SUBJECT: RESOLUTION REGARDING MANDATED FIRE/LIFE SAFETY

INSPECTION COMPLIANCE

RECOMMENDATION
0 Passed in 2018, Senate Bill 1205 added Section 13146.4 to the Health and Safety Code requiring fire departments to report annually to their administering authority on its compliance with Sections 13146.2 and 13146.3 by resolution.

This compliance report details the number of fire/life safety inspections of Occupancy Type "R" (residential) and Occupancy Type "E" (education) that have been conducted within the jurisdiction relative to the number of occupancies that exist. Type R occupancies include hotels, motels, lodging houses, apartment houses greater than 4 units, and certain types of residential care facilities. Type E occupancies include public and private schools up to 12th grade, and home daycare facilities serving greater than 6 children.

The attached report represents inspections conducted within 12 months, as required by state law. During the prior fiscal year, Downey Fire Department personnel conducted inspections at 521 locations. This is a 14 percent decline compared to the past report.

The decline is due to the fact that the Fire Department has seen a dramatic incr- -a -•' plan reviews, construction projects and the number and severity of fires

within the City. As a result, inspection personnel have had to adjust inspection schedules to address unscheduled events.

Moving forward, the Fire Department intends to conduct the mandated inspections az quickly as possible. Prioritizing locations by their occupancy type and hazard potential, the remaining 97 inspections will be completed and a follow up report, demonstrating ful. compliance, can be shared with the City Councif desired.

There is no fiscal impact.
