SPECIAL MEETING
JANUARY 26, 2023
The City Council of the City of Downey held a Special City Council Meeting on January 26, 2023, at 6:35 p.m., in the Council Chambers of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Frometa presiding.

The Invocation was delivered by former Mayor Rick Rodriguez. The Pledge of Allegiance was led by Chief Hurlock.
1. WELCOME: Mayor Frometa
Mayor Frometa welcomed the audience to the Special City Council meeting. She acknowledged former Mayors and Council Members, Assembly Member Pacheco, Cerritos College Trustee Mariana Pacheco, and Downey Chamber of Commerce President Carmen Gonzalez in attendance.
2. ADMINISTRATION OF THE OATH OF OFFICE TO NEWLY-APPOINTED DISTRICT 1 COUNCIL
MEMBER TIMOTHY HORN
Former Mayor Rick Rodriguez administered the Oath of Office to newly-appointed Council Member Timothy Horn, District 1.
3. COUNCIL MEMBER HORN’S INCOMING COMMENTS
Council Member Horn thanked the audience for attending the Special City Council meeting. He stated he is taking the office fully prepared and has started working in the community. He noted members of the public have contacted him and encouraged the public to contact him with suggestions for District 1 or the City as a whole.
PUBLIC COMMENT ON SPECIAL MEETING AGENDA ITEMS
Mayor Frometa asked City Clerk Duarte if any written public comments were received regarding Special Meeting Agenda Items. City Clerk Duarte confirmed no written public comments were received.
Mayor Frometa asked if there was anyone present who would like to comment regarding Special Council Meeting Agenda items.

Brian Heyman, resident, congratulated Council Member Horn on his appointment.
BC, resident, commented regarding Council Members and the need to fill the Council District 1 seat by election.
Lee Squire resident, commented regarding transparency, fiduciary duties, Council Member Horn’s stance regarding civil rights, National Law Enforcement Appreciation Day, and Veterans.
Having no one else, Mayor Frometa closed public comment.
ADJOURNMENT
Mayor Frometa adjourned the Special City Council Meeting at 6:51 p.m.
