SPECIAL MEETING
JANUARY 12 – 13, 2023
The City Council of the City of Downey held a Special City Council Meeting on January 12, 2023, at 12:35 p.m., in the Council Chambers of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Frometa presiding.
PRESENT: Council Members:
Claudia M. Frometa Mayor
Mario Trujillo Mayor Pro Tem
Vacant Council Member, District 1
Catherine Alvarez Council Member
Hector Sosa Council Member
ALSO PRESENT: Mark Scott, Interim City Manager
Lauren Langer, Interim City Attorney
Vaniah De Rojas, Interim Assistant City Manager
James McQueen, Human Resources Director
M. Alicia Duarte, CMC, City Clerk
PUBLIC COMMENT ON CLOSED SESSION AGENDA ITEMS
Mayor Frometa asked City Clerk Duarte if any written public comments were received regarding Closed Session Items. City Clerk Duarte confirmed one written public comment was received.
BC, resident, commented regarding the scheduling of the Council meeting.
Mayor Frometa asked if there was anyone present who would like to comment on Closed Session Items.
Lee Squire, resident, commented regarding announcement of the Special City Council meeting, transparency, selection of the City Manager, and the fiduciary duty of the position.
Having no one else, Mayor Frometa closed public comment.
RECESSED TO CLOSED SESSION
Mayor Frometa announced the City Council is recessing to Closed Session at 12:39 p.m. on Thursday January 12, 2023 to discuss matters under the authority of the following sections of the Government Code:
1. Public Employee Appointment/Interviews/Discussion: Government Code Section 54957 - Title: City Manager.
The City Council ended the Closed Session at 3:59 p.m. on Thursday, January 12, 2023.

RECONVENE CITY COUNCIL MEETING
Mayor Frometa reconvened the City Council meeting at 11:44 a.m. on Friday, January 13, 2023 with all Council Members present. She announced the City Council ended Closed Session at 3:59 p.m. on January 12.
RECESSED TO CLOSED SESSION
Mayor Frometa announced the City Council is recessing to Day Two of Closed Session at 11:45 a.m. to discuss matters under the authority of the following sections of the Government Code:
1. Public Employee Appointment/Interviews/Discussion: Government Code Section 54957 - Title: City Manager.
RECONVENE CITY COUNCIL MEETING
Mayor Frometa reconvened the City Council meeting at 1:29 p.m. with all Council Members present.
Interim City Attorney Langer reported the Closed Session report as follows: In regards to Item No. 1, the City Council discussed the appointment, interview, and City Manager position and took no reportable action.
ADJOURNMENT
Mayor Frometa adjourned the Special City Council meeting on January 13, 2023 at 1:30 p.m.
