Subject: Council Meeting - Your Taco neighborhood problem and City Interim Positions.

Dear City Manager Mr. Scott:

The challenge is the taco business does not have adequate parking.(you might want to check with Jody that Parking ratios is my specialty) - I was instrumental at a moment in time concerning Sony Pictures on this issue.

This respectfully -if I believe your premises that they have wonderful tacos which transcend all tacos available anywhere int the region.

The REAL reason for inadequate parking may be because of the street re -configuration. NOT ONLY IS THEIR NO PARKING - THERE IS NO DRIVE THRU.

Should I make a trip to the business owner and tell him the elements of a "taking"? Why no mention of the Tinting Business Impacts? Again, Why no mention of the Tinting Business Impacts? Since when does the city find funding to Protect residents from successful businesses who have "special tacos", with "Unconventional experiments" IE barricades, but, they cannot engineer a private streets for a public purpose of proper drainage TO AN ILLEGITIMATE COUNTY STORM DRAIN! Can't someone take the initiative to re -locate this "successful business" on the basis of a public nuisance? Finally, please have Ms Laura Langer, interim city attorney, write a letter to explaining why and how the Interim city manager is the one to step forward to suggest hiring a head-hunter (League of California Cities) rather than an actual City Council Member. Surely you will pass a irresolution to fund the Recruiters fee? Where was the motion and second to put this item on the agenda for discussion?? Did you in fact actually resign?
Even though I cannot find fault with the performance of the interim city attorney, and, I would prefer to have a full time attorney directly accountable to the fine citizens of Downey, and, a permanent city manager,. I must wonder why these two positions are not under scrutiny for permanent status simultaneous.

Respectfully,
Charles Gerlach

I just received a notification of a change of waste collection companies from CalMet Services to Athen Services.

Apparently this happen back on 04/01/22. My question is if the city had the opportunity to evaluate this change for us? I understand that the city may be in some type of long term contract or may not have been able to be influential in their decision, but I am very satisfied with CalMet Services and when a change of company happens it may or may not put us in a better situation. I am just concerned that things may change for the worst and it will be best that the city does their own due diligence to be ready for any change in service or fees.

Perhaps this topic was already discussed in the past, if it was, I will suggest to place an announcement in the front areas of the city's website so the public can be easily informed. At this moment, within the area of the city's website that informs us residents of the waste collection company that is servicing us it is still referencing back to CalMet Services and points to their phone numbers and website. I will think that this now outdated.

Subject: Public Comment - Regarding Recall Council Member Hello! My name is Jang Lee. I lived in the City of Downey for 20 years and I had not participated any political matter until I heard of what happened in my city district - regarding my district council member, Catherine Alvarez. As I am expecting to live in this city until some major thing happen, 1 partake of the matter of recall since the first recall. As this matter is to come upto the city council meeting, there were many who supported regardless fo their political position because it is not a city member, but the matter of the leader of the city, who impact not myself, but also for my children and many others.

This recall election should be done as soon as possible without being delayed because this is what district 3 register voters wants. If Catherine Alarez is really concerning the city of Downey, it is better for her to resign at this time with sincere regret and applogy upon the members of the city of Downey.

Thank you.
