To The Downey City Council
I am a longtime Downey resident and lam concerned asa preferential parking street resident at the counciI's recent changes to aIIowing non home owners and residents the right to parking on any street where're they do not live. While my family and neighborhood are encouraged that you are finally address ingthe large parking problems of the city of Downey, my preferential parking street neighborhood fought long and hard to clean our now more peaceful and beautiful neighborhood from the trashing, neighborhood early morning loud music until 3:00am, stranger infested LEWD ACT and neighborhood casing activities which have disappeared since my neighborhood has become a preferential parking neighborhood.
My neighborhood is now safe enough so that we can walkaroundthe blocks until early sunset.
When you allow the surrounding communityto park in a homeowner, taxpaying neighborhood which THEY DO NOT live and reside within thatspecificstreet —just by calling it preferential parking district; then you leave the city of Downey with no wayto solve residential parking problems and reverting back to step one resolution methods fora problem which city of Down once established.

Subject: RE: Questions about parking issues
In case these questions haven't been included, here are mine: how does the city plan to address the lack of parking? I've brought this up multiple times over the years with past and current city council members, and to date, I still haven't heard any reasonable responses except for "we're looking into it" or "we're working on it" and still nothing has been done.
I live on Stewart and Gray and Lakewood, and the parking here has been horrible for many years, and most of the time when I get home from work around 8pm, there is no parking at all and I end up taking a risk by parking in the alleyway behind my house, as well as many of my other neighbors.
Why is it a risk? As you know, it's illegal to park in the alleyway, so we risk getting a ticket by parking enforcement, and unfortunately, many of us have received those parking tickets. My question is, what are your plans to solve the lack of parking in my area? What ideas have been proposed? What ideas are being looked into? What is the timeframe until said ideas will be implemented?

Subject: I am against removing Preferential parking
Hi my name is Ruben Salazar I am currently living on a preferential parking street in Downey. I want it to remain like it is.
I am a home owner and taxpayer and I should have first right to park in front of my home.
We live on street that is one street over from where there are Condominiums.
I know that before we had preferential parking we had to deal with all of the following issues below:
- Parking across your driveway and blocking your driveway making vey difficult to get your car in and out.
- Non resident vehicles parking for more than 72 hours, sometimes for weeks. - Non resident vehicles would come and drop off 3-4 vehicles at a time. Then those vehicles would be picked up and replaced with 4 more, which would take their place. - Non resident vehicles would be dropped off and LA shuttle picking them up for the airport leaving their vehicle for weeks on end.
- The displacement of resident trash cans and being put on the curb , so that these non resident vehicles could park in their place, and never being put back when they left, only to be missed by the Trash truck the next morning.
-Non resident vehicles parked across handicap sideway entrances and fire hydrants. - Non resident stolen vehicles being left on our street. - Non residents, eating, drinking, and playing loud music till 3 am in the morning then dumping trash and drug paraphernalia.
- Non residents dumping condoms, needles, refers , beer bottles, and fast food trash on resident lawns.
- Residents that work late, come home late and would find no place to park their car. - Resident vehicles being broken into.
- Due to increased home robberies and thefts, property owners are more suspicious about non resident vehicles parked in their neighborhood, thus leading to confrontations between the nonresident vehicle occupants and property owners.
- Non residents making excessive noise when they park, with car doors slamming, loud exhausts from their vehicles and including arguing and fighting in the the street in the early morning hours between the hours of 12 am - 4 am .
- Non resident vehicle parking has prevented the opportunity for property owners to have their street cleaned and swept because of all the non-resident vehicles parked their.
Removing preferential parking would not only bring all these problems back, but also bring the homeless people that have vehicles into our streets making the problems worst than ever. I know that we have near by streets where there are a few cars and RVs of homeless people living out of their vehicles.
Thank you for you consideration
