SUBJECT: POTENTIAL GATEWAY SIGN IN DOWNTOWN

EXECUTIVE SUMMARY
The City Council will discuss and provide staff direction regarding the addition of an archway Gateway Sign in Downtown Downey. At the April 1 1, 2023 City Council meeting, the City Council directed staff to research the cost associated with the installation of an archway Gateway Sign in Downtown Downey to attract visitors and better identify the Downtown Downey area.

RECOMMENDATION
That the City Counci
Provide direction to staff on whether to move forward with a proposed Gateway Sign in the Downtown as discussed in this report.

BACKGROUND
The Downey Downtown Specific Plan discusses the importance of way-finding signage in the downtown as a way to brand Downtown while also assisting people seeking their way to and from Downtown businesses, resources, and amenities. Gateway elements as part of an overall branding program, are important as they can create a sense of entry and boundary to the Downtown area.

Within the Design Element of the Downey General Plan, there is reference to providing banners and other signage to create a sense of “entry” into the City or a certain part of the City, such as the Downtown area. Further, General Plan Policies 8.3.2, 8.3.2.1, and

8.3.2.4 describe a need to promote City-initiated streetscape enhancement projects, including attractive street furniture and fixtures, and develop entrance marker signs at the City boundary and at major arterials

The City has been implementing these policies over the years as evident through its monument signs located at the various entries to the City (i.e, Firestone Blvd. and Imperial Hwy. at both the east and west entrances to the City), the entry marker monument signs in Downtown Downey, and public parking signage throughout the downtown

ANALYSIS
As directed by the City Council at its April 11, 2023 meeting, staff contacted Graphic Solutions, a sign company that had previously provided services to the City, to resurrect a preliminary estimate for a gateway sign over Downey Avenue in the Downtown area As shown in the attached preliminary proposal, Graphic Solutions offers their design related services for $25,000. They estimate construction costs of an archway sign as shown in Attachment A at $350,000. The preliminary construction cost for the sign is for fabrication and installation only. It does not consider any unforeseen costs related to additional work that may result from the need to re-route utilities or impacts to street furniture/improvements. A more detailed cost estimate would be generated after a more thorough investigation is conducted
While a gateway sign over Downey Avenue, such as that shown in Attachment A, would provide for an aesthetic entryway into this portion of Downtown, the attached graphic may or may not be the style and type of sign that the City Council and/or community desire If the City Council desires to move forward with a gateway sign in the Downtown, then staff seeks direction from the City Council on the following alternatives

1. The City enter into contract with Graphic Solutions at an estimated cost of $25,000 to prepare the necessary documents to finalize the design of the Gateway Arch over Downey Avenue as depicted in Attachment A.
a. Should the Council wish to proceed with this option, staff would bring said contract to the City Council for future consideration. Additionally, a construction contract, estimated at a minimum of $350,000, would also be brought back to City Council for future consideration; or,

2. Direct staff to procure additional quotes for design costs from other design/sign consultants, for a different design and/or style of gateway sign; Additionally, a construction contract, would also be brought back to City Council for future consideration, and once a new design and/or style of gateway sign is finalized
