QUILL DRIVE INTERSECTION AND PROVIDE STAFF DIRECTION, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 21-07
That the City Council provide staff direction on whether or not to proceed with the trial implementation phase of a roundabout at the intersection of Rives Avenue and Quill Drive.
City staff received direction from the City Council to implement a roundabout at an intersection within the City in order to evaluate its effectiveness and for possible deployment at additional intersections in the City. The first step in the process was to conduct research on roundabouts to determine if they would be a viable intersection configuration and if they would improve traffic circulation and operations. Staff subsequently completed the research and provided a presentation to the City Council on June 9, 2020. Initially, staff recommended implementing a roundabout at the intersection of Brookshire Avenue and Cherokee Drive given that this intersection is currently controlled by STOP signs on each approach and experiences excessive delay and queuing during certain times of the day. After further evaluation of the Brookshire Avenue at Cherokee Drive intersection, however, it was discovered that there are certain right-of- way constraints which render it infeasible for roundabout implementation at this time.
Staff subsequently considered other intersections in the City similar in function, area and traffic volume as the Brookshire Avenue at Cherokee Drive intersection and ultimately selected the Rives Avenue at Quill Drive intersection. The Rives Avenue at Quill Drive intersection has more favorable geometrics and traffic volume distribution for a roundabout configuration and would impact fewer on -street parking spaces compared to the Brookshire Avenue and Cherokee Drive intersection. In addition, a roundabout at the Rives Avenue at Quill Drive intersection would help provide a traffic calming benefit on Rives Avenue. The location of the Rives Avenue at Quill Drive intersection is shown on Attachment A.
In order to gauge the performance and community acceptance of roundabout at the subject intersection, the City is proposing to conduct a trial phase of the roundabout implementation. The City is now ready to proceed with the trial implementation phase. If given direction through this City Council action to proceed, the trial will take place over an approximate 30-day period and will involve temporary placement of materials such as fabricated raised islands, delineators, pavement striping and markings and signage placed in a pattern as shown on Attachment B in

order to create a simulated roundabout at the intersection which would require traffic to move through the intersection in a counter -clockwise pattern with traffic entering the roundabout required to yield to traffic circulating within the roundabout. An evaluation of the roundabout's performance will be conducted as part of the trial by collecting certain data at the intersection such as number of stops, delay, approach and departure speeds, etc. both before and during the trial implementation phase so that the performance of the roundabout configuration can be compared to that of the intersection under its existing four-way STOP configuration. If the results of the trial prove favorable, then staff will recommend that the City proceed with final design of the permanent roundabout at the intersection followed by construction. Otherwise, staff will not proceed any further with the project. At the conclusion of the roundabout trial, the temporary Quality of Life, Infrastructure & Parks
