FEBRUARY 14, 2023
The City Council of the City of Downey held a Special City Council Meeting on February 14, 2023 at 4:31 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Frometa presiding.

Mayor Frometa asked City Clerk Duarte if any written comments were received regarding Closed Session Items. City Clerk Duarte confirmed no written public comments were received. Mayor Frometa asked if there was anyone present who would like to comment on Closed Session Items.
Lee Squire, resident, commented regarding Item No. 4 and public records.
Armando Herman, non-resident, commented regarding Item Nos. 1 and 2.
Having no one else, Mayor Frometa closed public comment.
APPROVED CLOSED SESSION MINUTES
It was moved by Mayor Pro Tern Trujillo, seconded by Mayor Frometa, and carried 3-0, with Council Member Alvarez absent and Council Member Horn abstaining, to approve the Closed Session Minutes of December 12, 2022 and January 12-13, 2023.
RECESSED TO CLOSED SESSION
Mayor Frometa announced the City Council is recessing to Closed Session at 4:41 p.m. to discuss matters under the authority of the following sections of the Government Code:
Government Code Section 54956.95 — Liability Claim: Michael Galindo v. City of Downey, Worker's Compensation Claim No.: 20-148576; WCAB NO.: ADJ13514492; Agency claimed against: City of Downey.

RECONVENED SPECIAL CITY COUNCIL MEETING
Mayor Frometa reconvened the Special City Council meeting at 6:29 p.m. with Council Member Alvarez absent.
Interim City Attorney Langer reported the Closed Session report as follows: In regards to Item Nos. 1 and 2, no reportable action was taken; in regards to Item No. 3, no reportable action was taken; in regards to Item No. 4, no reportable action was taken; in regards to Item No. 5, no reportable action was taken; and, in regards to Item No. 6, no reportable action was taken. She stated for Item Nos. 5 and 6, Mayor Pro Tern Trujillo had a conflict of interest and left the room.
ADJOURNMENT
Mayor Frometa adjourned the Special City Council meeting at 6:32 p.m.
