Notice regarding Public Comment: In order to ensure that non-English speakers receive the same opportunity to directly address the City Council, the City of Downey will continue to follow Government Code Section 54954.3(b)(2) and provide limited English proficiency speakers double the allotted time to make their public comments utilizing a translator during public meetings of the City Council. All other speakers will be given the allotted 3-minute speaking time for public hearing items and one 4-minute speaking time for agenda, consent calendar and non -agenda items established by the Downey Municipal Code. To request oral language interpretation at a City Council meeting contact the City Clerk's Office at (562) 904-7280, 48-hours in advance of the meeting.

PUBLIC HEARINGS: None.
PUBLIC COMMENT ON AGENDA, CONSENT CALENDAR AND NON -AGENDA ITEMS This portion provides an opportunity for the public to address the City Council on agenda, consent calendar and items not listed on the agenda within the jurisdiction of the City Council. It is requested, but not required, that you state your name, address and subject matter upon which you wish to speak. Please limit your comments to no more than four (4) minutes. The total public comment period is limited to 30 minutes. Pursuant to the Brown Act, no discussion or action, other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by the City Council/Agency on any issue brought forth under this section.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a City Council Member requests an item be removed. Removed items will be considered following approval of the Consent Calendar.
1. APPROVE MINUTES: Regular Meeting of August 23, 2022: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. 362284 — 362564; Payroll Wire Nos. 30004268 — 30004271; EFT Nos. 11801 — 11833; and, Manual Wire Nos. 2292 — 2295, in the total amount of $5,589,129.51: Finance.
3. AUTHORIZE THE PURCHASE OF ADDITIONAL UNMANNED AERIAL SYSTEMS (DRONES),
AND AUTHORIZE THE POLICE DEPARTMENT TO UPDATE THE MILITARY EQUIPMENT POLICY AS REQUIRED PURSUANT TO ASSEMBLY BILL 481: Police.
4. AUTHORIZE THE FIRE CHIEF OR DESIGNEE TO EXECUTE AN AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR THE DISBURSEMENT OF THE 2021 STATE HOMELAND SECURITY (SHSP) GRANT FUNDS; ACCEPT AND APPROPRIATE $527,000 OF 2021 SHSGP FUNDS; AND, AUTHORIZE THE FIRE CHIEF OR DESIGNEE TO EXECUTE ANY AND ALL AMENDMENTS TO THE AGREEMENT AS DEEMED NECESSARY: Fire.
5. AUTHORIZE THE MAYOR TO APPROVE A REQUESTED RATE CHANGE FOR LEGAL
SERVICES BETWEEN THE CITY AND THE LAW FIRM, LAWRENCE, BEACH, ALLEN & CHOI PC: Finance.
6. AUTHORIZE THE CITY MANAGER TO EXECUTE MEMORANDUMS OF UNDERSTANDING
WITH LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY TO RECEIVE REIMBURSEMENT FOR THE CITY'S REPORTING OF FY 2018-2022 TRANSIT DATA
FOR SUBMISSION TO THE NATIONAL TRANSIT DATABASE THROUGH THE LACMTA'S CONSOLIDATED REPORT: Parks & Recreation.
7. RESOLUTION APPROVING THE CITY'S LOCAL ROAD SAFETY PLAN: Public Works.
ADOPT RESOLUTION NO. 22- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE CITY'S LOCAL ROAD SAFETY PLAN.
8. RESOLUTION ADOPTING A POLICY REGARDING COUNCILMEMBERS' REQUESTS FOR ITEMS TO BE PLACED ON CITY COUNCIL AGENDAS: Administration/City Attorney.

10. AUTHORIZE A STREET CLOSURE FOR THE CITY OF DOWNEY'S HAVANA NIGHTS EVENT SCHEDULED FOR OCTOBER 6, 2022 ON DOWNEY AVE. BETWEEN 2ND AND 4T" STREETS AND 3RD ST. BETWEEN NEW ST. AND U.S. BANK PARKING LOT: Parks & Recreation.
11. APPROVE THE APPOINTMENT OF 11 NOMINEES TO THE 2022-2023 DOWNEY YOUTH COMMISSION: Parks & Recreation.
4 12. APPROVE THE DONATION OF ONE GOLF FOURSOME AT THE RIO HONDO GOLF COURSE
AND THE SPONSORSHIP OF ONE TEE SIGN TO THE RANCHO LOS AMIGOS FOUNDATION'S FUNDRAISER GOLF TOURNAMENT ON OCTOBER 17, 2022: Council Member Frometa.

14. RECEIVE AND FILE REPORT AND PROVIDE DIRECTION TO STAFF FOR OPTIONS FOR
REGULATING THE PARKING, STOPPING, AND STANDING OF OVERSIZED VEHICLES (INCLUDING RECREATIONAL VEHICLES) ON PUBLIC STREETS AND HIGHWAYS: Police/City Prosecutor.
15. QUALIFICATION OF REFERENDUM PETITION REPEALING DOWNEY'S MUNICIPAL CODE SETTING A MINIMUM WAGE OF TWENTY-FIVE ($25.00) PER HOUR FOR QUALIFYING HEALTHCARE WORKERS WORKING IN THE CITY OF DOWNEY: City Clerk.
THAT THE CITY COUNCIL:
1. RECEIVE, FILE AND ACCEPT THE CERTIFICATE OF SUFFICIENCY OF REFERENDUM PETITION SIGNATURES AS VALID IN ALL RESPECTS.
2. RECONSIDER ORDINANCE 22-1485 AND SELECT ONE OF THE FOLLOWING OPTIONS:
1) DIRECT STAFF TO PREPARE A RESOLUTION TO SUBMIT ORDINANCE NO. 22-1485 TO THE DOWNEY VOTERS AT THE NEXT REGULAR MUNICIPAL ELECTION (NOVEMBER 5, 2024) OR A SPECIAL ELECTION (MARCH 7, 2023 OR NOVEMBER 7, 2023); OR,
2) DIRECT STAFF TO PREPARE AN ORDINANCE TO REPEAL ORDINANCE NO. 22-1485.
