On February 22, 2022, the City Council approved plans and specifications (Attachment A) for Pellet Street and Ryerson Avenue Water System Improvements and granted authority to advertise for bids. On March 22, 2022, the City Council awarded a construction contract for this project to All Cities Engineering, Inc. in the amount of $513,085. Work commenced on May 25, 2022 and was completed on September 2, 2022.
The water improvements included abandoning of old and undersized water mains; installation of new 8-inch water main along Pellet Street from Ryerson Avenue to 500 feet easterly; installation of new 8-inch water main on Ryerson Avenue from Rio Flora Place south to the end of the cul- de-sac; installation of valves, fittings, and appurtenances; replacement of existing fire hydrants; installation of additional fire hydrants where adequate fire water protection is currently lacking; installation of new copper water service lines; and replacement of old water meters with new remote -read advanced water meters along the entire project limits to help improve water meter reading efficiencies.
During construction, additional work beyond the original scope of the project resulted in two contract change orders totaling $77,444 and a net decrease in contract quantities in the total amount of $18,244. The final construction contract amount was $572,285. The change order work included replacement of additional water service lines/meters, valves, fittings, and fire hydrants; and completion of associated asphalt and concrete work. The City also incurred

unanticipated contract inspection and material testing costs as a result of the City's Utilities Inspector leaving the City after the award of the project, but prior to the start of construction.
Such costs are provided in the Fiscal Impact section below.
All work plus change orders were completed in accordance with the approved project plans and specifications. Staff is recommending that the City Council accept the project as complete and authorize the Director of Public Works/City Engineer to file the Notice of Completion with the Los Angeles County Recorder's Office.
