Columbia Memorial Space Center
Opened in 2009, the Columbia Memorial Space Center (Space Center) is a cultural and historic resource for the City. The missions and hardware that were developed, made and, now, celebrated through the Space Center in Downey are cultural artifacts and are recognized as such, with the Smithsonian - a cultural institution — being an official affiliatc, of the Space Center. More locally, the culture of engineering and technology is embedded in the cultural identity of Downey (e.g. the rockets and atomic symbol in our City Seal).

Additionally, the Space Center is also considered a historical institution, preserving, presenting and interpreting the history of Downey and its people. Each of its exhibits, programs and events highlights this history.

The Space Center is currently in the design phase of the 2nd building expansion that will showcase the full-size Space Shuttle Mock Up — Inspiration.

For the FY 2022-2023 Budget, the City's General Fund Contribution to the Space Center is $1,310,000.

NASA/Vultee Building
On April 12, 2022, The City Council approved a Memorandum of Understanding with US VI Downey, LLC, to facilitate the transfer of the NASA/Vultee Building from the property owner — US VI Downey, LLC to the City of Downey. The NASA/Vultee Building was once one of the earliest aircraft manufacturing assembly facilities in the United States.

Once the transfer of the site is complete, the City plans to keep the historic building intact, and adaptively reuse it for "community -serving" purpose, specifically a business - academic incubator to leverage and spur the STEM resources and curriculum provided by the Columbia Memorial Space Center, and the Downey Unified School District, and tit further the science culture in Downey.

Bob's Big Boy
In 2007, the City facilitated complex negotiations with Bob's Big Boy Restaurant and developed an Owner Participation Agreement, where Bob's Big Boy Restaurant would restore, reconstruct and preserve the historical elements of the former Johnie's Broiler Restaurant site (a former community landmark) by way of sublease and a job creation program.

CREATION OF A DOWNEY ARTS AND CULTURE GRANT PROGRAM
The Arts and Culture Subcommittee is recommending the City Council approve the creation of a Downey Arts and Culture Grant Program.

As a note, the Los Angeles County Department of Arts and Culture offers a Community Impact Arts Grant program that Downey organizations or individuals are eligible to apply to. Awardees can receive up to $20,000 with a 1:1 cash match.

If the Downey City Council were to approve the creation of an Arts and Culture Grant program, staff can develop a recommended program for City Council consideration at an upcoming City Council meeting.

Assistance Program that is already allocated in the City's annual budget. However, if applicants are approved for funds greater than the Downey Civic Theater Financial Assistance Program budget, the difference would be absorbed by the City. Historically, each year, the Downey Symphony typically applies for $25,000 and the Downey Rose Float Association applies for $8,000. This leaves approximately $7,000 in the Downey Civic Theater Financial Assistance Program for other applicants.

With the approval of a Downey Arts and Culture Grant Program, funds for the program could impact the General Fund and/or the Arts in Public Places Fund.
