2. Methodology

10 City of Downey - RFQ No. 23-001
Rio San Gabriel Park, Green Safe, and Active Park Improvements Methodology
The success of IDS Group, Inc (IDS) is attributed to a thorough understanding of the required services, a sound work plan, communication, and effective management, as well as excellent engineering design.

IDS has successfully served as a professional consultant to numerous public agencies to help meet workload demands and project scheduling commitments in relation to engineering and architectural design and support Services.

IDS will draw from our “Lessons Learned” gained through our extensive history of involvement with Park Improvement projects. We know firsthand that our ability to adapt to the challenging daily demands of the City’s operation is essential to meeting the goals of the project. As an example, during the pandemic, IDS worked with several clients, conducting Zoom/Teams meetings, BlueBeam QA sessions, and continued communications via email and phone. Utilizing this valuable knowledge, IDS has employed new measures to ensure your objectives and goals are efficiently achieved and our team adheres to milestone schedules for successful project completion.

PROJECT MANAGEMENT AND CONTROLS
IDS’ project manager will implement project controls including timely and regular client communications, established monitoring to control costs and schedule. Activities under the umbrella of project controls include:

Project Planning: IDS’ Project Manager will create project plans, schedules, WBS, and budget to establish a baseline to work with throughout the project. This includes a kick-off meeting to deeply understand all of our client’s needs.

Budgeting: IDS’ team will provide schedule-phased budgets, a transparent model that will be available to serve as a benchmark throughout the project and as an important cash flow tool for accurate invoicing and project accounting.

Forecasting: IDS’ team will perform regular updates to the schedule to ensure faster responses and corrective actions if a project schedule moves off-track.

Project Administration: This process involves established processes and systems that can help team members communicate and collaborate. The goal is to track status, action items, capture meeting minutes and lessons learned, and manage workflows seamlessly so teams can focus on efficient execution of project tasks.

Constructability Reviews: To improve project efficiency and constructability, IDS’ team leverages Bluebeam Revu®, a PDF-based solution designed for the construction industry, for each phase of the preconstruction process. Revu enables IDS to electronically share project feedback by redlining PDFs with industry-standard markups and takeoffs. In addition, IDS utilizes an online session collaboration feature, which allows multiple discipline-lead reviewers to comment on the same PDF together in real- time, or individually. As a result of this concurrent review, where team members can see comments made by other members, a more comprehensive, easy to understand, and quality list of comments are generated resulting in improved deliverables.

11 City of Downey - RFQ No. 23-001
Rio San Gabriel Park, Green Safe, and Active Park Improvements Cost Estimating: Our standard software, PlanSwift, provides the flexibility to quickly break out the itemized takeoffs and use RSMeans for cost data and estimating. This efficiency reduces the number of resources required to complete the takeoff for each project, and the program’s area and zone functions allow the estimator to sort the takeoff into multiple breakouts with minimal effort. Virtual overlay over previous designs allows changes/ additions to be very obvious. This ensures that our milestone estimates (60%, 90%, 100%) will be efficient and accurate, resulting in reduction of potentially costly construction change orders.

Schedule Control: A critical component of the design and construction process is scheduling. A preliminary project schedule for each task has been developed using the critical-path-method in Microsoft Project. The project schedule includes all tasks, phases, and milestones that are identified by the City and / or mandated by project requirements. The schedule and work plan will be updated regularly based on further collaboration with the City. Resources will be adjusted as-needed to ensure that milestones and the overall project are completed on schedule.

Cost Control: As design progresses, the more-detailed documents can be virtually overlaid over previous ones, and changes/additions are immediately visible on screen. This ensures that our estimates at logical milestones during design (SD, DD, CD, etc.), can execute the later levels of design faster and more accurately.

When tasked with value engineering on the same project, our team members will go back and modify the original takeoffs to determine the less expensive methods or materials to construct the project.

The benefit is using PlanSwift is it allows the estimator to select the existing items and easily assign them to new or other existing conditions with the click of a button. Compared to manual takeoff, this saved numerous hours in the value engineering process.

Risk Mitigation: Two aspects of risk mitigation during the execution of E/A design projects includes mitigating change orders/ cost overrun and ensuring quality delivery and Quality Control.

