Notice regarding Public Comment: In order to ensure that non-English speakers receive the same opportunity to directly address the City Council, the City of Downey will continue to follow Government Code Section 54954.3(b)(2) and provide non-English speakers double the allotted time to make their public comments utilizing a translator during public meetings of the City Council. All other speakers will be given the allotted 3-minute speaking time for public hearing items and one 4-minute speaking time for agenda, consent calendar and non - agenda items established by the Downey Municipal Code. To request oral language interpretation at a City Council meeting contact the City Clerk's Office at (562) 904-7280, 48-hours in advance of the meeting.

PUBLIC COMMENT ON AGENDA, CONSENT CALENDAR AND NON -AGENDA ITEMS This portion provides an opportunity for the public to address the City Council on agenda, consent calendar and items not listed on the agenda within the jurisdiction of the City Council. It is requested, but not required, that you state your name, address and subject matter upon which you wish to speak. Please limit your comments to no more than four (4) minutes. The total public comment period is limited to 30 minutes. Pursuant to the Brown Act, no discussion or action, other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by the City Council/Agency on any issue brought forth under this section.

1. APPROVE MINUTES: Special Meeting of December 16, 2021; Regular Meetings of August 24, 2021; September 14, 2021; and, July 12, 2022: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. 361786 — 362283; Payroll Wire Numbers 30004259 & 30004263 — 30004266; EFT Nos. 11749 — 11800, and, Manual Wire Numbers 2283 — 2291, in the total amount of $6,937,460.80: Finance.
3. ACCEPT WORK FOR PELLET ST. AND RYERSON AVE. WATER SYSTEM IMPROVEMENTS; APPROVE FINAL CONSTRUCTION CONTRACT AMOUNT OF $572,285; AND, AUTHORIZE
THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO FILE THE NOTICE OF COMPLETION (CAPITAL IMPROVEMENT PROJECT NO. 19-03): Public Works.
4. ACCEPT WORK FOR 5T" ST. WATER SYSTEM IMPROVEMENTS; APPROVE FINAL CONSTRUCTION CONTRACT AMOUNT OF $1,080,995; AUTHORIZE TRANSFER OF $111,000 FROM WATER FUND CIP ACCOUNT NO. 51-1-8674 TO WATER FUND CIP ACCOUNT NO. 51- 1-8634; AND, AUTHORIZE THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO FILE THE NOTICE OF COMPLETION (CAPITAL IMPROVEMENT PROJECT NO. 21-15): Public Works.
5. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR CONSTRUCTION BIDS FOR THE FY 2022/23 ANNUAL MISCELLANEOUS CONCRETE REPAIRS (COUNCIL DISTRICT 4), AMERICANS WITH DISABILITIES ACT (ADA) AND MISCELLANEOUS IMPROVEMENTS (CITYWIDE), AND LAKEWOOD BLVD. 6. AUTHORIZE THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH
KEVIN ANDRUSS, MD FOR HIS SERVICE AS DOWNEY FIRE DEPARTMENT'S MEDICAL DIRECTOR: Fire.
7. APPROVE A GRANT AGREEMENT BETWEEN THE CITY OF DOWNEY AND ADVOCATES FOR HUMAN POTENTIAL, INC. TO ACCEPT AN AWARD OF $409,656 TO PROVIDE
BEHAVIORAL HEALTH MOBILE CRISIS AND NON -CRISIS SERVICES THAT CONSIST OF FUNDING FOR EQUIPMENT, CO -RESPONSE INTERVENTIONS AND TRAINING; AND, AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT: Police.
8. APPROVE THE MEMORANDUM OF AGREEMENT (MOA) WITH THE COUNTY OF LOS
ANGELES FOR THE CITY OF DOWNEY TO USE GRANT FUNDING TO PAY OVERTIME
