Since 2009, the City of Downey has operated the Columbia Memorial Space Center, a space museum and hands-on science learning center with a mission to ignite a community of creative and critical thinkers. Over the years, the Space Center has seen its annual attendance grow to nearly 100,000 people, becoming a key center of education and community engagement in the Los Angeles region through its renowned on -site and off -site programs, events and exhibits. Currently occupying a modern, architecturally significant facility, the City has an opportunity to expand the Space Center, allowing its building to keep pace with the growth of the organization and to strengthen the City's and Space Center's place as a major regional destination.

Serving as NASA's living tribute to the crew of the space shuttle Columbia, the Space Center is located where the Apollo and space shuttle spacecraft were designed and built.

The Space Center aims to be the most accessible STEM (Science, Technology,

throughout Southern California by reaching out to all of its communities with activities centered on critical thinking, creativity, technology and science.

The expansion of the Space Center will be part of an integrated masterplan for the future of the Space Center which will transform its part of Downey's Discovery Park where the Space Center is located into a unified community space meeting both the educational and social aspirations of the public.

The new multi -purpose exhibit and education building will be approximately 15,000 to 20,000 square feet and will consist of a flexible space that can accommodate gatherings of 300 guests and serve as an active learning area for hands-on STEM programming.

The main floor space will also be used to host 5,000 to 7,000 square feet of temporary or traveling exhibitions and showcase some of the Space Center's own unique collection of artifacts, including becoming home for the largest item in the collection, Inspiration.

Along with displaying Inspiration, the Space Center plans to highlight artifacts from WM"CM mom 2W#,Fr11rt1142 - - - - N
changeover of exhibit items, from small Mars rover models to space -flown Dragon capsules. Bridging the past and current space programs keeps science and engineering relevant to the young people of our community, inspiring the next generation of innovators and keeping Downey a hotbed of STEM activity, maintaining its nearly 100-year aerospace legacy.

In March 2020, the City of Downey secured a State of California General Fund grant in the amount of $5.8 million to fund a major renovation and expansion of the Columbia Memorial Space Center. The grant, administered by the California Natural Resources Agency was designated to be applied to a number of Space Center -related projects, including updating audio visual equipment and developing a 21st century manufacturing program in the current facility, while the bulk of the funds ($5 million) were to be used for a major expansion of the Space Center. The projects covered by the grant will significantly increase the capability and capacity of the Space Center to serve the public and fulfill its mission "to ignite a community of creative and critical thinkers."

These services include 200 hours of design staff time for -the development of exhibits during the preliminary conceptual design phase of the project. Thinkwell is the exhibit design consultant providing these services.

Over the past eight months, City staff has been working closely with LPA, Inc. in completing the site analysis and master planning, community outreach, space planning and preliminary conceptual design for the new Space Shuffle Exhibit and Education Building. During this process, the project design team developed some of the key elements of the site and new building, including:
* 29,000 gross square feet of pre-engineered steel building * 9,000 square feet of flexible gathering space/ground floor exhibit space * 6,000 square feet of mezzanine exhibit space
* Platform/deck leading to interactive space shuttle exhibit * Aircraft hangar door facing Columbia Way
* Glass curtain wall systems and glass roll -up doors
* 1,300 square feet of STEM classrooms
* 3,300 square feet of STEM courtyard
* 3,300 square feet of plaza along Columbia Way
* 3,1100 square feet of outdoor gathering space
With the larger building footprint, STEM facilities and site amenities incorporating th4 above design elements and factoring in contingencies and escalation, the total estimated construction cost significantly increased to approximately $12 million. Consequently, LPA, Inc.'s design fee increased corresponding by $385,000. More specifically, LPA, Inc. will provide the following additional architectural design services:

Amendment No.2 (Attachment B) will memorialize LPA, Inc.'s additional scope of services and corresponding additional fee in the amount of $385,000. LPA, Inc.'s revised contract amount is $782,000, which is approximately 6.5 percent of the revised construction budget. This is below the industry standard of 8 to 10 percent for architectural design services. Staff is recommending that the City Council approve Amendment No. 2 to the agreement with LPA, Inc.
