REGULAR MEETING – CLOSED SESSION
JULY 25, 2023
The City Council of the City of Downey held a Regular City Council Meeting – Closed Session on July 25, 2023 at 5:37 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Frometa presiding.
PRESENT: Council Members:

ALSO PRESENT: Roger Bradley, City Manager

PUBLIC COMMENT ON CLOSED SESSION AGENDA ITEMS
Mayor Frometa asked City Clerk Duarte if any written public comments were received regarding Closed Session Items. City Clerk Duarte confirmed no written public comments were received. Mayor Frometa asked if there was anyone present who would like to comment on Closed Session Items.
Having no one, Mayor Frometa closed public comment.
APPROVED CLOSED SESSION MINUTES
It was moved by Mayor Frometa, seconded by Council Member Sosa, and carried 3-0, with Mayor Pro Tem Trujillo absent, to approve the Closed Session Minutes of the Regular Council Meeting of June 27, 2023.
RECESSED TO CLOSED SESSION
Mayor Frometa announced the City Council is recessing to Closed Session at 5:40 p.m. to discuss matters under the authority of the following sections of the Government Code:
1. Government Code Section 54956.8 – Conference with City of Downey Real Property Negotiators:
City Manager Roger Bradley and Assistant City Manager Vaniah De Rojas Re: Property at 12214 Lakewood Blvd. Downey, CA 90242; Negotiating Parties: Northwood Retail, LLC.; Under Negotiation: Price and Terms of payment.
2. Government Code Section 54957.6 - Conference with labor negotiator James McQueen, Director of Human Resources re: direction for labor negotiations with Downey City Employees’ Association- Maintenance Unit.
3. Government Code Section 54956.95 - Liability Claim: Leigh Lacy v. City of Downey, Worker’s Compensation Claim No.: 21-154444; WCAB NO.: ADJ14270503; Agency claimed against: City of Downey.

4. Government Code Section 54956.9(d)(1) – Conference with Legal Counsel – Existing Litigation:
Evan Mahoney v. City of Downey, Los Angeles Superior Court Case No. 22 STCV07530.
RECONVENED REGULAR CITY COUNCIL MEETING – CLOSED SESSION
Mayor Frometa reconvened the Regular City Council Meeting – Closed Session at 6:56 p.m.
Interim City Attorney Langer reported the Closed Session report as follows: In regards to Item No. 1, the City Council took no reportable action; in regards to Item No. 2, the City Council took no reportable action; in regards to Item No. 3, the City Council took no reportable action; in regards to Item No. 4, the City Council took no reportable action.
ADJOURNMENT
Mayor Frometa adjourned the Regular City Council Meeting – Closed Session at 6:56 p.m.