Cost Control Change Orders Challenges, Issues, and Solutions • Be Proactive: IDS strongly believes that the best way to handle problems is to anticipate them before they arise, whenever possible. We do this through careful and consistent project management and oversight, and through the knowledge and experience of our Project Managers. • Be Responsive: When issues do arise, our approach is to address them immediately and to provide several choices for solution that will have the least impact to cost and deadline. • Team Approach/ Partnering: Cooperative relationships with the involved parties are crucial to our ability to manage these issues quickly and to the full satisfaction of the City. • Change Order Management: Review, track, and make appropriate and timely recommendations for change order requests. Address justification for extra work or change items.

QUALITY ASSURANCE / QUALITY CONTROL PLAN
Specific to the City, our team will review projects at every stage of submittal for quality assurance. We have designated QA/QC senior architects and engineers who along with our designated Project Manager will review documents before they are submitted to the City.

Our program requires all engineering work be reviewed by an experienced Quality Assurance/Quality Control (QA/QC) Manager(s). The main objective of this program is to satisfy the City’s expectations for quality work from our design team and to limit the exposure of the City to problems that may arise during construction. The QA/QC Manager(s) will be in continuous contact with our Project Manager throughout the progress of the project.

Our practice stresses response to project requirements, adherence to applicable codes and regulations, developing work products consistent with standards prevailing in the profession, and producing reports conforming to our established in-house standards. Throughout the course of the project, our Project Manager will be in continuous contact with our team members to ensure efficient use of the capabilities of the entire team. He will interact frequently with the City’s core group to ensure that we understand the requirements and preferences and to assure adherence to the project schedules and deliverables in a timely manner.

As a testimony to our audited Q/A Q/C procedures,
IDS Group accomplished ISO 9001 Certification.

IDS QA/QC program manual based on ISO 9001 standard as applicable to A/E services:

1. Define the scope of work.

2. Determine processes to achieve the deliverables.

3. Perform the work.

4. Check (QC) the work.

5. Confirm the work is updated per checker(s).

6. Document the process.

PROJECT UNDERSTANDING
Sagecrest is pleased to provide this proposal for environmental services for the Rio San Gabriel Park Improvements project. Our understanding is the Proposed Project involves improvements to the park’s existing leisure and recreational facilities. These improvements include replacing the entire southerly parking lot, stabilizing the subgrade and installing new curbs, gutters and pavement and upgrading pedestrian amenities such as damaged sidewalks, walkways surrounding playground and fitness equipment areas, access ramps, etc. throughout park.

Additionally, new decomposed granite trails/walkways with concrete curbs will be installed throughout park perimeter joining all park amenities and San Gabriel River regional bike path.

Other improvements include ADA accessible rubber mulch for playground equipment and pour- in-place recycled rubber surfacing for fitness equipment, new shade structures and picnic stations. No new facilities are proposed as part of the Proposed Project, nor any intensification of uses already established in the park’s programming.

The Project Site has a General Plan Land Use Designation of Open Space (OS) and a zoning designation of Single-Family Residential (R-1 6,000). Surrounding land uses include single-family residential to the north and east, a mix of commercial uses to the south, and the San Gabriel River and associated regional bike path to the east.

SCOPE OF WORK
Sagecrest’s work plan details our approach to developing, managing, and implementing all actions for the preparation of a Mitigated Negative Declaration and review of supporting technical studies as follows:

Task 1: Project Initiation & Project Description
Kick-off Meeting: Upon receipt of the Notice to Proceed (NTP), the Sagecrest Project Manager will meet with City Staff and the Client to review the Proposed Project and collect all available project information, including project applications, site plans, elevations, narrative descriptions, comment letters, and previously prepared technical studies. The Kick-Off Meeting will accomplish the following:
• Identify the roles and responsibilities of the Sagecrest team, City staff, the Client, and their architect/civil engineer;
• Define communication protocol;
• Review current project information including site plan, elevations, landscape plans, utility plans, project applications, narrative descriptions, comment letters, and previously prepared technical studies;
• Refine the project schedule.

Page | 4
Request for Information: Sagecrest will review all available project-related data provided by the Client and City to identify any gaps. Sagecrest will prepare a Request for Information document to be completed by the City and/or Client.

Project Description: Once all relevant information is collected, Sagecrest will write a comprehensive description for the Proposed Project, to form the basis for the analysis of the potential impacts of the Proposed Project on the environment. The project description will detail all phases of the project to meet the requirements of CEQA and will be based on the project information provided by the City and the Client. The project description will include:
• Narrative and graphical presentation of the Proposed Project; • Project site location and boundaries;
• Environmental setting and surrounding land uses;
• Regional and vicinity topographical maps;
• Site plan, conceptual landscape plans, and utility plans; • Construction phasing and schedule;
• Off-site improvements;
• Operational characteristics;
• Statement of objectives and purpose;
• Responsible agencies and their potential approvals or permits required; • Discretionary approvals by the City.

