CITY COUNCIL OF THE CITY OF DOWNEY
REGULAR MEETING – CLOSED SESSION
APRIL 11, 2023
The City Council of the City of Downey held a Regular City Council Meeting – Closed Session on April 11, 2023 at 5:33 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Frometa presiding.

PUBLIC COMMENT ON CLOSED SESSION AGENDA ITEMS
Mayor Frometa asked City Clerk Duarte if any written public comments were received regarding Closed Session Items. City Clerk Duarte confirmed no written public comments were received. Mayor Frometa asked if there was anyone present who would like to comment on Closed Session Items.
BC, resident, commented regarding desired attributes for the positions of Finance Director and Director of Public Works.
It was moved by Mayor Frometa, seconded by Council Member Sosa, and carried 4-0, to close public comment.
APPROVED CLOSED SESSION MINUTES
It was moved by Council Member Sosa, seconded by Council Member Horn, and carried 4-0, to approve the Closed Session Minutes of the Special Meeting of March 14, 2023 and the Regular Meeting of March 14, 2023.
RECESSED TO CLOSED SESSION – CLOSED SESSION
Mayor Frometa announced the City Council is recessing to Closed Session at 5:38 p.m. to discuss matters under the authority of the following sections of the Government Code:
1. Government Code Section 54957 – Public Employee Appointment: Finance Director.
2. Government Code Section 54957 – Public Employee Appointment: Director of Public Works.
3. Government Code Section 54956.8 – Conference with City of Downey Real Property Negotiator:

Property at Assessor Parcel Number 6256-009-024, Negotiating Party: B&F World Investment LLC, a California limited liability company. Under Negotiation: Price and Terms of Payment.
RECONVENED REGULAR CITY COUNCIL MEETING
Mayor Frometa reconvened the Regular City Council Closed Session meeting at 6:36 p.m.
City Manager Bradley reported the Closed Session report as follows: In regards to Item No. 1, he announced the City Council’s ratification of his appointment of Stephen Hannah as Finance Director; and, in regards to Item No. 2, he announced the City Council’s ratification of his appointment of Matthew Baumgardner as Director of Public Works. Interim Assistant City Attorney Crosthwaite reported: in regards to Item No. 3, no reportable action was taken.
ADJOURNMENT
Mayor Frometa adjourned the Regular City Council Closed Session meeting at 6:38 p.m.
