,520. At about the same time, staff has noticed a decrease in janitorial staffing levels and a noticeable drop in level of service. For these reasons, Public Works staff denied the request. Consequently, in February 2022, J316 Builders notified staff that the owners of the company have relocated out of state and J316 Builders will cease operations effective end of June 2022.

In order to continue providing uninterrupted janitorial services to all City facilities, staff reached out to the other two top ranked firms and requested revised proposals. Below are the results of the revised proposals.

Staff is recommending that the City Council approve a one-year agreement with Allied Universal Janitorial Services in the amount of $548,805.96 to provide janitorial services to all City facilities.

This will allow Public Works staff some time to develop and send out an RFP for janitorial services in the next few months in order to solicit more competitive bids.
