RESOLUTION APPROVING THE PLACEMENT OF TEMPORARY BARRICADES AT THE ENTRANCE OF K8AN3ANARAVENUE ATTHE INTERSECTION OFTELEGRAPH ROAD ONATEMPORARY BASIS NOVEK8BER1O.2O22
Following numerous complaints by neighbors, the City contacted the owners of the Tacos Don Goyo restaurant to seek their help in controlling the behavior of their customers. For whatever reason, that has not resulted in any noticeable improvement on the conditions. Residents have the Downey Police and Code Enforcement staffs. The impact of cut-thru traffic and commercial intrusion has so seriously affected the residential neighborhood that several residents are considering relocation.

Based on these concerns, City staff has developed a traffic diversion test that is intended t4 reduce the negative impacts without creating any significant impact on traffic flow. Staff is proposing to test the following:
• Place a barricade across Manzanar running from the south edge of the east -west alley that separates the commercial and residential properties. The barricade would extend from sidewalks on both sides of the street (see attached aerial map). • Designate the east -west alley as one-way for the segment running from Manzanar to the intersecting north -south alley.
• Install "Not A Thru Street" signage at the southbound turn onto Telegraph. Vehicles making that turn will be able to park in any available on -street spaces north of the barricade OR may turn eastbound into the one-way alley, which will give access to Lakewood. It is unlikely that drivers will use this as a short-cut because it will not prove to be quick.
• South of the barricade, Manzanar and Mel Dar residents will continue to have access from the south (Vista del Rosa). This will exist as a complete triangular loop.

Emergency and Public Works vehicles will have full access and very adequate turning capability.

Staff recommends testing this barricade diversion program in two phases, following adequate notice to all adjacent property owners:

Phase 1 — Phase 1 will involve barricading the street using water -filled barricades, leaving the sidewalks open. This phase will be studied for no less than 4-6 weeks because it takes that amount of time to see how traffic patterns and driver behavior will adjust and stabilize.

It is entirely possible that Phase 1 will not completely solve the residential intrusion problems, as customers may use the southerly access into the residential neighborhood. Nonetheless, staff recommends waiting 4-6 weeks to fully document the impacts before moving to Phase 2.

Phase 2 — If needed, Phase 2 would require closing off sidewalk pedestrian access between the commercial and residential neighborhoods. This would affect pedestrian and bicycle access, so those impacts would then need to be studied.

Staff has determined that this temporary barricade test program is exempt from CEQA under

Staff recommends adopting the attached resolution that spells out the City policy objectives that are the basis of the test program. The program is responsive to General Plan and Circulation Element objectives defined in detail in the resolution.

Staff recommends proceeding with this test program after first providing a two -week advance written notice to all adjacent property owners so that they have an opportunity to meet with staff to share any concerns. Staff would intend to include all parties of interest during the test period.

WHEREAS, California Vehicle Code section 21101(g), authorizes the City to set up Plan.

WHEREAS, California Vehicle Code section 21101 (e) also authorizes the City to adopt rules and regulations to temporarily close a portion of any street under its jurisdiction for local special events and other purposes when, in the opinion of the City or a public officer or employee that the City Council designates by resolution, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. Pursuant to California Vehicle Code section 21101 (g), placing temporary barriers on the entrance of Manzanar Ave. in the Subject Intersection, helps meets programs/goals 2.5.1.5 and 2.1.2.4 of the City's Circulation Element, which pertain to minimizing parking demand spillover onto adjacent streets and properties, and to promote site deigns and street patterns that discourage the use of local streets as through routes respectively, by diverting commercial traffic away from residential streets by diverting commercial traffic away from residential streets. As described in the Circulation Element of the General Plan, Telegraph Rd. is a major arterial street in the City that is designed to handle a high magnitude of traffic. Whereas, Manzanar Ave. is a "collector" street designed to provide access to arterial roads, and is not intended to be used as through routes to travel through the City, but rather to collect traffic from local streets to be distributed to arterial roads. Given the existing condition of these adjacent permitted use types, the Circulation Element of the General Plan envisions that arterials are better equipped to handle commercial traffic and residential traffic is more appropriate for collector streets. The existing traffic patterns are creating a situation that is detrimental and impactful to the residential neighborhood and this test will help confirm that another traffic pattern can better implement the Circulation Element of the General Plan. The proposed test retains commercial access to the alley, which is important to circulation envisioned in the General Plan for the commercial uses accessing the arterial streets.

SECTION 2. Pursuant to California Vehicle Code Section 21101 (e), the temporary Ave. in the Sub-'ect Intersection is necessa-A for the safeto and protection of persons who are to use that portion of the street during the temporary closure as the City studies the efficacy of the temporary barricades in diverting commercial traffic away from residential streets thereby deterring the negative impacts associated with the presence of commercial traffic in residential streets. By temporarily blocking the entrance to the intersection, the City can more safely study and test the circulation and determine how best to implement the Circulation Element of the General Plan.

SECTIOW . The City Manager, or designee, is authorized to temporarily block the entrance of Manzanar Avenue in the intersection of Telegraph Road and Manzanar Avenue ("Subject Intersection") in the City of Downey ("City"). To effectuate the closure, temporary barricades may be placed at the entrance of Manzanar Ave. as depicted in Exhibit "A" attached hereto and incorporated by reference. streets, sidewalks, gutters bicycle and pedestrian trials and similar facilities. Finally, the placement of the barricades is a temporary measure intended as a "test" and as the barricades can be removed, there is no possibility that the closure will have a permanent effect on the e-tvironme-tt.

SECTION 5. Severability. If any section, subsection, sentence, clause, phrase or word of this Resolution is found to be unconstitutional or otherwise invalid by any court of competent jurisdiction, such decision shall not affect the remaining provisions of this Resolution. 11; 11,11111`4 91`101111
