In addition, any request made, and concurred with by at least one other member of the City Council, must be placed back on a future agenda as soon as reasonably practicable but not later than sixty (60) days from the request; if the matter cannot be placed on a future agenda within sixty (60) days, the City Manager is to provide an update at a City Council meeting. Additionally, if a request does not receive a required concurrence, the same request may not be renewed by the same member during the current election cycle.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING A POLICY REGARDING COUNCIL E E ' REQUESTS FOR
ITEMS TO BE PLACED ON CITY COUNCIL AGENDAS
WHEREAS, while the City of Downey addresses various matters related to City Council meetings within Article II of Chapter 1 of the Downey Municipal Code, no written policies have been adopted to address the means by which a member of the City Council may have a matter considered at a City Council meeting;
WHEREAS, because there is currently no written policy regarding this matter and in order to provide direction to current and future staff, at the September 13, 2022 regular City Council meeting, the City Council discussed the adoption of a policy to address placing matters on City Council agendas;
WHEREAS, at that meeting, the City Council directed staff to prepare a written policy to address Councilmembers' requests for placing matters on City Council agendas, based on their discussion and direction, and this policy memorializes that direction.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The above Recitals are true and correct and by this reference incorporated herein
SECTION 2. The City Council hereby adopts the following policy for placing matters on City Council agendas:
A. Requests for Placing Items on City Council Agendas.
1. -A request for an item to be placed on a City Council agenda shall be made during a noticed, open meeting of the City Council by any member of the City Councilor by the City Manager on behalf of one (1) or more members of the City Council
2. Any such request must receive the concurrence of at least (1) other ' member of the City Council in order to be placed on a future agenda.
3. The request may be made at any time during the noticed, open City Council meeting including, _ but not limited to, during -"CITY COUNCIL MEMBER ANNOUNCEMENTS;, REQUESTS FOR FUTURE AGENDAS ITEMS;
CONFERENCE/MEETING REPORTS."
4. Requests that are to be placed on a future meeting are to be done as soon as reasonably practical, as determined by the City Manager, but no later than sixty (60) days from the request and, if the matter cannot be placed on a future agenda within that timeframe, that an update be provided to the City Council by the City Manager at an open, noticed City Council meeting.
5. Requests that did not receive a concurrence pursuant to Section A(2) may not be renewed by the same member of the City Council during the current election cycle, meaning that the request may not be renewed again until after the next municipal election where the voters are voting on at least one open city council seat.

SECTION 3. If any • subsection, clause • phrase in this resolution or the application thereof to any person or circumstances is for any reason held invalid, the validity of the remainder of this resolution or the application of such provision to other persons or circumstances shall not be affected thereby.
