Assembly Bill 481 (AB 481), codified in Government Code sections 7070 through 7075 requires a law enforcement agency to obtain approval from their governing body, via adoption of a 14military equipment" use policy by ordinance, prior t6the agency funding, acquiring, or using specific equipment deemed as "military." The Downey Police Department seeks to purchase three new unmanned aerial systems (drones) and add two drones presently in the Police Department's possession to the existing Military Equipment Policy (Downey Police Department Policy #706).
On June 28, 2022, the City Council enacted Ordinance 22-1484, approving the Police Department's Military Equipment Policy #706. The Police Department has drafted amendmen to the equipment listed in the policy to include adding four new drones, as well as updating th policy to include two drones already in the Police Department's possession. The additional drones provide redundancy and/or meet different operational needs of the Police Department including crime scene/accident mapping, interior building searches, large -area searches, and night-time searches. Acquiring this equipment is essential to keeping our officers and community safe through the use of technology, while operating in the most efficient manner possible. i
