CITY COUNCIL OF THE CITY OF DOWNEY
REGULAR MEETING
OCTOBER 25, 2022
The City Council of the City of Downey held a Regular City Council Meeting on October 25, 2022, at 5:33 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, with Mayor Pacheco presiding.
PRESENT: Council Members:

ALSO PRESENT: Mark Scott, Interim City Attorney
Lauren Langer, Interim City Attorney
James McQueen, Human Resources Director
Vaniah De Rojas, Interim Assistant City Manager
Alicia Duarte, CMC, City Clerk
PUBLIC COMMENT ON CLOSED SESSION AGENDA ITEMS
Mayor Pacheco asked City Clerk Duarte if any written Public Comments were received regarding Closed Session Items. City Clerk Duarte confirmed no written Public Comments were received. Mayor Pacheco asked if there was anyone present who would like to comment on Closed Session Items.
Armando Herman, non-resident, commented regarding Item Nos. 1, 2, and 3 and public safety.
Tony, non-resident, commented off-topic and regarding Item No. 3.
Having no one else, Mayor Pacheco closed public comment on Closed Session Items.
RECESSED TO CLOSED SESSION
Mayor Pacheco announced the City Council is recessing to Closed Session at 5:43 p.m. to discuss matters under the authority of the following sections of the Government Code:
1. Government Code Section 54957.6 - Conference with labor negotiator James McQueen re:
direction for labor negotiations with Downey City Employees’ Association – Miscellaneous Unit.
2. Government Code Section 54957.6 - Conference with labor negotiator James McQueen re:
direction for labor negotiations with Downey City Employees’ Association – Maintenance Unit.
3. Government Code Section 54957.6 - Conference with labor negotiator James McQueen re:
direction for labor negotiations with Downey Public Safety Auxiliary Association.

RECONVENED REGULAR CITY COUNCIL MEETING
Mayor Pacheco reconvened the Regular City Council meeting at 6:34 p.m. with all Council Members present.
Interim City Attorney Langer reported the Closed Session report as follows: In regards to Item Nos. 1, 2, and 3, the City Council discussed direction for labor negotiation and took no reportable action.
ADJOURNMENT
Mayor Pacheco adjourned the Regular City Council meeting at 6:34 p.m.