Tribal Consultation Per AB52: Sagecrest and the cultural resources subconsultant, VCS Environmental, will work with the City planner to support tribal consultation pursuant to AB52 and incorporate the findings into the MND.

Task 2: Technical Studies
Review, Comment, and Coordinate Technical Studies: Sagecrest will review all technical studies prepared by other professionals in support of the Proposed Project to confirm consistency in the project description and that the analysis is sufficient for the purposes of CEQA.

The Client and/or City has prepared or will prepare the following technical studies:
• Phase I Environmental Site Assessment
• Geotechnical Report
• Hydrology Report
• Preliminary Water Quality Management Plan

Prepare Technical Studies: Sagecrest has assembled a team of technical specialists that will prepare the following technical studies to support the CEQA analysis. Sagecrest will manage and

Page | 5
coordinate the technical work of the subconsultants to ensure quality and consistency across all topical issues examined in the Initial Study.

Air Quality, Greenhouse Gas, Energy Impact Analysis, RK Engineering This task includes a comprehensive technical study of potential impacts to air quality, energy usage, and greenhouse gas emissions as a result of construction and operation of the Proposed Project and one round of response to comments.

Cultural Resources Report, VCS Environmental
This task includes record searches for known cultural and paleontological resources, a Sacred Lands File search, an intensive pedestrian survey, as well as the preparation of a combined Cultural and Paleontological Resources Assessment Report. It is assumed that the City will conduct Native American consultations in compliance with Assembly Bill 52 (AB 52).

Noise Impact Analysis, RK Engineering
This task includes a comprehensive analysis of both potential noise and vibration impacts as a result of construction and operation of the Proposed Project and one round of response to comments.

Task 3: CEQA Document, Initial Study/Mitigated Negative Declaration Screencheck Draft Initial Study Checklist: Sagecrest will prepare a detailed Initial Study Checklist that meets the requirements of the CEQA Statue and Guidelines, and the City’s local CEQA guidelines, including applicable significance thresholds. The Initial Study will assist Sagecrest and the City in determining the appropriate level of CEQA review for the Proposed Project (Section 15063), expected to be a Mitigated Negative Declaration. The Initial Study will use the most recent version of the CEQA Environmental Checklist Form (based on Appendix G, updated January 2019) and will contain the following:
• Detailed project description and location of the Project Site • Identification of the environmental setting
• Identification of the potential environmental effects of the Proposed Project for each topical issue, with evidence to support the analysis
• The significance criteria or threshold used to evaluate each topical issue • The mitigation measures identified, if any, to reduce the potential impact to less than significant
• Examination of consistency with existing zoning, plans and other applicable land use controls.

Page | 6
The environmental topics outlined in the CEQA Initial Study Checklist include:
• Aesthetics
• Agriculture/Forestry Resources
• Air Quality
• Biological Resources
• Cultural Resources
• Energy
• Geology/Soils
• Greenhouse Gas Emissions
• Hazards and Hazardous Materials

• Public Services
• Recreation
• Transportation
• Tribal Cultural Resources
• Utilities/Service Systems
• Wildfire
• Mandatory Findings of Significance

The discussion for each environmental topic will be supported by technical studies, as appropriate, attached as appendices to the Initial Study Checklist.

Sagecrest will transmit the Screencheck Draft Initial Study Checklist to the City in Microsoft Word to facilitate comments in tracked changes, and in Adobe Acrobat to include all figures and technical study appendices. The City will review and comment on the Screencheck Draft Initial Study and appendices and provide a consolidated set of comments to Sagecrest for revisions.

Proofcheck Draft Initial Study Checklist: Upon receipt of one set of consolidated comments on the Screencheck Draft Initial Study and appendices from the City, Sagecrest will revise the documents accordingly to produce the Proofcheck Draft document. This will include coordination with subconsultants to revise technical study appendices as needed and facilitate the review and approval of the final versions of each technical study.

Sagecrest will transmit the Proofcheck Draft Initial Study Checklist to the City in Microsoft Word to facilitate comments in tracked changes, and in Adobe Acrobat to include all figures and technical study appendices. The City will review and comment on the Proofcheck Draft document and provide a consolidated set of comments to Sagecrest for a final round of revisions.

Public Review Draft Initial Study Checklist: Upon approval by the City Sagecrest will prepare the public review draft initial study checklist for distribution as follows:
