SUBJECT: ACCEPTANCE OF WORK FOR THE 3RD STREET WATER SYSTEM IMPROVEMENTS, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 22-13
EXECUTIVE SUMMARY
The City Council will consider accepting the work for the 3rd Street Water System Improvements, CIP No. 22-13; approving Williams Pipeline Contractors, Inc.’s final construction contract amount of $1,815,085; and authorizing the Public Works Director/City Engineer to file a Notice of Completion with the Los Angeles County Recorder’s office. The 3rd Street Water System Improvements project has been completed in accordance with the approved plans and specifications, and staff recommends that the City Council accept the project as complete.
RECOMMENDATION
That the City Council:
1.Accept the work for the 3rd Street Water System Improvements, CIP No. 22-13;
2. Approve the final construction contract amount of $1,815,085; and
3. Authorize the Director of Public Works/City Engineer to file a Notice of Completion with the Los Angeles County Recorder’s office, indicating the work is complete and has been accepted by the City.
BACKGROUND
On December 8, 2022, the City Council approved plans (Attachment A) and specifications for the 3rd Street Water System Improvements and granted authority to advertise for construction bids. On January 24, 2023, the City Council awarded a construction contract in the amount of $1,598,700 to Williams Pipeline Contractors, Inc. On February 1, 2023, work commenced and was completed on June 23, 2023.

2 ANALYSIS
The project included installation of new 8-inch water mains along 3rd Street from Paramount Boulevard to Myrtle Street and La Reina Avenue to Civic Center Drive. Additionally, the project scope included the installation of valves, fittings, and appurtenances, the replacement of existing fire hydrants, installation of additional fire hydrants where adequate fire water protection was lacking, installation of new copper water service lines, and the replacement of old water meters with new remote-read advanced water meters along the entire project limits to help improve water meter reading efficiencies.
In addition, two change orders totaling $233,785 were approved for: replacement of additional water valves and fire hydrants; installation of additional water service lines, meters, fittings, and air release valves; installation of an additional water main along La Reina Avenue between 3rd Street and 4th Street due to the deteriorated condition of the existing water main encountered during construction; provision of portable restrooms to alleviate hardship to affected water customers during water shutdowns; and installation of additional water main, valves, fittings, and lateral pipe due to varying field conditions. The final construction contract amount was $1,815,085.
The 3rd Street Water System Improvements project has been completed in accordance with the approved plans and specifications and staff recommends that the City Council accept the project as complete and authorize the Director of Public Works/City Engineer to file the Notice of Completion with the Los Angeles County Recorder’s Office. Complete resurfacing of 3rd Street pavement from Paramount Boulevard to Civic Center Drive will follow shortly after project acceptance under a separate construction contract.

The final cost of the construction contract, including original contract amount, net decrease in contract quantities, and two change orders is $1,815,085. The total project cost is $2,038,640 broken down as follows:
