The Los Angeles Centers for Alcohol and Drug Abuse (L.A. CADA) has held PRIDE events within the City of Downey over the last two years. In 2021, the agency hosted the Downey Pride Family Picnic at Furman Park on Saturday, August 7, 2021 from 12.00 p.m. — 4:00 p.m. In 2022, it hosted two PRIDE events over the course of a weekend. On Friday, August 12, 2022 from 5:00 p.m. -10:00 p.m., it held a PRIDE Sunset Festival on Downey Avenue, and on the following day, held a PRIDE Family Picnic at Furman Park from 12.00 p.m. — 6.00 p.m. The 2022 events were presented to and approved by the City Council at the August 9, 2022 City Council meeting along with providing a $25,000 donation. The proposed 2023 PRIDE Festival street closure will be similar to the street closure approved for the 2022 festival event.

At the May 23, 2023 City Council meeting, representatives from L.A. CADA requested that a donation be made to the 2023 L.A. CADA PRIDE Festival event in addition to the approval of the following requested items:
1. Permission to close down Downey Avenue on Saturday, August 26, 2023, from 10 am — 2 am.,
2. Assistance from the City to notify all businesses about the street closure,
3. Street closure using City vehicles and barriers;
4. Use of City's mobile stage, sound system, and an engineer;
5. Staff time for event organization (both during the planning phase and on the day of the event);
6. Police coverage, which includes 4 Officers for a total of 27 staff hours;
7. City fees to be waived; and lastly
8. For the City to promote the event on the City website, theatre, and social media platforms.
The City Council did not authorize a donation to the event as a Community Based Organization grant program was included as part of the FY 2023-2024 Budget, and non- profits organizations such as L.A. CADA are encouraged to apply. Additionally, the City Council approved requested items #4 and #7, but directed staff to determine the cost of staff time and other specific fees for the remaining requested items, and to return to the City Council with the information for further City Council discussion.
Staff returned to the June 27, 2023 City Council meeting with additional information regarding estimated City fees and labor costs. The City Council requested to continue the item to the next City Council meeting to allow the City Council to review the L.A. CADA street closure application in conjunction with the request of waiving City fees as this will provide a better understanding of the event layout and details, and actual City related costs as opposed to estimated costs.
