TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL

FROM: OFFICE OF THE CITY MANAGER
BY: MATT BAUMGARDNER, P.E., DIRECTOR OF PUBLIC WORKS/CITY

ENGINEER

DATE: JULY 25, 2023

SUBJECT: CONSTRUCTION CONTRACT FOR THE 3RD STREET PAVEMENT REHABILITATION PROJECT, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 22-04

EXECUTIVE SUMMARY

The City Council will consider awarding a contract to Sequel Contractors, Inc. in the amount of $728,626 for the construction of the 3rd Street Pavement Rehabilitation Project, Capital Improvement Project (CIP) No. 22-04. The proposed pavement rehabilitation improvements would occur on 3rd Street from Paramount Boulevard to Civic Center Drive and are necessary due to the pavement's deteriorated condition along this street.

RECOMMENDATION

That the City Council:

1. Award a contract to Sequel Contractors, Inc. in the amount of $728,626 for the construction of the 3rd Street Pavement Rehabilitation Project, Capital Improvement Project (CIP) No. 22-04;

2. Approve the transfer of $236,000 from Measure M Bond funds, CIP Account No. 58-1-6877, to Measure M Bond funds, CIP Account No. 58-1-6823; and

3. Authorize the City Manager, or his designee, to execute any change orders or additional scope of work for this project up to the approved project budget of $960,245.

BACKGROUND

The City’s Pavement Management Program (PMP) is the primary tool to prioritize street pavement rehabilitation projects throughout the City. The City’s PMP evaluates, ranks, and prioritizes each City street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, and other field observations. Street segments earmarked for improvements are identified as priorities based on the pavement condition for the given street segment relative to the pavement condition of other street segments throughout the City.

CITY MANAGER

CIP NO. 22-04 – 3RD STREET PAVEMENT REHABILITATION PROJECT JULY 25, 2023
PAGE 2

The street segments identified as priorities for improvement are either in a state of minor deterioration, in which case they can be inexpensively repaired with minor maintenance methods such as resurfacing or slurry seal, or the street is in a higher state of disrepair beyond what ordinarily could be handled through routine street maintenance practices .

And as such, it must be rehabilitated or reconstructed. Conducting pavement rehabilitation on such street segments will raise the condition of the pavement to an acceptable standard and extend the infrastructure's life by 20 years.

The asphalt pavement on 3rd Street from Paramount Boulevard to Civic Center Drive has deteriorated, is in a state of disrepair, and must be rehabilitated. In addition, water system infrastructure improvements along 3rd Street from Paramount Boulevard to Civic Center Drive were recently completed in advance of the pavement rehabilitation work. The project limits are shown on the Project Location Map (Attachment A).

ANALYSIS

On May 9, 2023, the City Council approved plans and specifications and granted authority to advertise the subject project for bids (Attachment B). A copy of the project specifications is available for public review in the Public Works Department.

Approximately 2,500 linear feet of asphalt pavement will be rehabilitated as part of this project. The proposed pavement rehabilitation work includes removing existing asphalt pavement, placing asphalt pavement base course and rubberized asphalt cap, adjustment of various utility manhole and valve box covers to grade, and striping and installation of pavement markings. In addition, uplifted, damaged, or non-standard curbs, gutters, cross gutters, sidewalks, driveway approaches, and curb access ramps will be replaced to comply with the latest Americans with Disabilities Act (ADA) requirements.

The project was advertised in the Downey Patriot on June 15, 2023, and June 22, 2023, and published in various trade publications. On July 6, 2023, the City Clerk received and publicly opened six bids ranging from $728,626 to $888,000. The bid results were as follows:

CONTRACTOR LOCATION BID AMOUNT
Sequel Contractors, Inc. Santa Fe Springs $728,626
